Recognition of Indigenous Interests in Australian Water Resource Management, with Particular Reference to Environmental Flow Assessment

Australia's new national water policy represents a substantial change from the previous approach, because it recognises a potential need for allocations to meet particular indigenous requirements, which will have to be quantitatively defined in water allocation plans. However, indigenous values associated with rivers and water are presently poorly understood by decision-makers, and some are difficult to quantify or otherwise articulate in allocation decisions. This article describes the range of Australian indigenous values associated with water, and the way they have been defined in contemporary water resource policy and discourse. It argues that the heavy reliance of indigenous values on healthy river systems indicates that, theoretically at least, they are logically suited for consideration in environmental flow assessments. However, where indigenous interests have been considered for assessment planning purposes indigenous values have tended to be overlooked in a scientific process that leaves little room for different world views relating to nature, intangible environmental qualities and human relationships with river systems that are not readily amenable to quantification. There is often an implicit but untested assumption that indigenous interests will be protected through the provision of environmental flows to meet aquatic ecosystem requirements, but the South African and New Zealand approaches to environmental flow assessment, for example, demonstrate different riverine uses potentially can be accommodated. Debate with indigenous land-holders and experimentation will show how suited different environment flow assessment techniques are to addressing indigenous environmental philosophies and values. Recent Developments in Trace Element Analysis by ICP-AES and ICP-MS with Particular Reference to Geological and Environmental Samples

This review describes recent developments in trace element analysis using inductively coupled plasma-atomic emission spectrometry (ICP-AES) and inductively coupled plasma-mass spectrometry (ICP-MS). It aims to focus on the application of ICP techniques to geological and environmental samples. Therefore, fundamental studies in ICP-MS and ICP-AES instrumentation have largely been ignored. Whereas the majority of literature reviewed related to ICP-MS, indicating that ICP-MS is now the preferred technique for all geological analysis, there is still a steady development of ICP-AES to environmental applications. It is clear that true flexibility in elemental analysis can only be achieved by combining the advantages of both ICP-AES and ICP-MS. Two particular groups of elements (long-lived radionuclide and the platinum-group elements) stood out as warranting dedicated sections describing analytical developments these areas. [source]


Seven Decades of Change in the Zooplankton (s.l.) of the Nile Delta Lakes (Egypt), with Particular Reference to Lake Borullus

Abstract Around the 1930s, the zooplankton (and benthos) of the Nile delta lakes, and Lake Borullus in particular, had a mixed, eutrophic facies, with marine and mesohaline elements dominant for about eight months per year, and freshwater species taking over during the four months of the Nile flood. After the Aswan dam became operational, this regime changed: a steady supply of agricultural drainage water of Nilotic origin consistently freshened the delta. Thus, except in the immediate vicinity of their outlet to the sea, the lakes became almost fresh. Only during the rare and short-lived (one-three weeks) occasions when Aswan closes in winter, marine water is sucked in, and along with it, a saline fauna temporarily becomes re-established in the east and centre of lake Borullus, and presumably of the other delta lakes as well. This marine fauna remained the same over 70+ years of observations. The freshwater component, in contrast, partly nilotic, partly mediterranean, changed deeply over time. First, the fraction of species from temporary waters disappeared, as well as (among copepods and cladocerans) all large-bodied species. Several cladocerans and copepods with a euro-mediterranean range appeared and diluted the pre-existing Afrotropical fauna. The abundance of small cladocerans and, especially, rotifers increased by a factor ten or more. This latter change is believed to reflect two pressures. In a first phase, a re-arrangement of the lake's fish fauna (a top down force) occurred. Freshwater fish replaced marine diadromic species, and their predation pressure on the zooplankton preferentially removed large-bodied prey. In a second phase, increased agricultural drainage caused eutrophication (a bottom-up force) and larger filtrators (cladocerans, some copepods) began to be replaced by small filtrators (rotifers). A Study on the Occurrence of Polyovular Follicles in Porcine Ovaries with Particular Reference to Intrafollicular Hormone Concentrations, Quality of Oocytes and their in vitro Fertilization

