Selected AbstractsEconomic Growth and Biodiversity Loss in an Age of Tradable PermitsCONSERVATION BIOLOGY, Issue 4 2006JON ROSALES comercio de emisiones; límite y comercio; proceso ciencia-política; Protocolo de Kyoto Abstract:,Tradable permits are increasingly becoming part of environmental policy and conservation programs. The efficacy of tradable permit schemes in addressing the root cause of environmental decline,economic growth,will not be achieved unless the schemes cap economic activity based on ecological thresholds. Lessons can be learned from the largest tradable permit scheme to date, emissions trading now being implemented with the Kyoto Protocol. The Kyoto Protocol caps neither greenhouse gas emissions at a level that will achieve climate stability nor economic growth. If patterned after the Kyoto Protocol, cap-and-trade schemes for conservation will not ameliorate biodiversity loss either because they will not address economic growth. In response to these failures to cap economic growth, professional organizations concerned about biodiversity conservation should release position statements on economic growth and ecological thresholds. The statements can then be used by policy makers to infuse these positions into the local, national, and international environmental science-policy process when these schemes are being developed. Infusing language into the science-policy process that calls for capping economic activity based on ecological thresholds represents sound conservation science. Most importantly, position statements have a greater potential to ameliorate biodiversity loss if they are created and released than if this information remains within professional organizations because there is the potential for these ideas to be enacted into law and policy. Si se sigue el modelo del Protocolo de Kyoto, los esquemas de límite y comercio tampoco reducirán las pérdidas de biodiversidad porque no considerarán al crecimiento económico. En respuesta a estas fallas para limitar el crecimiento económico, las organizaciones profesionales preocupadas por la conservación de la biodiversidad deberían emitir declaraciones sobre su posición respecto a umbrales ecológicos y de crecimiento económico. [source] The evolution of Chinese policies and governance structures on environment, energy and climateENVIRONMENTAL POLICY AND GOVERNANCE, Issue 3 2010Stephen Tsang Abstract Although a successor to the 1997 Kyoto Protocol has not yet materialized, the 2009 Copenhagen meeting underlined the importance of China in international debates on climate and energy. This is based not only on China's current climate emissions, but also on its expected energy use and economic growth. Within China, climate issues have, like environmental pollution more generally, received increasing government and societal attention, but so has energy , topics that relate to one other but also have different priorities and actor interests behind them. However, while climate change has become more prominent, as shown in the targets included in the current five-year plan, its institutional embeddedness in relation to particularly energy issues has received limited attention. This paper aims to help shed some light on how Chinese policies and governance structures on energy, climate and environment have evolved, particularly considering the roles of national and provincial authorities. Administrative structures and policy-making processes turn out to be very complex, with a range of units and bodies at different levels with distinct responsibilities as well as inter-linkages. Moreover, tensions and conflicts can be found regarding climate change and environmental policies on the one hand, and prevailing objectives to further economic development on the other. [source] Path-dependent climate policy: the history and future of emissions trading in EuropeENVIRONMENTAL POLICY AND GOVERNANCE, Issue 5 2004Edwin Woerdman At the end of the 1990s, the EU was still sceptical towards emissions trading, but in 2003 it adopted a directive that enables such trading in the EU from 2005 onwards. Instead of presenting ad hoc explanations, we develop and apply the path dependence approach to clarify this remarkable attitude change. Sunk costs, switching costs and learning explain why politicians were initially tempted to add credit trading to existing, sub-optimal policy. Permit trading, however, is more efficient and effective. An institutional lock-in was bound to occur, but attitudes changed as a result of internal pressures, such as the pioneering role of the European Commission, and external ,shocks', such as the withdrawal of the US from the Kyoto Protocol. A full-scale institutional break-out towards efficiency is not guaranteed, though, because elements of credit trading can still enter the permit trading directive. [source] Bioethanol from agricultural waste residuesENVIRONMENTAL PROGRESS & SUSTAINABLE ENERGY, Issue 1 2008Pascale Champagne Abstract Under the Kyoto Protocol, the Government of Canada has committed to reducing its greenhouse gas emissions by 6% from 1990 levels between 2008 and 2012. Ethanol-blended gasolines have the potential to contribute significantly to these emission reductions. Ethanol is derived from biologically renewable resources and can be employed to replace octane enhancers and aromatic hydrocarbons or oxygenates. To date, the ethanol production industry in Canada is comprised mainly of small-scale plants producing ethanol primarily from agricultural crops as feedstock. Research interests in the area of bioethanol production from organic waste materials emerged