The Sino,Russian Partnership and U.S. Policy Toward North Korea: From Hegemony to Concert in Northeast Asia

This paper presents two sets of arguments: one theoretical and one analytical. The theoretical arguments concern the relationship between regional ordering and systemic change. The paper questions the usefulness of the unipolar conception of the contemporary system arguing that the interaction of the Great Powers cannot be understood without reference to regional dynamics. Thus, a unipolar system implies considerable potential for U.S. hegemonic intervention at the regional level but in East Asia, we find an equilibrium constructed out of both material and normative forces, defined as a concert, which presents a considerable restraint on all powers, including the U.S. The paper then proceeds to examine these claims through an analysis of the foreign policies of the U.S., Russia, and China over the North Korean nuclear problem that emerged after 2002. It finds that China and Russia have substantive common interests arising from internal and external re-ordering in which they look to strategic partnerships, regional multilateralism, and systemic multipolarization as inter-locking processes. The paper finds that they have collaborated over the Korean crisis to prevent a U.S. unilateral solution but that this should not be construed as a success for an open counterhegemonic strategy as it was only under the constraining conditions of East Asian concert, including the dynamics within the U.S. alliance systems, that this collaboration was successful. Nevertheless, the paper concludes that regional multipolarity and systemic unipolarity are contradictory: a system that exhibits multipolarization at the regional level cannot be characterized as unipolar at the global level. The Six-Party Talks and North Korea's Denuclearization: Evaluation and Prospects

The six-party process for North Korea's denuclearization has long been stalled since the Six-Party Talks (SPT) failed to agree on a verification protocol in early December 2008. The DPRK officially stated on 10 February 2005 that it already possessed nuclear weapons. It now wants to be recognized as a nuclear power. The North Korean nuclear issue, a key obstacle to the Korean peace process, needs to be resolved peacefully through the six-party process. The author has argued over the years that while the six-party process is the best means to resolve the North's nuclear issue, bilateral US,DPRK talks are equally important to a peaceful and diplomatic resolution of the DPRK's issue. The peaceful resolution of the North's nuclear issue is prerequisite to building a peace regime on the Korean peninsula and regional peace in Northeast Asia. The author has two specific goals: (i) to evaluate the stalled SPT for denuclearizing the Korean peninsula since December 2008; and (ii) to make policy recommendations for continued denuclearization of the Korean peninsula in the framework of the SPT. The first part of this article examines DPRK's denuclearization process up to the point when the SPT failed to adopt a written verification protocol in December 2008. Since then, the six-party process has been stalled. The second part discusses the impact of the DPRK's rocket launch in April 2009 and its second nuclear test in May on the SPT. The third part evaluates the DPRK's new proposal for peace treaty talks and its new conditions for returning to the SPT. Finally, this article proposes key issues on agenda to be negotiated at the next SPT and some policy recommendations for achieving denuclearization of the Korean peninsula. [source]


Transforming the US,ROK Alliance: Changes in Strategy, Military and Bases,

Since the waning days of the Cold War, the US,ROK alliance has gone through a number of changes. Its transformation has accelerated for the past several years in no small part due to the Bush administration's new strategy, military transformation, and global base realignment as well as the Roh government's desire for self-reliant defense. This article outlines the ways in which the three changes have affected the alliance, and assesses the impacts they are likely to have on the security of the Korean peninsula and Northeast Asia. It concludes with a consideration of the modifications that the new governments in Seoul and Washington are likely to make to the transformation of the alliance in the near future. [source]


Cooperation for Transboundary Pollution in Northeast Asia: Non-binding Agreements and Regional Countries' Policy Interests

Environmental cooperation in Northeast Asia has made a significant progress over the past decade. The institutional development of intergovernmental cooperation demonstrates credible political commitments of member countries to regional environmental protection. Environmental cooperation is viewed by the countries as a workable regime to address transboundary pollution in the region. Interestingly, however, environmental cooperation in Northeast Asia has evolved through non-binding agreements despite its steady institutional development. These agreements do not contain official commitments on compliance or legal restrictions for non-compliance and environmental practices of member countries are not subject to scrutiny under the agreements. Based on above observation, this paper explores why countries in Northeast Asia have adopted a non-binding cooperation. The research suggests that non-binding environmental cooperation is consistent with the policy interests of the key member countries in the region that have pursued a regime to serve the common regional interest of curbing trans-boundary pollution while safeguarding their sovereign environmental policymaking authority and economic interests. The U.S. Financial Sanctions against North Korea

