    This paper studies optimal climate policy in the presence of oil rents. Several authors have found that, according to Hotelling's rule, in the long run, the optimal ad valorem tax must decrease. However, if the pollution is a stock and if environmental concerns impose stopping the resource extraction before its exhaustion, we show that an ad valorem tax defined over the rent cannot decentralize the optimum. In this case, an increasing per-unit tax can decentralize the optimum. Such a tax implies the disappearance of the Hotelling rent. Thus, the extraction problem reduces to a pollution-control problem.     A Path-Based Algorithm for the Cross-Nested Logit Stochastic User Equilibrium Traffic Assignment

    A SUE assignment based on the Cross-Nested Logit (CNL) route choice model is presented. The CNL model can better represent route choice behavior compared to the Multinomial Logit (MNL) model, while keeping a closed form equation. The article uses a specific optimization formulation developed for the CNL model, and develops a path-based algorithm for the solution of the CNL-SUE problem based on adaptation of the disaggregate simplicial decomposition (DSD) method. The article illustrates the algorithmic implementation on a real size network and discusses the trade-offs between MNL-SUE and CNL-SUE assignment. [source]

    An Alternative Path to Modernism: Carl König and Architectural Education at the Vienna Technische Hochschule, 1890,1913

    Between 1890 and the outbreak of the First World War, the Vienna Technische Hochschule was among the leading training grounds for modern architects and designers in central Europe. This essay explores the school's curriculum and the role that its doyen, Carl König (1841,1915), played in the training of many of the region's modernists. By stressing such issues as construction, materials, and spatial planning rather than the search for a modern style, König, despite his own conservative approach to architectural design, provided crucial lessons for his students, many of whom were able to trace novel and widely divergent paths to modernism.     Aim, The aim was to explore why nurses enter nursing leadership and apply for a management position in health care. The study is part of a research programme in nursing leadership and evidence-based care. Background, Nursing has not invested enough in the development of nursing leadership for the development of patient care. There is scarce research on nurses' motives and reasons for committing themselves to a career in nursing leadership. Method, A strategic sample of 68 Finnish nurse leaders completed a semistructured questionnaire. Analytic induction was applied in an attempt to generate a theory. Findings, A theory, Paths to Nursing Leadership, is proposed for further research. Four different paths were found according to variations between the nurse leaders' education, primary commitment and situational factors. They are called the Path of Ideals, the Path of Chance, the Career Path and the Temporary Path. Conclusion, Situational factors and role models of good but also bad nursing leadership besides motivational and educational factors have played a significant role when Finnish nurses have entered nursing leadership. The educational requirements for nurse leaders and recruitment to nursing management positions need serious attention in order to develop a competent nursing leadership. [source]


    The Role of Youth Problem Behaviors in the Path From Child Abuse and Neglect to Prostitution: A Prospective Examination

    Behaviors beginning in childhood or adolescence may mediate the relationship between childhood maltreatment and involvement in prostitution. This paper examines 5 potential mediators: early sexual initiation, running away, juvenile crime, school problems, and early drug use. Using a prospective cohort design, abused and neglected children (ages 0,11) with cases processed during 1967,1971 were matched with nonabused, nonneglected children and followed into young adulthood. Data are from in-person interviews at approximately age 29 and arrest records through 1994. Structural equation modeling tested path models. Results indicated that victims of child abuse and neglect were at increased risk for all problem behaviors except drug use. In the full model, only early sexual initiation remained significant as a mediator in the pathway from child abuse and neglect to prostitution. Findings were generally consistent for physical and sexual abuse and neglect. These findings suggest that interventions to reduce problem behaviors among maltreated children may also reduce their risk for prostitution later in life. [source]


    Influence of the Compositional Profile of Functionally Graded Material on the Crack Path under Thermal Shock

    Thermal cracking under a transient-temperature field in a ceramic/metal functionally graded plate is discussed. When the functionally graded plate is cooled from high-temperature, curved or straight crack paths often occur on the ceramic surface. It is shown that the crack paths are influenced by the compositional profile of the functionally graded plate. Transient-thermal stresses are treated as a linear quasi-static thermoelastic problem for a plane strain state. The crack paths are obtained using finite element method with Mode I and Mode II stress intensity factors. [source]

    New Opportunities, Same Constraints: Environmental Protection and China's New Development Path

    Since coming to power in 2002, China's ,fourth generation' leadership has attempted to steer the country on to a new development path that emphasises environmental protection and resource conservation. This article argues that this has opened up a window of opportunity for China's State Environmental Protection Administration (SEPA), long perceived as a weak body, to expand its influence and improve implementation of environmental policies. This article examines two recent SEPA initiatives, green GDP and so-called ,environmental storms', to see to what extent SEPA has been able to achieve these outcomes. It concludes that, although the profile of environmental issues has risen as a result of these two initiatives, they also highlight the difficulties inherent in enforcing better environmental standards in an authoritarian political system.     Welfare Regimes for Aging Populations: No Single Path for Reform

