Selected AbstractsEnhancing Public Accountability for Developing Countries: Major Constraints and StrategiesAUSTRALIAN JOURNAL OF PUBLIC ADMINISTRATION, Issue 2009Pan Suk Kim Many Asian countries are attempting to promote public accountability as a part of public-sector reform, but their situation remains unsatisfactory compared to advanced countries. Except for a few, many Asian developing countries are still struggling with political and socioeconomic weaknesses. Indeed, the nature of public sector reform in many Asian developing countries differs substantially from that of advanced countries. Furthermore, the concept of accountability is not interpreted equally throughout the world. Accordingly, the purpose of this article is to review the major constraints to enhancing public accountability in Asian developing countries and to discuss major strategies to promote such accountability from the perspective of developing countries. This article first reviews the concept of accountability and its development, followed by discussion of constraints in enhancing public accountability and public sector reform, key measures to enhance public accountability, and implications and conclusions. [source] Climate, climate change and range boundariesDIVERSITY AND DISTRIBUTIONS, Issue 3 2010Chris D. Thomas Abstract Aim, A major issue in ecology, biogeography, conservation biology and invasion biology is the extent to which climate, and hence climate change, contributes to the positions of species' range boundaries. Thirty years of rapid climate warming provides an excellent opportunity to test the hypothesis that climate acts as a major constraint on range boundaries, treating anthropogenic climate change as a large-scale experiment. Location, UK and global data, and literature. Methods, This article analyses the frequencies with which species have responded to climate change by shifting their range boundaries. It does not consider abundance or other changes. Results, For the majority of species, boundaries shifted in a direction that is concordant with being a response to climate change; 84% of all species have expanded in a polewards direction as the climate has warmed (for the best data available), which represents an excess of 68% of species after taking account of the fact that some species may shift in this direction for non-climatic reasons. Other data sets also show an excess of animal range boundaries expanding in the expected direction. Main conclusions, Climate is likely to contribute to the majority of terrestrial and freshwater range boundaries. This generalization excludes species that are endemic to specific islands, lakes, rivers and geological outcrops, although these local endemics are not immune from the effects of climate change. The observed shifts associated with recent climate change are likely to have been brought about through both direct and indirect (changes to species' interactions) effects of climate; indirect effects are discussed in relation to laboratory experiments and invasive species. Recent observations of range boundary shifts are consistent with the hypothesis that climate contributes to, but is not the sole determinant of, the position of the range boundaries of the majority of terrestrial animal species. [source] Dynamic distribution modelling: predicting the present from the pastECOGRAPHY, Issue 1 2009Stephen G. Willis Confidence in projections of the future distributions of species requires demonstration that recently-observed changes could have been predicted adequately. Here we use a dynamic model framework to demonstrate that recently-observed changes at the expanding northern boundaries of three British butterfly species can be predicted with good accuracy. Previous work established that the distributions of the study species currently lag behind climate change, and so we presumed that climate is not currently a major constraint at the northern range margins of our study species. We predicted 1970,2000 distribution changes using a colonisation model, MIGRATE, superimposed on a high-resolution map of habitat availability. Thirty-year rates and patterns of distribution change could be accurately predicted for each species (, goodness-of-fit of models >0.64 for all three species, corresponding to >83% of grid cells correctly assigned), using a combination of individual species traits, species-specific habitat associations and distance-dependent dispersal. Sensitivity analyses showed that population productivity was the most important determinant of the rate of distribution expansion (variation in dispersal rate was not studied because the species are thought to be similar in dispersal capacity), and that each species' distribution prior to expansion was critical in determining the spatial pattern of the current distribution. In future, modelling approaches that combine climate suitability and spatially-explicit population models, incorporating demographic