In September 2005, the U.S. imposed financial restrictions on North Korea after blaming the North for illicit financial activities, including counterfeiting and money-laundering. The U.S. financial sanctions against the North had direct and immediate impact on the ongoing six-party negotiations on North Korea's nuclear issue. North Korea insisted on the lifting of U.S. financial sanctions as the precondition for returning to the negotiating table and consequently the six-party talks on North Korea's nuclear issue stalled. The third session of the fifth round of six-party talks in February 2007 produced an important accord on North Korea's nuclear question. This agreement was made possible after the U.S. and the DPRK reached a compromise on the financial sanctions issue. This article discusses the U.S. financial sanctions against North Korea and their implications for North Korea's nuclear question. It begins with an overview of the U.S. financial restrictions. This study then examines the nexus between the financial sanctions and the impasse at the six-party talks on North Korea's nuclear issue. This is followed by a discussion of the breakthrough on the financial restrictions issue and the landmark agreement on North Korea's nuclear issue in February 2007. In this study, the authors argue that a mutually satisfactory resolution of the BDA dispute holds the key to a peaceful settlement of the second North Korean nuclear crisis. With the BDA dispute behind, the six-party talks should gain momentum and prepare a road map for implementing the denuclearization of the Korean peninsula. Both the U.S. and North Korea should not miss this golden opportunity and make earnest efforts to build a firm foundation for peace and stability on the Korean peninsula and in Northeast Asia. The United States and Japanese governments' reactions to North Korea's launching of several ballistic missiles in early July 2006 was either completely misunderstood by North Korea watchers in Washington and Tokyo, are they simply preferred to ignore yongyang's underlying motives. Actually, North Korea has been relatively transparent about its intentions regarding not just its ballistic missile but also nuclear programs. Since February 2005, ranking North Korean officials and Foreign Ministry spokesmen have made it North Korea's intentions clear. It aspires to strengthen its "deterrence capability." In other words, North Korea is striving to counter the US-Japan alliance by matching its military capability not just with conventional but also nuclear weapons. The United States and Japan need to recognize this. Otherwise, their efforts to compel North Korea's submission using economic pressure will back fire. Pyongyang's priority is national defense through deterrence. Economic revitalization is a secondary goal. As the United States concentrates on the Middle East and gradually withdraws from Northeast Asia, Japan would do well to assess its relations with its neighbors China and the two Koreas. If Japan's new prime minister perpetuates Japan's commitment to the US-Japan alliance, it could find itself increasingly estranged from its neighbors. This became evident when Japan clashed with China over the UN resolution that censured North Korea's missile launchings. Japan's stance regarding issues rooted in history, such as prime ministerial visits to Yasukuni Shrine, if unaltered, will intensify Japan's isolation in Northeast Asia. This will work to North Korea's benefit. [source]


Northeast Asian Energy Cooperation: The Irkutsk Pipeline Project,

Northeast Asia is a cluster of countries with wide differences in political systems, stages of economic development, levels of technology, and natural resource endowments. In addition, infrastructures of national economies are mutually complementary: Japan and Korea have capital and technology on the one hand and Russia and China enjoy abundant resources and cheap labor. Yet many socio-political elements have so far barred active economic cooperation among Northeast Asian national economies from becoming a reality, such as, North Korean nuclear issues, different ideologies, unstable political systems, and anti-Japanese sentiments. The Irkutsk Pipeline Projects can be a litmus test for the future economic cooperation in the region. Market forces in Russia, Japan, South Korea and China increasingly tend to jump national boundaries and to escape political control, seeking for economic profits, whereas socio-political factors have tendency to restrict and channel the economic activities. Thus, problems of the Irkutsk Pipeline Projects lie in how and where those positive and negative factors are reconciled. [source]