Summary The aim of this study was to identify the occurrence of polyovular follicles in porcine ovaries. We investigated the presence of such follicles in relation to age, and compared the intrafollicular concentrations of steroid hormones between poly- and uniovular follicles. Then we measured the size, viability and the in vitro fertilizing ability of the oocytes from polyovular follicles. Histological examinations documented the occurrence of polyovular follicles in pigs at various stages of follicular growth. Within antral follicles, the number of polyovular follicles was higher in the ovaries of gilts than in sows (P < 0.01). We noticed differences in the viability and size of oocytes recovered from the same follicles. We noted a higher concentration of oestradiol-17, and a lower concentration of progesterone in polyovular follicles as compared with uniovular follicles (P < 0.01). The amount of embryos after in vitro -fertilization of oocytes from polyovular follicles was significantly lower than that from uniovular ones. Nevertheless, we found that some oocytes from polyovular follicles also have the capacity to be fertilized in vitro and be developed to the blastocyst stage. [source]


Use of medium-range ensembles at the Met Office 2: Applications for medium-range forecasting

The term ,medium range' is taken to refer to forecasts for lead times ranging from about 2 or 3 days ahead up to about 10 days ahead. A wide variety of numerical model products are available to the forecaster nowadays, and one of the most important of these is the ECMWF Ensemble Prediction System (EPS). This paper shows how forecasters at the Met Office use these products, in particular the EPS, in an operational environment in the production of medium-range forecasts for a variety of customers, and illustrates some of the techniques involved. Particular reference is made to the PREVIN post-processing system for the EPS which is described in the companion paper by Legg et al. (2002). Forecast products illustrated take the form of synoptic charts (produced primarily via Field Modification software), text guidance and other graphical formats. The probabilistic approach to forecasting is discussed with reference to various examples, in particular the application of the EPS in providing early warnings of severe weather for which risk assessment is increasingly important. A central theme of this paper is the vital role played by forecasters in interpreting the output from the models in terms of the likely weather elements, and using the EPS to help assess confidence levels for a particular forecast as well as possible alternative synoptic evolutions. Verification statistics are presented which demonstrate how the EPS helps the forecaster to add value to the wide range of individual deterministic model products and that furthermore, the forecaster can improve upon many probabilistic products derived directly from the ensemble. Detection of bacterial DNA by PCR and reverse hybridization in the 16S rRNA gene with particular reference to neonatal septicemia

Aim: The clinical diagnosis of sepsis is difficult, particularly in neonates. It is necessary to develop a rapid and reliable method for detecting bacteria in blood and cerebrospinal fluid (CSF) Polymerase chain reaction (PCR) and reverse hybridization of the 16S rRNA gene would permit fast and sensitive determination of the presence of bacteria and differentiate gram-positive bacteria from gram-negative ones in clinical specimens. Methods: We developed a pair of primers according to the gene encoding 16SrRNA found in all bacteria. DNA fragments from different bacterial species and from clinical samples were detected with PCR, and with reverse hybridization using a universal bacterial probe, a gram-positive probe and a gram-negative probe. Results: A 371 bp DNA fragment was amplified from 20 different bacterial species. No signal was observed when human DNA and viruses were used as templates. The sensitivity could be improved to 10T -12 g. All 26 culture-positive clinical samples (22 blood samples and 4 CSF samples) were positive with PCR. The gram-negative and gram-positive probes hybridized to clinical samples and to known bacterial controls, as predicted by Gram's stain characteristics. Conclusions: Our results suggest that the method of PCR and reverse hybridization is rapid, sensitive and specific in detecting bacterial infections. This finding may be significant in the clinical diagnosis of sepsis in neonates. [source]


Physical foundations, models, and methods of diffusion magnetic resonance imaging of the brain: A review