variables and habitat availability, are likely to be valuable tools in projecting species' responses to climatic change and hence in anticipating management to facilitate species' dispersal and persistence. [source] Rearing method for the sporophagous thrips Bactrothrips brevitubus (Thysanoptera: Phlaeothripidae: Idolothripinae)ENTOMOLOGICAL SCIENCE, Issue 2 2007Tomohiro SHIBATA Abstract Mycophagous and particularly sporophagous thrips are difficult to rear under laboratory conditions, and this has been a major constraint in studying the life histories of such thrips in any detail. We developed a rearing method for Bactrothrips brevitubus, a sporophagous Japanese thrips, that can be modified readily to rear other sporophagous species. This method can maintain all developmental stages of the thrips by controlling humidity, temperature and fungal spore density. The method enables rearing over multiple generations, thereby facilitating investigations of the relationship between environmental conditions (e.g. food quantity) and breeding system (e.g. reproductive mode and offspring sex ratio). [source] An update on cyathostomins: Anthelmintic resistance and worm controlEQUINE VETERINARY EDUCATION, Issue 10 2008J. B. Matthews Summary Intestinal nematodes are an important cause of equine disease. Of these parasites, the Cyathostominae are the most important group, both in terms of their prevalence and their pathogenicity. Cyathostomin infections are complex and control is further complicated by ever-increasing levels of resistance to some of the commonly used anthelmintics. There are no new equine anthelmintics under development, so it is imperative that the efficacy of any currently-effective drug classes be maintained for as long as possible. It is believed that the proportion of refugia (i.e. the percentage of parasites not exposed to a drug at each treatment) is one of the most crucial factors in determining the rate at which anthelmintic resistance develops. It is important, therefore, that levels of refugia be taken into account when designing nematode control programmes for horses. This can be assisted by knowledge of the local epidemiology of the infection, supplemented by faecal egg count analysis to identify those animals that are making the major contribution to pasture contamination. This type of rational nematode control requires equine veterinary surgeons to get involved in designing and implementing deworming programmes. The advice given must be based on a combination of knowledge of cyathostomin biology and epidemiology as well as an awareness of the parasite population's current drug sensitivity and a sound history of husbandry at the establishment. As anthelmintic resistance will be the major constraint on the future control of cyathostomins, researchers are now actively investigating this area. Studies are underway to develop tests that will enable earlier detection of anthelmintic resistance and an assay that will help identify those horses that require anthelmintic treatments targeted at intestinal wall larvae. [source] Fish community comparisons along environmental gradients in lakes of France and north-east USAGLOBAL ECOLOGY, Issue 3 2007Pascal Irz ABSTRACT Aim, To assess whether eight traits of fish communities (species richness, three reproductive traits and four trophic traits) respond similarly to environmental gradients, and consequently display convergence between the lakes of France and north-east USA (NEUSA). Location, 75 French and 168 north-east USA lakes. Methods, The data encompass fish surveys, the assignment of species into reproductive and trophic guilds, and environmental variables characterizing the lakes and their catchments. The analytical procedure was adapted from the recommendations of Schluter (1986) [Ecology, 67, 1073,1085]. Results, The comparison of the regional pools of lacustrine fishes indicated that NEUSA was about twice as speciose as France, mostly due to higher species turnover across lakes, although NEUSA lakes were consistently about 20% more speciose than French lakes for a given surface area. Warmer environments were consistently inhabited by a higher proportion of phytophilous and guarder species than were colder lakes. Hence there was convergence in community reproductive traits. Conversely, there was no evidence of convergence in the trophic structure of lacustrine fish communities between regions. Main conclusions, The influence of temperature on the availability and quality of spawning substrates appears to be a major constraint on present-day lacustrine fish communities. In parallel, phylogenetic constraints, past events such as the diversification of the North American fish fauna, and selective extinctions during Pleistocene glaciations and subsequent recolonizations contribute to explaining the dissimilarities between the communities of the two regions and differences in their relationship to the environment. [source] Synoptic