The Northwest Forest Plan as a Model for Broad-Scale Ecosystem Management: a Social Perspective

My assessment is based on the results of socioeconomic monitoring conducted to evaluate progress in achieving the plan's goals during its first 10 years. The assessment criteria I used related to economic development and social justice. The Northwest Forest Plan incorporated economic development and social justice goals in its design. Socioeconomic monitoring results indicate that plan implementation to achieve those goals met with mixed success, however. I hypothesize there are two important reasons the plan's socioeconomic goals were not fully met: some of the key assumptions underlying the implementation strategies were flawed and agency institutional capacity to achieve the goals was limited. To improve broad-scale ecosystem management in the future, decision makers should ensure that natural-resource management policies are socially acceptable; land-management agencies have the institutional capacity to achieve their management goals; and social and economic management goals (and the strategies for implementing them) are based on accurate assumptions about the relations between the resources being managed and well-being in local communities. One of the difficulties of incorporating economic development and social justice goals in conservation initiatives is finding ways to link conservation behavior and development activities. From a social perspective, the Northwest Forest Plan as a model for ecosystem management is perhaps most valuable in its attempt to link the biophysical and socioeconomic goals of forest management by creating high-quality jobs for residents of forest communities in forest stewardship and ecosystem management work, thereby contributing to conservation. Mi evaluación se basa en los resultados del monitoreo socioeconómico desarrollado para evaluar el progreso en el logro de las metas del plan durantes sus 10 primeros años. Los criterios de evaluación que utilicé se relacionan con el desarrollo económico y la justicia social. El diseño del Plan Forestal del Noroeste incorporó metas de desarrollo económico y de justicia social. Sin embargo, los resultados del monitoreo socioeconómico indican que éxito en la implementación del plan para alcanzar esas metas fue combinado. Postulé la hipótesis de que hay dos razones importantes por las que las metas socioeconómicas del plan no se cumplieron totalmente: algunas de las suposiciones clave en las estrategias de implementación fueron deficientes y la capacidad institucional de la agencia para alcanzar las metas era limitada. Animal models of anxiety in mice

Abstract Among the multiple possibilities to study human pathologies, animal models remain one of the most used pathways. They allow to access to unavailable answers in human patients and to learn about mechanisms of action of drugs. Primarily developed with rats, animal models in anxiety have been adapted with a mixed success for mice, an easy-to-use mammal with better genetic possibilities than rats. In this review, we have focused on the most used animal models in anxiety in mice. Both conditioned and unconditioned models are described, to represent all types of animal models of anxiety. Behavioural studies require strong care for variable parameters, linked to environment, handling or paradigm; we have discussed about this topic. Finally, we focused on the consequences of re-exposure to the apparatus. Test,retest procedures can bring in new answers, but should be deeply studied, to revalidate the whole paradigm as an animal model of anxiety. [source]


A Poverty of Rights: Six Ways to Fix the MDGs

The reactions of the human rights community to the MDGs have been diverse. The goals have given a clear, communicable and quantitative focus to development but they arguably distract attention from important issues and are structurally flawed. In looking backwards, we need to consider whether the human rights gaps in the MDGs architecture are partly responsible for the mixed success of the enterprise and whether the MDGs are also being used to avoid human rights commitments. This reflection is used to look forwards to 2015 and it is argued that, even if we accept the target-based approach, human rights can make six key contributions, namely: (1) increasing participation in target selection; (2) ensuring targets better reflect human rights; (3) aiming for equality not just average improvements; (4) adjusting the targets for resource availability; (5) locating economic trade-offs within a human rights-based normative framework; and (6) improving the accountability infrastructure. Granulocyte transfusion therapy in abdominal organ transplant recipients

Abstract Background: Patients with neutropenia are at increased risk for infections. Granulocyte transfusions (GT) have had mixed success in treatment of neutropenic infections in adult patients with hematologic malignancy. This study examined the outcomes of GT therapy in neutropenic solid organ transplant recipients, a novel population for this therapy. Methods: We performed a retrospective examination of the transfusion and medical records of all 14 solid organ-transplant recipients without hematologic malignancy who experienced neutropenia and received GT therapy from 2004 to 2006. Results: Twelve patients received GT therapy for an active infection and two patients for infection prophylaxis. The mean absolute neutrophil count (ANC) one day increment per GT in these patients was 526/,l (median 215/,l). The mean ANC one day increment per dose of 1010 granulocytes was 246/,l (median 86/,l). Of the 12 infected patients, four patients (33%) showed a clinical response to GT with improvement or resolution of the infection, 7 (58%) patients had no clinical response and one additional patient had a clinical response to a course of GT but died during a second GT course. Neither patient receiving GT for prophylaxis developed an infection. Conclusions: We observed temporal increases in ANC to levels above 1,000/,l in 15/18 (83.3%) courses of GT. We observed a clinical response to infection in 5/12 (42%) patients, the remaining infected patients had no clinical response. Our results suggest that GT therapy in neutropenic solid organ transplant recipients can boost peripheral blood neutrophil counts. Biology of the European large raspberry aphid (Amphorophora idaei): its role in virus transmission and resistance breakdown in red raspberry

