By comparing the case of Israel before independence and the case of Palestine before the establishment of the Palestinian Authority, this article suggests that gradual political-elite formation from within the domestic population is likely to achieve better democratic results than a political- elite formation in exile, without close ties to the domestic population, that is ,parachuted' on the population when the political entity is formed. [source] Using data in legacy fundraising: a practical approachINTERNATIONAL JOURNAL OF NONPROFIT & VOLUNTARY SECTOR MARKETING, Issue 4 2009Nigel Magson Legacies provide a major source of income to charities, and their importance is only likely to increase with the passing on of the baby-boomer generation. Legacy fundraising is a long-term process, based on developing relationships with donors over time. Data have a key role to play in the development of these relationships, allowing legacy fundraisers to measure and track their donors, and to contribute to the development of effective fundraising strategies. This paper discusses the effective collection and use of data in legacy fundraising, from consolidating data, to analysing the results and building legacy targeting models. The authors discuss how these principles have been applied in UK-based charity, Help the Aged, in conjunction with their Data Agency, Tangible Data (formerly Talking Numbers) and to give practical advice on how they may be implemented in other organisations. While our field has become ever-knowledgeable on poverty's multi-faceted nature (e.g. the Human Development Index, based on Sen and other's work on the capabilities approach), discussions and debates over global inequalities give short shrift to measurements and understandings of inequality beyond income. The papers in this issue all lend insight to how we may start the long-term process of moving beyond income inequality to re-think common understandings of inequality and to present new questions and opportunities in order to work towards a fuller understanding of the shape and pathways of global inequalities. Bootsma Abstract Floating fens are species-rich succession stages in fen areas in the Netherlands. Many of these fens are deteriorating due to acidification; Sphagnum species and Polytrichum commune build 10,25 cm thick moss carpets, and the species diversity decreases. Earlier experiments in wet ecosystems indicate that successful restoration of circum-neutral and mesotrophic conditions requires a combination of hydrological measures and sod removal. In an acidified fen recharged by rainwater in the nature reserve Ilperveld (The Netherlands), a ditch/trench system was dug for the purpose of creating a run-off channel for acid rainwater in wet periods and to enable circum-neutral surface water to enter the fen in dry periods. Moreover, the sod was removed in part of the fen. Ditch/trench creation or sod cutting had no effect individually, but a combination of the two measures led to a change in the abiotic conditions (higher pH and Ca), and in turn to an increase of species-richness and the reestablishment of a number of characteristic species. Reestablishment of rare vascular plant species and characteristic bryophytes might be a long-term process because of incomplete recovery of site conditions and constraints in seed dispersal. Rubin This paper argues that military law has undergone a long-term process of change. Previously an autonomous legal system with little civilian input at the administrative, judicial and policy-making levels, military law became subject to a consensual policy of civilianisation from the early 1960s, reflected primarily in the adoption of civilian criminal law norms by the military justice system. More recently there has emerged the juridification of significant areas of military relations in respect to discipline and certain other terms of service which hitherto have not been subject to externally imposed legal regulation. Explanations for the shifts from autonomy, through civilianisation, and then to juridification, ranging from political and social developments to new human rights and equal opportunities discourses, are offered for such changes. [source] How do management and restoration needs of mountain grasslands depend on moisture regime?APPLIED VEGETATION SCIENCE, Issue 3 2009Experimental study from north-western Slovakia (Western Carpathians) Abstract Question: How does species composition change in traditionally managed meadows after mowing has ceased, and in abandoned meadows after re-introduction of mowing? Are there differences in the dynamics of dry and moderately wet meadows? Location: Zázrivá-Ple,ivá (19°11,N, 49°16,E), north-western Slovakia, western Carpathians. Methods: Pairs of experimental plots (mown and unmown) were established to replicate each combination of dry/wet and traditionally managed/abandoned meadows. Changes in species composition were studied over 5 years. The data on changes in species composition was analysed by constrained and unconstrained ordinations, and visualized using Principal Response Curves. Results: Species composition of newly abandoned wet grasslands was changing towards the corresponding long-abandoned plots even in the first year of abandonment. Similarly, newly established restoration mowing in abandoned dry grasslands rapidly shifted the stand species composition towards that of traditionally managed ones. Nevertheless, 4 year after reintroduction of mowing, the species composition of the restored plots was still far from the target composition. The effect of mowing in abandoned wet grasslands and abandonment in dry grasslands was much less pronounced and slower. Conclusions: Moisture regime is a very important factor determining the management needs of various grassland types. Wet grasslands are much more sensitive to abandonment, with a rapid degradation rate and limited possibilities for restoration, which can be extremely slow. Even in the dry grasslands, that quickly responded to restoration