climatological influences on the spatial and temporal variability of aerosols over North AmericaINTERNATIONAL JOURNAL OF CLIMATOLOGY, Issue 6 2006Helen C. Power Abstract The spatial and temporal variability of atmospheric aerosols is not well understood, as most studies have been constrained to data sets that include few stations and are of short duration. Furthermore, all methods for quantifying atmospheric turbidity suffer from a major constraint in that they require cloudless sky conditions. This restriction produces gaps in the turbidity record and sampling bias, which has led to questionable inferences about the variability of aerosols. In this research, we address these concerns via analyses at scales broader than all previous studies. We analyzed the spectral aerosol optical depth at 500 nm (,a5) and Ångström's wavelength exponent (,), which represents the relative size distribution of aerosols. A total of 27 sites, with a mean period of record of 7.3 years, are included. Beyond seasonal and spatial summaries of aerosol variability, we have divided observations by synoptic condition, utilizing the Spatial Synoptic Classification (SSC). Our results show that atmospheric turbidity across North America is greatest over the east. Seasonality of both parameters was shown, most notably a greater ,a5 during summertime. Utilizing the SSC, we have uncovered significant differences across weather types. Moist weather types, especially moist tropical, display considerably higher turbidity, while the colder, drier dry polar weather type is associated with low aerosol optical depth. Certain weather types show considerable seasonal variability; the dry tropical weather type is associated with relatively low values in winter, but high values in summer, when convection is significant. Cluster analyses of stations yielded three general regions, each with similar synoptic variability: a western cluster with low aerosol optical depth and minimal synoptic variability, an eastern cluster with higher turbidity and variability, and a cluster located on the periphery of the eastern cluster, associated with moderate levels of turbidity but very high variability, suggesting a varied influence of nearby industrial areas. [source] Relay Cropping of Sorghum and Legume Shrubs for Crop Yield Improvement and Striga Control in the Subsistence Agriculture Region of Tigray (Northern Ethiopia)JOURNAL OF AGRONOMY AND CROP SCIENCE, Issue 1 2005F. Reda Abstract Striga hermonthica is a major constraint in the subsistence agriculture regions of northern Ethiopia. Low soil fertility and overall environmental degradation has contributed to the build up of the parasitic weed infestation. Improved cropping systems have to be introduced to address the interrelated problems of Striga and soil fertility decline. Thus, relay cropping of sorghum with legume shrubs was investigated at two locations representing different environments. Results showed that the output of the improved cropping system was dependent on ecological endowments. Relay cropping led to significant improvement in yield at Sheraro, at the site with relatively better weather and soil conditions. The legume shrubs resulted in significantly lower sorghum yield in a dryland location (Adibakel). Overall Striga infestation declined over the 3-year period; however, treatment differences were not apparent. Among the two legume shrubs, Sesbania sesban was better adapted to the dryland areas. Relay cropping could provide a viable option for farmers in both types of environments that are characterized by accelerated decline in natural resource base. However, it could mean compromising the yield of non-fertilized sorghum in the interest of long-term benefits of low incidence of Striga and more rewarding crop enterprise in dry areas. Elder Abstract Objectives Controlling genotoxic impurities represents a significant challenge to both industry and regulators. The potential for formation of genotoxic short-chain alkyl esters of sulfonic acids during synthesis of sulfonic acid salts is a long-standing regulatory concern. This review provides a general overview of the utility of sulfonic acids as salt-forming moieties and discusses strategies for effectively minimizing the potential for alkyl sulfonate formation during the synthesis and processing of sulfonate salt active pharmaceutical ingredients. The potential implications of the recent establishment of a substantial human threshold dose for ethyl methanesulfonate for the safety assessment of alkyl sulfonates in general are also discussed. Key findings The formation of alkyl sulfonates requires highly acidic conditions, possibly combined with long reaction times and/or elevated temperatures, to generate significant amounts, and these conditions are most unlikely to be present in the synthesis of active pharmaceutical ingredient sulfonate salts. It is possible to design salt formation conditions, using a short-chain alcohol as