    We consider recent trends in pension policies in OECD countries in light of demographic aging associated with welfare regime type (Liberal, Social Democratic, Continental, and Southern European). These regime types represent different responsibilities assumed for social security on the part of the market, the state, and the family. While there are significant differences in labor market characteristics, the demographic similarities in aging bring similar pressures for pension reforms across OECD countries. These reforms address fiscal issues in state pensions, typically by increasing the length of the working life, placing more of the pension responsibility on individuals, or converting to defined-contribution approaches. Our study shows that there is no single path for pension reform. While there are some variations, welfare states tend to follow their traditional paths, which differ across welfare regime types.     Routes to Scholarly Success in Public Administration: Is There a Right Path?

    The Successful Scholars Project examined the determinants of successful public administration scholars. We surveyed the top 89 public administration scholars alive today (nominated by leaders of five national organizations) and asked them to rank a set of characteristics and behaviors that may have helped them achieve their success. We then analyzed the curricula vitae of 63 of the scholars. This article reports our study's findings and the recommendations of our successful scholars. Scholars heralded good methodological training and quality mentoring as significant. For research, choosing important, cutting-edge issues to write about, not following fads, being oneself, and publishing quality works were touted as important. Presenting research at national conferences also was highly recommended (while chairing committees and serving as discussants were not). Most scholars recommended steering away from administrative positions and university politics. We conclude with lessons for budding public administration scholars as well as lessons for designing public administration doctoral programs. [source]

    Extracting the Expected Path of Monetary Policy From Futures Rates

    Federal funds and eurodollar futures contracts are among the most useful instruments for deriving expectations of the future path of monetary policy. However, reading policy expectations from those instruments is complicated by the presence of risk premia. This paper demonstrates how to extract the expected policy path under the assumption that risk premia are constant over time, and under a simple model that allows risk premia to vary. In the latter case, the risk premia are identified under the assumption that policy expectations level out after a long enough horizon. The results provide evidence that the risk premia on these futures contracts vary over time. The impact of this variation is fairly limited for futures contracts with short horizons, but it increases as the horizon of the contracts lengthens. © 2004 Wiley Periodicals, Inc.     The Institutional Determinants of the Path to Political Reform in Hong Kong SAR

    The political economy of political reform in Hong Kong is characterized by the persistent contradictory imperatives and conflicts of ideology between the pro-democracy camp and the Beijing-backed Hong Kong government. On December 29, 2007, the Standing Committee of the National People's Congress of the People's Republic of China ruled out universal suffrage for both the selection of the Chief Executive of Hong Kong and the election of the legislative councilors before 2016 and stated that the earliest possible dates for the election of the Chief Executive and the legislative councilors would be 2017 and 2020, respectively. This article suggests that the constitutional institutions (formal and informal) that have evolved from Hong Kong's colonial past restrain the sets of choices for its political reform, and that unless the pro-democracy camp falls in line with Chinese central government's positions, the status quo in the political system will remain for years to come.     Abstract: The Düzce Plain has a multi-aquifer system, which consists of a near surface unconfined aquifer, along with first and second deeper confined aquifers. Hydrochemical evolution and water quality are related to infiltration of the precipitation, recharge from the formations surrounding the plain, flow path of groundwater and the relationship between surface and groundwater. The groundwater in the unconfined aquifer flows towards the Efteni Lake and the Büyük Melen River. Surface waters are divided into two main hydrochemical facies in the study area: (a) Ca2+,HCO3,; and (b) Ca2+, Mg2+,HCO3, SO2,4. The groundwater has generally three main hydrochemical facies: (a) Ca2+,HCO,; (b) Ca2+, Mg2+,HCO,3; and (c) Ca2+, Mg2+,HCO,3, CI,. The hydrochemical facies "a" and "b" dominate within shallow depths in recharge areas under rapid flow conditions, while hydrochemical facies "c" characterizes shallow and mixed groundwater, which dominate intermediate or discharge areas (near Efteni Lake and Büyük Melen River) during low flow conditions and agricultural contamination. Calcium and bicarbonate ions, total hardness and electrical conductivity of total dissolved solids (EC-TDS) values increase along the groundwater flow path; but these parameters remain within the limits specified by the standards set for industrial and agricultural usages.     Family was central to the political life of Augusta La Torre (or Comrade Norah), the second-in-command of the Peruvian Communist Party-Shining Path (PCP-SL). La Torre was the daughter of a Communist Party militant and the granddaughter of a prominent provincial political figure. She was also the wife of Shining Path founder Abimael Guzmán. La Torre's familial history demonstrates the importance of parental and grandparental contributions to Senderistas' political formation, and suggests that parents and children were sometimes united in their support for the Shining Path. La Torre's family ties, however, have also led numerous observers to question her revolutionary credentials. [source]