Abstract The foundations and characteristics of models and methods used in diffusion magnetic resonance imaging, with particular reference to in vivo brain imaging, are reviewed. The first section introduces Fick's laws, propagators, and the relationship between tissue microstructure and the statistical properties of diffusion of water molecules. The second section introduces the diffusion-weighted signal in terms of diffusion of magnetization (Bloch,Torrey equation) and of spin-bearing particles (cumulant expansion). The third section is dedicated to the rank-2 tensor model, the bb -matrix, and the derivation of indexes of anisotropy and shape. The fourth section introduces diffusion in multiple compartments: Gaussian mixture models, relationship between fiber layout, displacement probability and diffusivity, and effect of the b -value. The fifth section is devoted to higher-order generalizations of the tensor model: singular value decompositions (SVD), representation of angular diffusivity patterns and derivation of generalized anisotropy (GA) and scaled entropy (SE), and modeling of non-Gaussian diffusion by means of series expansion of Fick's laws. High Density Cascaded Arc Produced Plasma Expanding in a Low Pressure Region

Abstract Experimental measurements made in thermal expanding argon, nitrogen and hydrogen plasmas with particular reference to molecular kinetics, surface nitriding and intense flux in magnetic field are discussed. The plasma is generated in a cascaded arc source. In the presence of molecular species (H2 / N2) dissociative recombination reactions involving rovibrationally excited molecules contribute to a rapid decay of the plasma species, especially for hydrogen system. A combination of nitrogen and hydrogen plasma gives an efficient plasma nitriding process, which has been applied for case hardening of machinery components. In another setup a strong axial magnetic field (0.4 - 1.6 T) contains and substantially prolongs the plasma beam in the chamber. In the presence of the magnetic field, an additional current drawn through the plasma beam using a biased substrate and a ring creates dense low temperature plasma giving a new unexplored plasma regime. The plasma kinetics are modified in this regime from the recombining to the ionising mode. When the additional current in the argon plasma beam exceeds 30 A, its light emission is predominantly in the blue region. With the additional current and magnetic field, the emission intensity of H, and other lines arising from higher energy levels in the hydrogen Balmer series is enhanced. Introduction Structured training or therapy programmes designed to develop cognitive problem-solving skills are now widely used in criminal justice and mental health settings. Method This paper describes the conceptual origins and theoretical models on which such programmes are based, and provides a historical overview of their development. Theoretical formulations of problem-solving deficits have also been used to inform the design of intervention programmes, and a number of studies and evaluations of such interventions are reviewed, with particular reference to criminal and other antisocial behaviour. Discussion In recent years there has been steadily growing supportive evidence for the benefits of this approach. This article outlines some of the advances made in the authors' laboratory, with particular reference to imaging the movements of the insulin-sensitive glucose transporter, GLUT4, and the generation of phosphoinositide lipids. Conservation Biogeography: assessment and prospect