solvent, to manufacture sulfonate salts that are essentially free of alkyl sulfonate impurities. Processes using non-acidic conditions such as ethanol recrystallization or wet granulation should not raise any concerns of alkyl sulfonate formation. Summary An understanding of the mechanism of formation of alkyl sulfonates is critical in order to avoid restricting or over-controlling sulfonic acid salts, which have many technical advantages as pharmaceutical counterions. Recent regulatory acceptance of a human threshold limit dose of 2 mg/kg per day for ethyl methanesulfonate, indicating that its toxicological risks have previously been considerably overestimated, could signal the beginning of the end over safety concerns on alkyl sulfonate residues, thus removing a major constraint from the exploitation of sulfonic acid counterions. [source] The limits to the growth of multinational firms in a foreign marketMANAGERIAL AND DECISION ECONOMICS, Issue 8 2003Danchi Tan Theories of growth for firms have suggested that slow managerial growth is a major constraint why firms cannot grow faster. This paper is built on such a view and explores the factors that may influence the growth rate of Japanese firms in a given US industry. It is found that Japanese firms that allocated more internal and international managerial resources (proxied by expatriates) to their US operations tended to achieve higher growth rates. Japanese firms that were geographically diversified and those that spread their international investment projects evenly over time also achieved higher growth rates. [source] Rural market imperfections and the role of institutions in collective action to improve markets for the poorNATURAL RESOURCES FORUM, Issue 1 2008Bekele Shiferaw Abstract Many countries in sub-Saharan Africa have liberalized markets to improve efficiency and enhance market linkages for smallholder farmers. The expected positive response by the private sector in areas with limited market infrastructure has however been very limited. The functioning of markets is constrained by high transaction costs and coordination problems along the production-to-consumption value chain. New kinds of institutional arrangements are needed to reduce these costs and fill the vacuum left when governments withdrew from markets in the era of structural adjustments. One of these institutional innovations has been the strengthening of producer organizations and formation of collective marketing groups as instruments to remedy pervasive market failures in rural economies. The analysis presented here with a case study from eastern Kenya has shown that marketing groups pay 20,25% higher prices than other buyers to farmers while participation was also positively correlated with adoption of improved dryland legume varieties, crops not targeted by the formal extension system. However the effectiveness of marketing groups is undermined by external shocks and structural constraints that limit the volume of trade and access to capital and information, and require investments in complementary institutions and coordination mechanisms to exploit scale economies. Successful groups have shown high levels of collective action in the form of increased participatory decision making, member contributions and initial start-up capital. Failure to pay on delivery, resulting from lack of capital credit, is a major constraint that stifles competitiveness of marketing groups relative to other buyers. These findings call for interventions that improve governance and participation; mechanisms for improving access to operating capital; and effective strategies for risk management and enhancing the business skills of farmer marketing groups. [source] Metal toxicity and ectomycorrhizasPHYSIOLOGIA PLANTARUM, Issue 2 2000G. Jentschke Metal toxicity (Al and heavy metals) is a major constraint affecting root growth in a number of natural or managed ecosystems. Fine roots of the majority of plant species are associated with mycorrhizal fungi, which may modify the sensitivity of roots to metal stress. In this review, we summarise the available evidence demonstrating beneficial effects of ectomycorrhizas in alleviation of metal toxicity in forest tree seedlings. We identify experimental shortcomings of past research (e.g. the use of shoot metal concentrations as a measure of metal uptake, use of microanalytical techniques biased by element redistribution) that may confound major conclusions drawn from these experiments. Although there is no doubt that in many cases ectomycorrhizal fungi indeed ameliorate metal stress in their host plants, the mechanism(s) involved remain(s) unclear. The role of metal sorption on fungal tissues thought to reduce metal exposure of the host plant is critically reviewed. As direct evidence (both under artificial and soil conditions) supporting a unique role of fungal immobilisation of metals is lacking so far, there is an urgent need to also test