Metric and nonmetric dental variation and the population structure of the Ainu

Gene flow and genetic drift are important factors affecting geographic variations in human phenotypic traits. In the present study, the effects of gene flow from an outside source on the pattern of within- and among-group variation of the Ainu from Sakhalin Island and three local groups of Hokkaido are examined by applying an R-matrix approach to metric and nonmetric dental data. The comparative samples consist of their ancestral and neighboring populations, such as the Neolithic Jomon, the subsequent Epi-Jomon/Satsumon, the Okhotsk culture people who migrated from Northeast Asia to the northeastern part of Hokkaido during a period 1600,900 years B.P., and modern non-Ainu Japanese. The results obtained by using the census population sizes of the regional groups of the Ainu as an estimate of relative effective population size suggest the possibility of an admixture between the Okhotsk culture people and the indigenous inhabitants in Hokkaido, at least in the coastal region along the Sea of Okhotsk. Such gene flow from Northeast Asian continent may have exerted an effect on the genetic structure of the contemporary Ainu. The present findings indicate that the population structure, as represented by genetic drift and gene flow, tend to be obscured in the results obtained by standard statistical methods such as Mahalanobis' generalized distance and Smith's MMDs. The present extension of the R-matrix approach to metric and nonmetric dental data provide results that can be interpreted in terms of a genetically, archaeologically, and prehistorically suggested pattern of gene flow and isolation. China and Northeast Asia: A Complex Equation for ,Peaceful Rise'

This article tackles the question: has China become more proactive and willing to resolve regional problems unilaterally, bilaterally or multilaterally? It suggests that, while China has clearly become more proactive in facilitating regional stability and co-operation, it still has to overcome certain perceptual hurdles and constrain its impulse to be the ,centre' of the world. Consisting of three sections, this article first discusses the nexus between post-Mao China's ,new' diplomacy and Beijing's proactive posture towards Asia and notes the troublesome nature of the regional dynamics in Northeast Asia. It then explores three case studies in which China's activism has varied in resolving intricate regional and inter-state problems: namely, Sino,Japanese discord, the Koguryo controversy between South Korea and China and the North Korean nuclear conundrum. The final section offers some concluding observations regarding China's diplomacy towards Northeast Asia. [source]


A western Eurasian male is found in 2000-year-old elite Xiongnu cemetery in Northeast Mongolia

Abstract We analyzed mitochondrial DNA (mtDNA), Y-chromosome single nucleotide polymorphisms (Y-SNP), and autosomal short tandem repeats (STR) of three skeletons found in a 2,000-year-old Xiongnu elite cemetery in Duurlig Nars of Northeast Mongolia. This study is one of the first reports of the detailed genetic analysis of ancient human remains using the three types of genetic markers. The DNA analyses revealed that one subject was an ancient male skeleton with maternal U2e1 and paternal R1a1 haplogroups. This is the first genetic evidence that a male of distinctive Indo-European lineages (R1a1) was present in the Xiongnu of Mongolia. This might indicate an Indo-European migration into Northeast Asia 2,000 years ago. Other specimens are a female with mtDNA haplogroup D4 and a male with Y-SNP haplogroup C3 and mtDNA haplogroup D4. Those haplogroups are common in Northeast Asia. There was no close kinship among them. The genetic evidence of U2e1 and R1a1 may help to clarify the migration patterns of Indo-Europeans and ancient East-West contacts of the Xiongnu Empire. Artifacts in the tombs suggested that the Xiongnu had a system of the social stratification. First palaeopathological example of Kienböck's disease from early modern Sakhalin Ainu

Abstract A disorder of the carpal lunate has been diagnosed as Kienböck's disease in a skeleton of a middle-aged Ainu male that was excavated from Sakhalin Island, northeast Asia. The bone lesion is primarily and unilaterally associated with the right wrist, where the right carpal lunate is collapsed and the radiocarpal joint shows degenerative arthritis. Interestingly, the left arm is more robust than the right and the left elbow shows considerable osteoarthritis. The most plausible explanation for these pathologies is that after developing Kienböck's disease in the right wrist, excessive use of the left arm made his left arm robust and finally gave rise to osteoarthritis in the left elbow. In archaeology, where only a few osteochondroses have been reported up until now, the present example is the first diagnosis of Kienböck's disease in skeletal remains. Quaternary reactivation of Tertiary faults in the southeastern Korean Peninsula: Age constraint by optically stimulated luminescence dating

