Power, norms and institutional change in the European Union: The protection of the free movement of goods

How do European Union (EU) institutions change? Using an institutionalist approach, this article highlights the interplay between power, cognitive limits and the normative order that underpins institutional settings and assesses their impact upon the process of institutional change. Empirical evidence from recent attempts to reinforce the protection of the free movement of goods in the EU suggests that, under conditions of uncertainty, actors with ambiguous preferences assess attempts at institutional change on the basis of the historically defined normative order which holds a given institutional structure together. Hence, path dependent and incremental change occurs even when more ambitious and functionally superior proposals are on offer. [source]


Employer responses to union organising: patterns and effects

This article presents original research on employer responses to trade union organising campaigns in the United Kingdom. The evidence indicates that there is no single response, with employers in some cases seeking to block and in others support union activity. These different patterns are strongly path dependent and reflect the prior degree of exposure to trade unionism of workplaces targeted for organising. Another finding is that employer responses co-vary with union approaches to organising, such that when the employer adopts adversarial tactics so does the union. The militancy of both parties, it seems, is mutually reinforcing. Finally, the evidence points to substantial influence of employer responses over the outcomes of organising. When employers are supportive then campaigns tend to be more successful, measured on a range of criteria. When the employer is hostile unions find it difficult to make progress and encounter particular difficulties in securing recognition. [source]


Incrementalism and Path Dependence: European Integration and Institutional Change in National Parliaments

This article analyses the manner in which the Parliaments of France, the UK and Greece have reacted to the process of European integration. It is argued that their reactions display an incremental logic marked by slow, small and marginal changes based on existing institutional repertoires. In all three cases Parliaments have used familiar mechanisms and procedures which they have modified only marginally. This reaction was path dependent, i.e. it was consistent with long-established patterns reflecting the subordinate position of these Parliaments within national polities. [source]


Innovation and corporate sustainability: An investigation into the process of change in the pharmaceuticals industry

Although there has been considerable research effort directed at refining the content of corporate environmental performance, e.g. corporate environmental reporting and accounting, there has been relatively little empirical investigation to date on the process of corporate eco-change. This research reports on the quantitative and qualitative results of a survey of German and UK pharmaceuticals firms, which evaluated the significance of the various incentives, both intra-firm and external to the organization, that have stimulated eco-change. We find that, although the industry is one that has been characterized by voluntary agreements and proactive behaviour in the past, regulation still remains the main driver for sustainability improvements. New technology is the second most important driver. Stakeholder dialogue and inter-firm cooperation were both revealed to be relatively weak forces for eco-change. The study also tested the validity of the conventional neo-classical economic world-view of innovation in firms versus a more radical co-evolutionary one. The former assumes that firms respond only to profit signals and do so efficiently, whereas the latter assumes that change is path dependent; i.e., the firms' norms and routines and past experiences are influential. We find that, although the neo-classical perspective stands up to our empirical investigation of eco-innovation to some degree, the co-evolutionary approach better captures the complexity of the corporate eco-change process.