ABSTRACT There is general agreement among scientists that biodiversity is under assault on a global basis and that species are being lost at a greatly enhanced rate. This article examines the role played by biogeographical science in the emergence of conservation guidance and makes the case for the recognition of Conservation Biogeography as a key subfield of conservation biology delimited as: the application of biogeographical principles, theories, and analyses, being those concerned with the distributional dynamics of taxa individually and collectively, to problems concerning the conservation of biodiversity. Conservation biogeography thus encompasses both a substantial body of theory and analysis, and some of the most prominent planning frameworks used in conservation. Considerable advances in conservation guidelines have been made over the last few decades by applying biogeographical methods and principles. Herein we provide a critical review focussed on the sensitivity to assumptions inherent in the applications we examine. In particular, we focus on four inter-related factors: (i) scale dependency (both spatial and temporal); (ii) inadequacies in taxonomic and distributional data (the so-called Linnean and Wallacean shortfalls); (iii) effects of model structure and parameterisation; and (iv) inadequacies of theory. These generic problems are illustrated by reference to studies ranging from the application of historical biogeography, through island biogeography, and complementarity analyses to bioclimatic envelope modelling. There is a great deal of uncertainty inherent in predictive analyses in conservation biogeography and this area in particular presents considerable challenges. Protected area planning frameworks and their resulting map outputs are amongst the most powerful and influential applications within conservation biogeography, and at the global scale are characterised by the production, by a small number of prominent NGOs, of bespoke schemes, which serve both to mobilise funds and channel efforts in a highly targeted fashion. We provide a simple typology of protected area planning frameworks, with particular reference to the global scale, and provide a brief critique of some of their strengths and weaknesses. Finally, we discuss the importance, especially at regional scales, of developing more responsive analyses and models that integrate pattern (the compositionalist approach) and processes (the functionalist approach) such as range collapse and climate change, again noting the sensitivity of outcomes to starting assumptions. We make the case for the greater engagement of the biogeographical community in a programme of evaluation and refinement of all such schemes to test their robustness and their sensitivity to alternative conservation priorities and goals. Issues with recruitment to randomised controlled trials in the drug and alcohol field: a literature review and Australian case study

Abstract Issues. The randomised control trial (RCT) is a widely used tool for measuring the effectiveness of health treatments and services. However, subject recruitment is an ongoing challenge for those conducting RCTs and may have a serious impact on the success of the study and the reliability of the outcomes. Approach. In this review we present an examination of the problems and strategies associated with recruitment to RCTs, with particular reference to studies conducted in the drug and alcohol field. A case study of recruitment to an RCT for the treatment of alcohol dependence is presented, supplemented by PubMed, Current Contents and Medline searches to identify relevant publications. Key Findings. The literature suggests that the most common barriers to patient participation involve fears of assignment to placebo treatment, insufficient compensation and poor attendance at initial appointments. Moreover, subject referrals from staff may be a greater problem than reluctance of patients. Referrals are inhibited by complicated entry criteria, time constraints due to busy work schedules or a limited research culture. Implications. Subject recruitment may be promoted by financial reimbursement, close partnerships between research and referral staff; increasing the treatment group ratio in multi-drug trials to minimise randomisation to placebo; addressing negative staff attitudes; and simplifying the referral process. Conclusion. The need for multi-centre sites in Australian drug and alcohol treatment studies is highlighted. [source]


Measurement error: implications for diagnosis and discrepancy models of developmental dyslexia

Abstract The diagnosis of developmental dyslexia (DD) is reliant on a discrepancy between intellectual functioning and reading achievement. Discrepancy-based formulae have frequently been employed to establish the significance of the difference between ,intelligence' and ,actual' reading achievement. These formulae, however, often fail to take into consideration test reliability and the error associated with a single test score. This paper provides an illustration of the potential effects that test reliability and measurement error can have on the diagnosis of dyslexia, with particular reference to discrepancy models. The roles of reliability and standard error of measurement (SEM) in classic test theory are also briefly reviewed. This is followed by illustrations of how SEM and test reliability can aid with the interpretation of a simple discrepancy-based formula of DD. It is proposed that a lack of consideration of test theory in the use of discrepancy-based models of DD can lead to misdiagnosis (both false positives and false negatives). Further, misdiagnosis in research samples affects reproducibility and generalizability of findings. On the morphology of Acanthostomum spiniceps (Looss, 1896) and A. absconditum (Looss, 1901) (Digenea: Cryptogonimidae: Acanthostominae) with particular reference to the juvenile stage