Abstract Two groups of Quaternary faults occur in the southeastern Korean Peninsula. The first group is north-northeast-striking, high-angle dextral strike,slip faults. The second group is north-northeast-striking, low-angle reverse faults that represent the reactivation of the pre-existing normal faults. Optically stimulated luminescence dating of Quaternary sediments cut by one of the reverse faults constrains the faulting age to post-32 Ka. These faults seem to be capable of further slip under the current tectonic stress regime, as determined by recent earthquake events in northeast Asia. Therefore, the traditional concept that the southeastern Korean Peninsula is seismically stable should be reappraised. [source]


A comparison of taiga flora in north-eastern Russia and Alaska/Yukon

Abstract Aim, To understand the similarities and differences between the taiga floras of far north-eastern Asia and north-western North America in the light of their Tertiary and Quaternary histories. Does the taiga flora follow the tundra pattern (Asian,American commonality of species as a result of continuity through the Quaternary), the temperate forest pattern (distinct species because of late Tertiary disjunction), a combination of these two patterns, or some pattern unique to the taiga? Location, The taiga regions of interior Alaska and the Yukon in North America (the ,Alaskan taiga'), and the Kolyma and eastern Indigirka River basins in Russia (the ,Kolyma taiga'). The study areas include both forested and unforested habitats below elevational treeline. The two regions have similar climate and topography and were linked via the Bering Land Bridge in the Tertiary and for several extended periods during Quaternary cold periods. Methods, Systematic comparison of the vascular floras of the two regions from published sources; and review of palaeoecological literature for the region. Results, Of the 796 species found in the study areas, 27% occur only in the Alaskan taiga, 35% occur only in the Kolyma taiga, and 38% occur in both the regions. The following subsets of species show a high proportion of species in common between the study areas (subsets are not mutually exclusive): plants that occur on the tundra and the taiga, non-flowering plants, abundant taiga understory plants, and wetland and aquatic plants. A lower proportion of shared plants was noted for warm, south-facing steppe communities. No tree species are common to both areas. Main conclusions, The Bering Strait region in the Quaternary has acted as a biogeographical filter for taiga plants. Significant divergence between northeast Asia and northwest North America has developed among the more southerly ranging fraction of the flora (e.g. trees), while the more cosmopolitan and the most cold-adapted elements of the taiga flora are common to both areas. Many plants in the former group have been disjunct between Asia and North America for millions of years, while many plants in the latter group have probably maintained continuity between the study areas via the Bering Land Bridge through much of the late Tertiary and Quaternary periods. Repeated extirpation of the less cold-adapted species from both study areas during Pleistocene cold periods has probably enhanced floristic differences between the two regions. [source]


Comparison of the distribution patterns of BK polyomavirus lineages among China, Korea and Japan: Implications for human migrations in northeast Asia

ABSTRACT BKV is widespread among humans, infecting children asymptomatically and then persisting in renal tissue. Based on the serological or phylogenetic method, BKV isolates worldwide are classified into four subtypes (I,IV), with subtypes I and IV further divided into several genetically-distinct subgroups. Since, similarly to JCV, a close relationship exists between BKV lineages and human populations, BKV should be useful as a marker to trace human migrations. To elucidate ancient human migrations in northeast Asia, urine samples were collected from immunocompetent elderly patients in Shanghai, China; Anyang, South Korea; and various locations in Japan. Partial and complete BKV genomes from these samples were amplified and sequenced using PCR, and the determined sequences were classified into subtypes and subgroups by phylogenetic and SNP analyses. In addition, based on an SNP analysis, the major subtype I subgroup (I/c) was classified into two subdivisions, I/c/Ch and I/c/KJ. The distribution patterns of BKV subgroups and subdivisions among the three regions were compared. Some aspects of the subgroup and subdivision distribution were more similar between Korea and Japan, but others were more similar between China and Korea or between China and Japan. Based on these findings, we inferred various northeast Asian migrations. Most of the JCV-based inferences of northeastern Asian migrations were consistent with those based on BKV, but the previously suggested migration route from the Asian continent to the Japanese archipelago seemed to need revision. Mitochondrial DNA reveals multiple Northern Hemisphere introductions of Caprella mutica (Crustacea, Amphipoda)