mowing, restoration is a long-term process. [source] Intergenerational linkages in antisocial behaviourCRIMINAL BEHAVIOUR AND MENTAL HEALTH, Issue 2 2009Terence P. Thornberry Background,A life-course perspective was used to examine whether a parent's adolescent antisocial behaviour increases the chances of his or her child being involved in antisocial behaviour and, if so, the extent to which different aspects of parenting mediate this relationship. Aim,It was hypothesised that there will be significant levels of intergenerational continuity in antisocial behaviour when parents have ongoing contact with the child, and that stress from parenting and ineffective parenting styles will mediate this relationship. Method,Longitudinal data from the Rochester Intergenerational Study were used to test these issues in structural equation models for fathers and for mothers. Results,Parental antisocial behaviour is significantly related to child antisocial behaviour for mothers and for fathers who have frequent contact with the child, but not for fathers with infrequent contact. For mothers, the impact of adolescent antisocial behaviour on the child's antisocial behaviour is primarily mediated through parenting stress and effective parenting. For high-contact fathers there are multiple mediating pathways that help explain the impact of their adolescent antisocial behaviour on their child's behaviour. Conclusions,The roots of antisocial behaviour extend back at least to the parent's adolescence, and parenting interventions need to consider these long-term processes. Hancock Abstract Due to the geological time scales required for observation of catchment evolution, surrogates or analogues of field data are necessary to understand long-term processes. To investigate long-term catchment behaviour, two experimental model catchments that developed without rigid boundaries under controlled conditions are examined and a qualitative and quantitative analysis of their evolution is presented. Qualitatively, the experimental catchments have the visual appearance of field scale data. Observation demonstrates that changes in catchment shape and network form are conservative. Quantitative analysis suggests that the catchments reach an equilibrium form while a reduction in the channel network occurs. [source] Stories of Rural Accumulation in Africa: Trajectories and Transitions among Rural Capitalists in SenegalJOURNAL OF AGRARIAN CHANGE, Issue 4 2007CARLOS OYA This paper analyzes primary qualitative evidence from life histories of rural capitalists in contemporary Senegal. Various common themes in the declining literature on rural capitalism in Africa are discussed with reference to the specific individual trajectories of rural farm capitalists in Senegal. The themes include the emergence of rural capitalism in the context of protracted, uneven and gradual rural social differentiation and the various processes that have accompanied it; the condition of ,entrepreneurship' in such changing historical contexts; the symbiotic relationship between different spaces (loci) of accumulation, especially trade, transport and farming and the historical context in which they take place; the crucial but sometimes contradictory role of the state in spurring or constraining rural capitalist accumulation; and the variety of ,idioms of accumulation', which reflect transitions and synthesis between non-capitalist and capitalist forms of labour surplus appropriation at the level of individual capitalists, despite some uniformity in the general logic of capital and the spread of capitalist relations of production and exchange. The paper also discusses the methodological power and limitations of oral narratives as a method to gather evidence on long-term processes of agrarian change and accumulation in rural Africa. Finally, the life histories shed some light on the origins of rural capitalists and show that there is a combination of instances of ,capitalism from above' and ,from below' but that no dominant pattern can be clearly discerned at least in the space of one or two generations. [source] Sediment dynamics and pollutant mobility in rivers: An interdisciplinary approachLAKES & RESERVOIRS: RESEARCH AND MANAGEMENT, Issue 1 2004Ulrich Förstner Abstract Characteristic dynamic features of sediment-related processes in rivers include dramatic effects of stormwater events on particle transport, rapid and far-reaching effects of sulphide oxidation during resuspension, and biological accumulation and potential release of toxic chemicals. Pollutant mobility is the net result of the stabilizing and mobilizing effects in both hydraulic and chemical fields. In practice, emphasis has to be given to fine-grained sediments and suspended matter as these materials exhibit large surface areas and high sorption capacities. Organic materials are highly reactive. Degradation of organic matter will induce oxygen depletion and might enhance formation of flocs and biofilms. Study of variations of sediment and water chemistry should predominantly include changes of pH and redox conditions, competition of dissolved ions and processes such as complexation by organic substances. Major questions relate to the potential reduction of sorption sites on minerals and degradation of organic carrier materials. All these processes will influence solution/solid equilibrium conditions and have to be studied prior to modelling the overall effects of pollutants on the water body and aquatic ecosystems. With respect to handling and remediation of contaminated river sediments, either in-place or excavated, a chemical and biological characterization of the material, of the (disposal) site and of the long-term processes is crucial. Passive techniques (e.g. in situ stabilization, subaqueous capping) provide economic advantages as there are no operation costs following their installation. However, the success of these ecological and geochemical engineering approaches is mainly based on an in-depth knowledge of the underlying processes. [source] |