Abstract The morphology of juvenile and adult stages of Acanthostomum spiniceps and A. absconditum, from bagrid fish of the river Nile in Egypt, was studied with both light and scanning electron microscopy. In early juveniles, circumoral spines are absent and the entire body surface is covered with tegumental spines. Late juveniles show gradual differentiation of the circumoral tegument into a collar of spines associated with a reduction in density of tegumental spines at the posterior extremity of the body. Genital primordia appear when juveniles are about 1.75 mm long. The distributions of tegumental spines on adult A. spiniceps and A. absconditum are similar. Spines are denser on the dorsal and ventral surfaces of the anterior and middle parts of the body and less dense towards the posterior end. The tegumental fold surrounding the ventral sucker of A. absconditum has spines while the fold of A. spiniceps lacks them. The most important morphological features differentiating both species are the number of circumoral spines, body shape, ratio of body length to width, sucker sizes, and the presence or absence of spines on the ventral sucker. It is argued that, although the programme may have been implemented too rigidly, a key emphasis on genre within the National Literacy Strategy is potentially positive. The fable is offered as a particular example, demonstrating that, although too rigid a conception of a genre's formal characteristics may inhibit children's creative engagement, an understanding in depth of the range of purposes to which a particular form may be put is helpful both in providing a good range of models and in responding sensitively to children's writing. The authorship of the Kenilworth Letter, an account of the festivities staged at Kenilworth Castle during Queen Elizabeth I's 1575 progress, has long been a matter of debate, with some scholars suggesting that the work was a pseudonymous hoax foisted upon an unwitting Robert Langham. New findings, together with a re-examination of the existing evidence, suggest the following: first, that the Letter began life as a bona fide missive from Langham to his fellow mercer Humphrey Martin, which, though envisioned for circulation in manuscript, was almost certainly not , in the first instance at least , intended for publication; and second, that William Patten, to whom the Letter sometimes has been attributed in the past, may have been instrumental in the initial efforts to print the work, albeit without Langham's knowledge or permission. Also considered is the wider context of Elizabethan mercery, with particular reference to the close (but often overlooked) political, economic, and cultural ties between the court and the City of London. In addition, this article explores the extent to which the Letter offers a reliable guide to the people, places, and events it describes. [source]


Ascomycetes associated with ectomycorrhizas: molecular diversity and ecology with particular reference to the Helotiales

Summary Mycorrhizosphere microbes enhance functioning of the plant,soil interface, but little is known of their ecology. This study aims to characterize the ascomycete communities associated with ectomycorrhizas in two Tasmanian wet sclerophyll forests. We hypothesize that both the phyto- and mycobiont, mantle type, soil microbiotope and geographical distance affect the diversity and occurrence of the associated ascomycetes. Using the culture-independent rDNA sequence analysis, we demonstrate a high diversity of these fungi on different hosts and habitats. Plant host has the strongest effect on the occurrence of the dominant species and community composition of ectomycorrhiza-associated fungi. Root endophytes, soil saprobes, myco-, phyto- and entomopathogens contribute to the ectomycorrhiza-associated ascomycete community. Taxonomically these Ascomycota mostly belong to the orders Helotiales, Hypocreales, Chaetothyriales and Sordariales. Members of Helotiales from both Tasmania and the Northern Hemisphere are phylogenetically closely related to root endophytes and ericoid mycorrhizal fungi, suggesting their strong ecological and evolutionary links. Ectomycorrhizal mycobionts from Australia and the Northern Hemisphere are taxonomically unrelated to each other and phylogenetically distant to other helotialean root-associated fungi, indicating independent evolution. The ubiquity and diversity of the secondary root-associated fungi should be considered in studies of mycorrhizal communities to avoid overestimating the richness of true symbionts. [source]