Abstract 1,The European large raspberry aphid Amphorophora idaei Börner is the most important vector of viral diseases afflicting commercially grown red raspberry (Rubus idaeus L.) in Northern Europe, with European raspberry production amounting to 416 000 tonnes per annum. This review synthesizes existing knowledge on its biology and interactions with other organisms, including its host plant and the viral pathogens it vectors. 2,Information about trophic interactions with other insect herbivores and natural enemies is reviewed. Vine weevils Otiorhynchus sulcatus compromise aphid resistance in some raspberry cultivars, increasing A. idaei abundance by 80%. Parasitoids show mixed success in parasitizing A. idaei, although Aphidius ervi attack rates more than doubled when A. idaei fed on a partially susceptible raspberry cultivar, compared with a resistant variety. These findings are discussed in the context of potential biological control as part of an integrated pest and disease management framework. 3,Amphorophora idaei transmits four known viruses: Black raspberry necrosis virus, Raspberry leaf mottle virus, Raspberry leaf spot virus and Rubus yellow net virus, with A. idaei taking as little as 2 min to transmit some viruses. 4,Existing control strategies, including resistant cultivars, insecticides and eradication of disease from parent plants, are described. In particular, strong selection pressures have resulted in A. idaei overcoming genetic resistance in many raspberry cultivars and most insecticides are now ineffective. 5,Future directions for the sustained control of A. idaei are suggested, taking into consideration the possible effects of climate change and also changes in agronomic practices in U.K. agriculture. From Cradle to Grave: Extended Producer Responsibility for Household Hazardous Wastes in British Columbia

Summary Household hazardous wastes (HHWs), the discarded pesticides, solvents, paints, lubricating oil, and similar products common to residences throughout the industrial world, create problems for governments charged with managing solid waste. When disposed of improperly in landfills or incinerators or if dumped illegally, HHW may contribute to soil and water contamination. A most common management tool for HHW is a special collection effort that segregates HHW from normal trash and disposes of it in an approved manner, all at a higher cost to the governmental jurisdiction. The Canadian province of British Columbia (BC) has undertaken a different approach, based on the use of extended producer responsibility (EPR). BC's efforts began in 1992 with adoption of a regulation on used lubricating oil (lube oil). More than 40 million liters (L) of used lube oil have been collected annually through the EPR system established under this regulation. A regulation establishing producer responsibility for postconsumer paints followed in 1994. BC enacted an additional regulation establishing EPR in 1997 for solvents/flammable liquids, domestic pesticides, gasoline, and pharmaceuticals. As a result of the application of EPR to HHW, local government costs for managing HHW and the amount of HHW identified in municipal waste have declined. Although the regulations appear to have mixed success in prompting consumers to avoid products that result in HHW, there are indications that they may be more effective than conventional management efforts. Based on BC's experience with EPR, key factors for successful implementation include maintaining flexibility in program design, creating viable funding alternatives, aggressive enforcement to provide a level playing field, and adopting policies that maximize diversion of HHW from landfills, while minimizing waste generation, setting targets for reuse and recycling, promoting consumer awareness and convenience, involving local government jurisdictions, and monitoring outcomes. Does merit pay reward good teachers?

Evidence from a randomized experiment
A common criticism of merit-pay plans is that they fail to systematically target rewards to the most effective teachers. This study presents new evidence on this issue by evaluating data from Tennessee's Career Ladder Evaluation System and the Project STAR class-size experiment. Because the students and teachers participating in the experiment were randomly assigned, inferences about the relative quality of teachers certified by the career ladder should be unbiased. The results indicate that Tennessee's career ladder had mixed success in rewarding teachers who increased student achievement. Assignment to career-ladder teachers increased mathematics scores by roughly 3 percentile points but generally had smaller and statistically insignificant effects on reading scores. © 2004 by the Association for Public Policy Analysis and Management. Soil fertility, heterogeneity, and microbes: towards an integrated understanding of grassland structure and dynamics

Abstract Objective: To highlight the need and the potential for an integrated understanding of three key soil-based drivers of plant community structure and dynamics , soil fertility, soil heterogeneity, and microbes. Location: European and North American grasslands. Methods: Review and discussion of conceptual models and empirical literature, including examples of observational and manipulative studies from both natural and restored grassland communities. Results and Conclusions: In general, the results of empirical studies on soil fertility, soil heterogeneity, and soil microbes in grassland communities do not support expectations of common conceptual models. Ecological theory assumes a unimodal relationship between soil fertility and plant community diversity, yet empirical relationships from grassland communities are variable, the mechanisms underlying these variable patterns are not yet well understood, and there is mixed success at manipulating soil fertility to facilitate restorations. While theory predicts that increased soil heterogeneity will lead to increased plant community diversity, results of experimental manipulations of soil heterogeneity often show the opposite. Of two major conceptual models proposed for how microbes structure plant communities, there is little support for the hypothesis of microbially mediated niche partitioning. Plant-microbe feedbacks do have significant empirical support to date and there is increasing application of positive feedback dynamics in restoration, yet field tests of feedback dynamics remain limited. We suggest that an understanding of interactions between these soil drivers may help to resolve discrepancies between conceptual models and empirical results, improving our understanding of grasslands and our ability to restore them. Are solar cycles predictable?

Abstract Various methods (or recipes) have been proposed to predict future solar activity levels , with mixed success. Among these, some precursor methods based upon quantities determined around or a few years before solar minimum have provided rather high correlations with the strength of the following cycles. Recently, data assimilation with an advection-dominated (flux-transport) dynamo model has been proposed as a predictive tool, yielding remarkably high correlation coefficients. After discussing the potential implications of these results and the criticism that has been raised, we study the possible physical origin(s) of the predictive skill provided by precursor and other methods. It is found that the combination of the overlap of solar cycles and their amplitude-dependent rise time (Waldmeier's rule) introduces correlations in the sunspot number (or area) record, which account for the predictive skill of many precursor methods. This explanation requires no direct physical relation between the precursor quantity and the dynamo mechanism (in the sense of the Babcock-Leighton scheme or otherwise).