alternative tolerance mechanisms such as the release of metal chelating substances, or nutritional and hormonal effects mediated by mycorrhizal fungi. Bonfil Abstract Terminal drought is a major constraint to chickpea (Cicer arietinum L.) production. Autumn sowing and early flowering have been suggested as ways to benefit from the winter rains in short rainy seasons under dryland cropping. High-yielding, late-flowering, simple-leafed (slv/slv) chickpea cultivars with good field resistance to Ascochyta blight have been bred recently. Changing plant architecture, by altering leaf shape, may affect agronomic performance. As no information is available on the effect of leaf shape on phenology and seed yield, this study was aimed at: (i) introducing the simple leaf trait into an early-flowering chickpea background; (ii) comparing the grain yield of the two leaf types in early vs. late flowering backgrounds and (iii) producing breeding lines combining early flowering, large seeds and Ascochyta tolerance with both leaf types. Hybrid progeny were studied from the cross of ,Sanford' (slv/slv) and ICC7344, (compound, SLV/SLV). Four early-podding, F8 breeding lines were selected with either simple or compound leaves. In three different field experiments under dryland conditions (334,379 mm), they yielded ca. 1.4 t/ha as compared with 1.0 t/ha in the standard Israeli ,Yarden' on one site, but no significant differences in yield were obtained in the other two experiments. [source] AFLP analysis of genetic variability among Stylosanthes guianensis accessions resistant and susceptible to the stylo anthracnosePLANT BREEDING, Issue 6 2005C.-S. Jiang Abstract Stylosanthes guianensis, belonging to the genus Stylosanthes, is one of the most important tropical forage legumes and is native to South and Central America and Africa. Anthracnose, caused by the fungus Colletotrichum gloeosporioides (Penz.) Sacc., is a major constraint to the extensive use of Stylosanthes as tropical forage. Forty-two accessions of S. guianensis were assessed with amplified fragment length polymorphism (AFLP) for genetic diversity and for resistance to anthracnose. In AFLP analysis, four selective primer combinations screened from 96 primer combinations were used to analyse these accessions, and a total of 225 clear bands were used for genetic similarity (GS) analysis, showing a 95.5% level of polymorphism on average. GS from 31.0% to 95.0% among the accessions was calculated with ntsys -pc software. The dendrogram was constructed with unweighted pair group method of averages (UPGMA) based on the AFLP data, and five clusters were defined at 48% GS. Two typical strains of C. gloeosporioides from Stylosanthes in China were used for anthracnose resistance screening. Most of the plant accessions showed variation in the reaction to two strains, and the correlation of resistance had a value of 0.904 (P < 0.01), suggesting common resistance to the two strains. The resistance accessions were randomly distributed in different groups of UPGMA clustering. These results demonstrate that AFLP analysis is an efficient method for evaluating the genetic diversity among S. guianensis accessions. [source] Hydraulic responses to height growth in maritime pine treesPLANT CELL & ENVIRONMENT, Issue 9 2004S. DELZON ABSTRACT As trees grow taller, decreased xylem path conductance imposes a major constraint on plant water and carbon balance, and is thus a key factor underlying forest productivity decline with age. The responses of stomatal conductance, leaf area: sapwood area ratio (AL : AS) and soil,leaf water potential gradient (,,S,L) to height growth were investigated in maritime pine trees. Extensive measurements of in situ sap flow, stomatal conductance and (non-gravitational) needle water potential (L = ,L , ,wgh) were made during 2 years in a chronosequence of four even-aged stands, under both wet and dry soil conditions. Under wet soil conditions, L was systematically lower in taller trees on account of differences in gravitational potential. In contrast, under dry soil conditions, our measurements clearly showed that L was maintained above a minimum threshold value of ,2.0 MPa independently of tree height, thus limiting the range of compensatory change in ,,S,L. Although a decrease in the AL : AS ratio occurred with tree height, this compensation was not sufficient to prevent a decline in leaf-specific hydraulic conductance, KL (50% lower in 30 m trees than in 10 m trees). An associated decline in stomatal conductance with tree height thus occurred to maintain a balance between water supply and demand. Both the increased investment in non-productive versus productive tissues (AS : AL) and stomatal closure may have contributed to the observed decrease in tree growth efficiency with increasing tree height (by a factor of three from smallest to tallest trees), although other growth-limiting responses (e.g. soil nutrient sequestration, increased respiratory