Assessing the validity of potential alcohol-related non-fatal injury indicators

ABSTRACT Aim To assess critically the face validity of the World Health Organization's (WHO's) International Guide for Monitoring Alcohol Consumption and Related Harm (MACRH) for deriving indicators, for the purposes of developing non-fatal alcohol-related injury indicators in New Zealand. Design MACRH's five solutions for deriving indicators are: (i) use only alcohol-specific cases; (ii) identify subsets of events known to be highly alcohol-related; (iii) utilize control indicators that are rarely alcohol-related; (iv) estimate alcohol attributable fractions (AAFs) and adjust indicators accordingly; and (v) develop composite indicators. These were assessed in terms of their face validity with particular reference to New Zealand. Findings There are significant face validity issues with each of the five options. Solution 4 offers the greatest promise, provided that: (i) valid AAFs can be derived and they are updated regularly; and (ii) appropriate adjustment is made for extraneous influences on the estimates of alcohol-related harm. To date, the latter has not been carried out. Conclusions Most potential sources of data on alcohol-related harm are subject to extraneous influences, which vary over time and space. While the attempt by WHO to offer solutions to this problem is laudable, the solutions do not address the problem adequately. MACRH guidelines need to be revised to include criteria for a valid outcome indicator. [source]

Summary:,Purpose: To describe the semiologic features of aggressive behaviors observed in human epileptic seizures with particular reference to the act of biting a conspecific. Methods: We analyzed the biting behavior (BB) and other aggressive gestures occurring in a group of 11 patients retrospectively selected from >1,000 patients subjected to video-EEG/SEEG monitoring for presurgical evaluation of drug-resistant seizures. Results: Patients displaying BB showed (a) a male sex predominance, (b) heterogeneous etiologies and lesion locations, and (c) seizures involving the frontotemporal regions of both hemispheres. The act of biting was a rapid motor action, lasting ,600 ms, occurring in the context of strong emotional arousal, fear, and anger, with various bodily gestures with aggressive connotation. BB was mainly a "reflexive" behavior, in that biting acts were evoked (both during and after seizures) by actions of people in close contact with the patient. The sole intrusion of the examiner's hand in the space near the patient's face was effective in triggering BB. Rarely, self-directed or object-directed biting acts were not triggered by external stimuli. Intracranial data (SEEG) obtained in one subject showed that the amygdala/hippocampal region plus the orbitomedial prefrontal cortex had to be involved by ictal activity to observe BB. Conclusions: Anatomic and electrophysiologic data in our patients suggest that a model of dual,temporal and frontal,dysfunction could account for the occurrence of ictal/postictal BB. Behavioral data suggest also that BB and related aggressive gestures can be considered as the emergence of instinctive behaviors with an adaptative significance of defense of the peripersonal space. Portrayals of treatment decision-making on popular breast and prostate cancer web sites

The objective of this study was to describe the messages about treatment decision-making on popular cancer web sites, with particular reference to gender differences. The two most popular UK based web sites for breast and prostate cancer were chosen. Qualitative and quantitative comparative content analysis of the two case study web sites were performed. Web site portrayals of treatment decision-making by men with prostate cancer emphasize the obligation to be decisive, using information derived from medical sources, with minimal consultation with families and friends. Portrayals of treatment decision-making by women with breast cancer emphasize their family obligations, their need to make decisions about matters other than treatment, their right to opt out of decision-making, to take time, sometimes change their minds, consult with families and friends, and thereby take non-medical factors into account. This study will help health care practitioners understand the different factors that men and women feel obliged to consider when making decisions about their cancer treatments, and the role of the Internet in reinforcing gender differences. Ionic currents underlying rhythmic bursting of ventral mossy cells in the developing mouse dentate gyrus