Abstract Caprella mutica (Crustacea, Amphipoda) has been widely introduced to non-native regions in the last 40 years. Its native habitat is sub-boreal northeast Asia, but in the Northern Hemisphere, it is now found on both coasts of North America, and North Atlantic coastlines of Europe. Direct sequencing of mitochondrial DNA (cytochrome c oxidase subunit I gene) was used to compare genetic variation in native and non-native populations of C. mutica. These data were used to investigate the invasion history of C. mutica and to test potential source populations in Japan. High diversity (31 haplotypes from 49 individuals), but no phylogeographical structure, was identified in four populations in the putative native range. In contrast, non-native populations showed reduced genetic diversity (7 haplotypes from 249 individuals) and informative phylogeographical structure. Grouping of C. mutica populations into native, east Pacific, and Atlantic groups explained the most among-region variation (59%). This indicates independent introduction pathways for C. mutica to the Pacific and Atlantic coasts of North America. Two dominant haplotypes were identified in eastern and western Atlantic coastal populations, indicating several dispersal routes within the Atlantic. The analysis indicated that several introductions from multiple sources were likely to be responsible for the observed global distribution of C. mutica, but the pathways were least well defined among the Atlantic populations. The four sampled populations of C. mutica in Japan could not be identified as the direct source of the non-native populations examined in this study. The high diversity within the Japan populations indicates that the native range needs to be assessed at a far greater scale, both within and among populations, to accurately assess the source of the global spread of C. mutica. Phylogeography of a northeast Asian spruce, Picea jezoensis, inferred from genetic variation observed in organelle DNA markers

Abstract Range-wide genetic variation of the widespread cold-temperate spruce Picea jezoensis was studied throughout northeast Asia using maternally inherited mitochondrial DNA and paternally inherited chloroplast DNA markers. This study assessed 33 natural populations including three varieties of the species in Japan, Russia, China, and South Korea. We depicted sharp suture zones in straits around Japan in the geographical distribution pattern of mitochondrial haplotypes (GST = 0.901; NST = 0.934). In contrast, we detected possible extensive pollen flow without seed flow across the straits around Japan during the past population history in the distribution pattern of chloroplast haplotypes (GST = 0.233; NST = 0.333). The analysis of isolation by distance of the species implied that by acting as a barrier for the movement of seeds and pollen, the sharp suture zones contributed considerably to the level of genetic differentiation between populations. Constructed networks of mitochondrial haplotypes allowed inference of the phylogeographical history of the species. We deduced that the disjunction with Kamchatka populations reflects range expansion and contraction to the north of the current distribution. Within Japan, we detected phylogeographically different types of P. jezoensis between Hokkaido and Honshu islands; P. jezoensis in Honshu Island may have colonized this region from the Asian continent via the Korean peninsula and the species in Hokkaido Island is likely to have spread from the Asian continent via Sakhalin through land bridges. Japanese endemism of mitochondrial haplotypes in Hokkaido and Honshu islands might have been promoted by separation of these islands from each other and from the Asian continent by the straits during the late Quaternary. Mitochondrial DNA analysis of Jomon skeletons from the Funadomari site, Hokkaido, and its implication for the origins of Native American

Abstract Ancient DNA recovered from 16 Jomon skeletons excavated from Funadomari site, Hokkaido, Japan was analyzed to elucidate the genealogy of the early settlers of the Japanese archipelago. Both the control and coding regions of their mitochondrial DNA were analyzed in detail, and we could securely assign 14 mtDNAs to relevant haplogroups. Haplogroups D1a, M7a, and N9b were observed in these individuals, and N9b was by far the most predominant. The fact that haplogroups N9b and M7a were observed in Hokkaido Jomons bore out the hypothesis that these haplogroups are the (pre-) Jomon contribution to the modern Japanese mtDNA pool. Moreover, the fact that Hokkaido Jomons shared haplogroup D1 with Native Americans validates the hypothesized genetic affinity of the Jomon people to Native Americans, providing direct evidence for the genetic relationships between these populations. However, probably due to the small sample size or close consanguinity among the members of the site, the frequencies of the haplogroups in Funadomari skeletons were quite different from any modern populations, including Hokkaido Ainu, who have been regarded as the direct descendant of the Hokkaido Jomon people. It appears that the genetic study of ancient populations in northern part of Japan brings important information to the understanding of human migration in northeast Asia and America.