costs) cannot be excluded. [source] Acidification of sandy grasslands , consequences for plant diversityAPPLIED VEGETATION SCIENCE, Issue 3 2009Pål Axel Olsson Abstract Questions: (1) Does soil acidification in calcareous sandy grasslands lead to loss of plant diversity? (2) What is the relationship between the soil content of lime and the plant availability of mineral nitrogen (N) and phosphorus (P) in sandy grasslands? Location: Sandy glaciofluvial deposits in south-eastern Sweden covered by xeric sand calcareous grasslands (EU habitat directive 6120). Methods: Soil and vegetation were investigated in most of the xeric sand calcareous grasslands in the Scania region (136 sample plots distributed over four or five major areas and about 25 different sites). Environmental variables were recorded at each plot, and soil samples were analysed for exchangeable P and N, as well as limestone content and pH. Data were analysed with regression analysis and canonical correspondence analysis. Results: Plant species richness was highest on weakly acid to slightly alkaline soil; a number of nationally red-listed species showed a similar pattern. Plant species diversity and number of red-listed species increased with slope. Where the topsoil had been acidified, limestone was rarely present above a depth of 30 cm. The presence of limestone restricts the availability of soil P, placing a major constraint on primary productivity in sandy soils. Conclusions: Acidification of sandy grasslands leads to reduced abundance of desirable species, although the overall effect is rather weak between pH 5 and pH 9. Slopes are important for high diversity in sandy grasslands. Calcareous soils cannot be restored through shallow ploughing, but deep perturbation could increase the limestone content of the topsoil and favour of target species. [source] Effects of dietary phospholipid and highly unsaturated fatty acid on the gonadal development, tissue proximate composition, lipid class and fatty acid composition of precocious Chinese mitten crab, Eriocheir sinensisAQUACULTURE NUTRITION, Issue 1 2010X. WU Abstract Precocious puberty is a major constraint to the economical rearing Eriocheir sinensis farming. Although dietary phospholipid (PL) and highly unsaturated fatty acids (HUFA) reportedly enhanced ovarian development in normal adult E. sinensis, it had opposite effects of reducing precocity in juveniles. This study investigated the effects of dietary PL and HUFA on survival, gonadal development and biochemical composition of precocious E. sinensis. Two diets with PL and HUFA supplementation (diet A) and deficient (diet B) were formulated and fed to precocious E. sinensis. Although no significant differences were found on survival and gonadosomatic index of crabs fed both diets, crabs fed diet B had significantly higher hepatosomatic index and hepatopancrean lipid content than crabs fed diet A. The percentages, 14:0, 18:1n-9, 20:5n-3 and 22:6n-3, in hepatopancreas, muscle and gonads were positively correlated to the diets. Interestingly, the crabs fed diet B accumulated significantly higher 18:2n-6 in gonads and muscle than those fed diet A. Furthermore, substantially higher 20:4n-6 was detected in the gonad and muscle than in the diets. These results suggested that dietary PL and HUFA had limited effects on male gonad biochemical composition. Meanwhile, the precocious E. sinensis may be capable of negating the negative effects of HUFA deficiency by enhanced tissue 18:2n-6 accumulation and converting 18:2n-6 to 20:4n-6. [source] COSTS AND LIMITS OF PHENOTYPIC PLASTICITY IN ISLAND POPULATIONS OF THE COMMON FROG RANA TEMPORARIA UNDER DIVERGENT SELECTION PRESSURESEVOLUTION, Issue 6 2009Martin I. Lind Costs and limits are assumed to be the major constraints on the evolution of phenotypic plasticity. However, despite their expected importance, they have been surprisingly hard to find in natural populations. It has therefore been argued that natural selection might have removed high-cost genotypes in all populations. However, if costs of plasticity are linked to the degree of plasticity expressed, then high costs of plasticity would only be present in populations where increased plasticity is under selection. We tested this hypothesis by investigating costs and limits of adaptive phenotypic plasticity in development time in a common garden study of island populations of the common frog Rana temporaria, which have varying levels of development time and phenotypic plasticity. Costs of plasticity were only found in populations with high-plastic genotypes, whereas the populations with the most canalized genotypes instead had a cost of canalization. Moreover, individuals displaying the most extreme phenotypes also were the most plastic ones, which mean we found no limits of plasticity. This suggests that costs of plasticity increase with increased level of plasticity in the populations, and therefore costs of plasticity might