Abstract The electrophysiological properties of mossy cells were examined in developing mouse hippocampal slices using whole-cell patch-clamp techniques, with particular reference to the dorsoventral difference. Dorsal mossy cells exhibited a higher spontaneous excitatory postsynaptic potential (EPSP) frequency and larger maximal EPSP amplitude than ventral mossy cells. On the other hand, the blockade of synaptic inputs with glutamatergic and GABAergic antagonists disclosed a remarkable dorsoventral difference in the intrinsic activity: none (0/27) of the dorsal mossy cells showed intrinsic bursting, whereas the majority (35/47) of the ventral mossy cells exhibited intrinsic rhythmic bursting. To characterize the ionic currents underlying the rhythmic bursting of mossy cells, we used somatic voltage-clamp recordings in the subthreshold voltage range. Ventral bursting cells possessed both hyperpolarization-activated current (Ih) and persistent sodium current (INaP), whereas dorsal and ventral nonbursting cells possessed Ih but no INaP. Blockade of Ih with cesium did not affect the intrinsic bursting of ventral mossy cells. In contrast, the blockade of INaP with tetrodotoxin or phenytoin established a stable subthreshold membrane potential in ventral bursting cells. The current,voltage curve of ventral bursting cells showed a region of tetrodotoxin-sensitive negative slope conductance between ,55 mV and a spike threshold (, ,45 mV). On the other hand, no subthreshold calcium conductances played a significant role in the intrinsic bursting of ventral mossy cells. These observations demonstrate the heterogeneous electrophysiological properties of hilar mossy cells, and suggest that the subthreshold INaP plays a major role in the intrinsic rhythmic bursting of ventral mossy cells. Abstract Concordant areas of endemism among taxa have important implications both for understanding mechanisms of speciation and for framing conservation priorities. Here we discuss the need for careful testing of phylogeographic data for evidence of such concordance, with particular reference to the Indonesian island of Sulawesi. This is because there are good reasons to question whether concordance between taxa is likely to be a common pattern, and because of the serious implications of incorrectly concluding that the biodiversity of a given area can be partitioned in this way. The guanine dissociation inhibitor RhoGDI consists of a folded C-terminal domain and a highly flexible N-terminal region, both of which are essential for biological activity, that is, inhibition of GDP dissociation from Rho GTPases, and regulation of their partitioning between membrane and cytosol. It was shown previously that the double mutation L55S/L56S in the flexible region of RhoGDI drastically decreases its affinity for Rac1. In the present work we study the effect of this double mutation on the conformational and dynamic properties of RhoGDI, and describe the weak interaction of the mutant with Rac1 using chemical shift mapping. We show that the helical content of the region 45,56 of RhoGDI is greatly reduced upon mutation, thus increasing the entropic penalty for the immobilization of the helix, and contributing to the loss of binding. In contrast to wild-type RhoGDI, no interaction with Rac1 could be identified for amino-acid residues of the flexible domain of the mutant RhoGDI and only very weak binding was observed for the folded domain of the mutant. The origins of the effect of the L55S/L56S mutation on the binding constant (decreased by at least three orders of magnitude relative to wild-type) are discussed with particular reference to the flexibility of this part of the protein. Testing the Regulatory Model: The Expansion of Stansted Airport

This paper examines the application of price-cap regulation to the UK airport industry, with particular reference to the expansion of London-Stansted. This expansion is relevant to the debate concerning investment incentives inherent in the RPI,X approach and whether the UK style of regulation encourages the ,sweating of assets' at the expense of new investment. Stansted's expansion also suggests a willingness of the authorities to accept the leveraging of market power in pursuit of perceived public-interest goals; it provides an insight into the behaviour of economic agents when capital market disciplines are mute; and it illustrates some unintended consequences that can follow from market intervention. Cultures and Comparisons: Strategies for Learners

Abstract: This article suggests a set of strategies for developing the sociocultural competence of language learners. These strategies extend the notion of coping strategies, or strategic competence (Savignon, 1972, 1983, 1997), to include the intercultural dimension articulated in current goals for U.S. world language education. Adopting the integrative, communicative perspective of language development reflected in the Standards for Foreign Language Learning in the 21st Century (National Standards, 1999), this article offers classroom strategies for teaching and learning with particular reference to the goal areas of "cultures" and "comparisons." This proposal is grounded in a theory of language inseparable from culture,one that views ability in both a first language (L1) and subsequent languages as the result of socialization and the language classroom as a site of exploration in the development of communicative competence. Suggestions for classroom implementation of strategy training are supported by classroom research (Savignon & Sysoyev, 2002). [source]
