Six Ages towards a Learning Region , A Retrospective

Learning Cities and Learning Regions are terms now in common use as a result of the growing importance of lifelong learning concepts to the economic, social and environmental future of people and places. Why ,learning' regions? Why not intelligent, creative, clever, smart or knowledge regions? In truth, all of these can, and some do, also exist, but we argue that this is not a semantic debate. The basis of intelligence, smartness, cleverness, creativity and knowledge is effective learning and its intelligent application in creating a better future. We can, we believe, only learn our way into the future and the same is true, in developmental terms, of cities, towns, regions and communities. What therefore is a learning region? Definitions tend to differ according to perception, situation, occupation and objective. Where the focus is on technology a learning region will emphasise the advantages of hi-tech for the development of a physical infrastructure that will assist regeneration and be useful for more efficient behaviour and learning by people and organisations. Hence the growth of ,smart cities,' mainly in North America. Where it is on employment, employability, organisational management and training for industry, the development of human and social capital for economic gain and competitive edge tends to predominate. Most regions concentrate on this aspect. Where the motivation is based on the use of valuable resources, it will concentrate on volunteering, active citizenship and the building of social capital. Such an approach is not well developed in many regions and the optimum balance between economic, community and personal growth is poorly understood. Where the goal is the competent use of organisational potential a learning region will mobilise all its stakeholder institutions as partners in the service of the region as a whole. Here, very little is understood or implemented. This article argues that all of these approaches and others in the fields of environment, personal and cultural growth, innovation, diversity and communication are a holistic part and parcel of learning region development. Its meaning and its characteristics will become clear as it charts the development of ideas about learning regions, particularly those that have occurred during the past 20 years. It suggests the existence of a paradigm shift at work , the age of education and training, which has served us well in the late 20th century in satisfying the needs of a growing, upwardly mobile proportion of the population, has now given way to the era of lifelong learning, in which the means, the tools and techniques are employed to target and motivate everyone in a city, town or region. Those regions that achieve this nirvana will be the winners in the apparent paradox that intelligent local action leads to success in a globalised world, a version of the concept of ,glocalisation' coined by Robertson (1995). Thermoeconomic optimization of the geometry of an air conditioning precooling air reheater dehumidifier

Abstract Exergy method of optimization for the geometrical parameters of an air conditioning precooling air reheater with turbulent flow is developed in this paper. The method is based on exergy, economic analysis and optimization theory. As there are humid air streams involved in the heat transfer process, then there are irreversibilities or exergy destruction, which is due to pressure losses, temperature difference and specific humidity gradient. These principle components of total irreversibility are not independent and there is a trade-off between them. Therefore, the purpose of this research paper is to study the effect of the geometry and the specific humidity of the two streams on the irreversibilities of a crossflow precooling air reheater dehumidifier. Also, the optimum balance between the three components of irreversibility is determined thereby giving the optimum solution for heat exchanger area. The total cost function is expressed on an annualized basis of the sum of the precooler capital cost and the running cost attributable to the precooler irreversibility. This total cost function is optimized in this paper according to the optimum heat transfer area and the total irreversibilities. Two optimum heat transfer areas were found for minimum total irreversibility and minimum total annual cost for a specific example. Finally, the relations between the typical operational variables such as heat transfer area, Reynolds numbers and the total annual cost for the precooler is developed and presented in graphs, which allow the calculation of the optimal heat transfer area, which gives the optimum irreversibility and minimum total annual cost. The effect of surface energy of boron nitride on polymer processability

Flow instabilities manifest themselves as distortions on the extrudate surface (melt fracture). They are usually observed at high production rates in many polymer processing operations. Certain fluoropolymers/fluoroelastomers have long been used as processing aids for surface melt fracture elimination. Recent developments have shown that a small amount of boron nitride (BN) powder may successfully eliminate surface melt fracture and also delay the onset of gross melt fracture to higher rates. It has also been reported that a combination of BN and fluoropolymer/fluoroelastomer enhances the effectiveness of the polymer processing even further. The main objective of the present work was to measure the surface properties of a number BN powders, mainly surface energy, in order to gain a better understanding of its performance as a processing aid. Based on this study, it can be concluded that surface energy plays an important role in deciding the possible interactions between the processing aid, polymer melt and the extruding surface. It is observed that the lubricious nature of BN along with an optimum balance of its polar (non-dispersive) and non-polar (dispersive) components of surface energy renders BN a successful processing aid in eliminating both sharkskin and gross melt fracture phenomena. Treatment of incontinence after prostatectomy using a new minimally invasive device: adjustable continence therapy

OBJECTIVE To evaluate the safety and efficacy of a new minimally invasive urological implant for incontinence after prostatectomy. PATIENTS AND METHODS The adjustable continence therapy device (ProACTTM, Uromedica, Plymouth, MN, USA) consists of two balloons placed via a perineal approach bilaterally at the bladder neck in patients after prostatectomy. Titanium ports, attached via discrete tubing to each balloon, are placed in the scrotum, allowing for separate volume adjustments of the balloons at any time during and after surgery. Changes in a quality-of-life questionnaire (I-QoL), pad usage and a subjective continence grading score were assessed in 117 consecutive men after implanting the Pro-ACT, at baseline and at 1, 3, 6, 12 and 24 months. RESULTS After a mean (range) follow-up of 13 (3,54) months and with a mean of 3 (0,15) adjustments, 67% of men were dry, using at most one ,security' pad daily; 92% were significantly improved, and 8% showed no improvement. The I-QoL score improved from a median of 34.7 to 66.3 after 2 years (42 men; P <,0.001), the daily pad count decreased from a mean of 6 (1,24)/day to 1 (0,6)/day at 2 years (P < 0.001). Continence achieved at ,,6 months after implantation through incremental adjustment remained durable at ,,2 years in most patients. There were complications during and after surgery in 54 patients, mostly minor and decreasing with increasing expertise, primarily reflecting the development and refinement of the new surgical technique and its instrumentation. Re-implantation for complications was required in 32 patients, with a 75% success rate. CONCLUSIONS The ProACT peri-urethral prosthesis produces durable outcomes equivalent or better than other minimally invasive treatments for incontinence after prostatectomy. Its unique design allows for easy adjustment after surgery to achieve the desired urethral resistance, with no further surgical intervention, thus allowing for an optimum balance between voiding pressures and continence. The promising results reported here suggest that this may be an appropriate, effective and durable first-line treatment to offer men with stress urinary incontinence after prostatectomy. [source]