be more commonly found in high-plastic populations. Jiang Abstract Drought and flooding during grain filling have become major constraints to wheat quality and yield. The impacts of water deficits and waterlogging during the grain filling on contents of high-molecular-weight glutenin subunits (HMW-GS) and of glutenin macropolymers (GMP) in grains of the winter wheat cultivar Yumai 34 with high grain protein content (GPC) and Yangmai 9 with low GPC were studied. At maturity, GPC was higher under drought and lower under waterlogging compared to the control, while contents of GMP and HMW-GS were reduced by the two water-stress treatments. The contents of both HMW-GS and GMP were higher in Yumai 34 than in Yangmai 9. A drought event after anthesis increased the accumulation of HMW-GS during the early grain filling stage. By contrast, waterlogging reduced the accumulation of HMW-GS during the whole grain filling phase. At maturity, the HMW-GS and GMP to protein ratios were also depressed under the two water-stress events, while the HMW-GS to GMP ratio was very close between the three treatments in Yumai 34 and much higher under the control than the drought and waterlogging treaments in Yangmai 9. It is concluded that the variation in GMP content with various water-stress treatments is attributed to the changing in accumulation of HMW-GS in the grain. Hankin Abstract This paper builds on the ,Flooding from Other Sources' project (HA4a), funded as part of Defra's Making Space for Water strategy. The HA4a study concluded that flood risk mapping is feasible for many of the sources of flooding that were investigated, which are not currently covered by the Environment Agency Flood Map, using existing flow modelling and GIS tools. However, there are some major constraints in terms of the need to undertake extensive data collection to allow the generation of useful flood maps that are not dominated by modelling uncertainties. The project anticipated that different levels of data collection and modelling might be needed for different purposes, given the hierarchical nature of UK flood risk assessment and management in the United Kingdom under PPS25 and the EC Floods Directive. This paper compares and contrasts three different approaches to urban flood modelling using topographic analysis, blanket extreme rainfall and semi-coupled sewer/overland routing. The UK summer floods 2007 have highlighted the pressing need for mapping the risk from urban flash flooding, and the Pitt Review has recommended that areas at high risk from surface waters should be urgently identified. This can be done now at some level of detail, and we can be guided as to what level, from our increasing knowledge of vulnerable populations, from records of historical flooding and by using some of the screening methods described herein. The prophylactic application of antibiotics is expensive and detrimental, i.e. selection of bacteria that are drug-resistant or more virulent and the prevalence of drug residues in reared animals. Probiotics, which compete with bacterial pathogens for nutrients and/or inhibit the growth of pathogens, could be a valid alternative to the prophylactic application of chemicals. A mixture of specific Bacillus strains was designed following a research programme on the ability of numerous Bacillus strains to inhibit a range of pathogenic Vibrio strains, to grow under conditions prevailing in shrimp hatcheries and to degrade waste products. These strains were then included in bioassays and challenge tests in order to confirm the lack of toxin production and pathogenicity to humans, target organisms and the environment. Here, we report on the performance of a commercially available mixture of Bacillus strains (SANOLIFE® MIC), using data from Asian and Latin-American hatcheries, with Penaeus monodon (Fabricius 1798) and Litopenaeus vannamei (Boone 1931). These results show that probiotics may be a suitable alternative to the prophylactic use of antibiotics. Obviously, minimizing the risk of vibriosis demands a multi-disciplinary approach, including good hygiene and sanitation measures to reduce the input of potential pathogens, as well as a suitable farm management. [source] Aid and Reform in Failing StatesASIAN-PACIFIC ECONOMIC LITERATURE, Issue 1 2008Lisa Chauvet This paper reviews the policy implications of research on reform in failing states (Chauvet and Collier 2006, 2007a, 2007b, 2008; Chauvet et al. 2006; Chauvet et al. 2007a, 2007b). After providing a precise definition of state failure and reform in such states, we present the internal constraints impeding reform in failing states. Élite preferences and insufficient social knowledge seem to be the major constraints on reform. We find that financial aid tends to allow the ruling élite to postpone reform. Technical assistance, however, has some effectiveness in relaxing the capacity constraint to implement reform, notably right at the beginning of reform.