in the late 1980. Significant advances in lignocellulosic material extraction and enzymatic hydrolysis have been reported in the last decade, however, continued research efforts are essential for the development of technically feasible and economically viable large-scale enzyme-based biomass-to-ethanol conversion processes. This research aims to develop and test an enzyme-based biomass-to-ethanol conversion process, which employs organic waste materials, such as livestock manures, as alternative sources of cellulosic material feedstock. The source of the livestock manure, manure management practices and cellulose extraction procedures have a significant impact on the quantity and quality of the cellulosic materials derived. As such, raw feedstock materials must be carefully characterized to assess the impact of these factors on the yield of bioethanol and residual end products. The success of cellulose-to-ethanol conversion processes for cellulose extracted from these waste materials as feedstock is generally a function of cellulose fiber pretreatment, enzyme selection and operating conditions. These will differ depending on the source of the waste material feedstock. The long-term benefits of this research will be to introduce a sustainable solid waste management strategy for a number of livestock manure and other lignocellulosic waste materials; contribute to the mitigation in greenhouse gases through sustained carbon and nutrient recycling; reduce the potential for water, air, and soil contamination associated with land disposal of organic waste materials; and to broaden the feedstock source of raw materials for the ethanol production industry. © 2007 American Institute of Chemical Engineers Environ Prog, 2008 [source] AIChE offers technological insights to the public policy debate on global climate changeENVIRONMENTAL PROGRESS & SUSTAINABLE ENERGY, Issue 3 2000David E. Gushee Global climate change has been a major issue on the national political agenda since 1988. Several Committees on Capitol Hill conducted hearings concerning the heat waves then searing the nation. Testimony by several well-regarded scientists at those hearings that "we ain't seen nothing yet" led to impressive headlines in the national media. Since then, unusually high temperatures, a succession of forecasts of serious negative impacts from the projected continued warming, and well-publicized Congressional hearings led to the creation of the United Nation's Framework Convention on Climate Change (FCCC) and its Kyoto Protocol. As a result, climate change is on just about every technology organization's agenda. In 1996, the American Institute of Chemical Engineers joined the list of organizations formally responding to the issue. The Government Relations Committee (GRC) formed a Task Force on Climate Change, made up of Institute members active in a number of aspects of the issue area. The charge to the Task Force: Look for opportunities for the Institute to contribute to the public policy debate on the issue and frame position papers accordingly. The first major conclusion of the Task Force was that AIChE is not in a position to state whether or not global climate change is a real public policy problem. However, to the extent that the public policy process treats climate change as an issue, the Institute is well positioned to comment on the technical merits of proposed policy responses. The Task Force recommended this posture to the GRC, which agreed. [source] Variable carbon recovery of Walkley-Black analysis and implications for national soil organic carbon accountingEUROPEAN JOURNAL OF SOIL SCIENCE, Issue 6 2007S. Lettens Summary There is considerable interest in the computation of national and regional soil carbon stocks, largely as the result of the provisions of the Kyoto Protocol. Such stocks are often calculated and compared without proper reference to the uncertainties induced by different analytical methodologies. We illustrate the nature and magnitude of these uncertainties with the present soil organic carbon (SOC) study in Belgium. The SOC recovery of the Walkley-Black method was investigated based on a database of 475 samples of silt loam and sandy soils, which cover different soil depths and vegetation types in northern Belgium. The organic carbon content of the soil samples was measured by the original Walkley-Black method and by a total organic carbon analyser. The recovery was computed as the ratio of these two results per soil sample. Land use, texture and soil sampling depth had a significant influence on the recovery as well as their three-way interaction term (land use × texture × sampling depth). The impact of a land use, texture and sampling depth dependent Walkley-Black correction on the year 2000 SOC inventory of Belgium was determined by regression analysis. Based on new correction factors, the national SOC stocks increased by 22% for the whole country, ranging from 18% for cropland to 31% for mixed forest relative to the standard corrected SOC inventory. The new recovery values influenced therefore not only C stocks in the year 2000, but also the expected SOC change following land use change. Adequate correction of Walkley-Black measurements is therefore crucial for the absolute and comparative SOC assessments that are required for Kyoto reporting and must be computed to take into account the regional status of soil and land use. ,Universal' corrections are probably an unrealistic expectation. Bernacchi Abstract Mitigating or slowing an increase in atmospheric carbon dioxide concentration ([CO2]) has been the focus of international efforts, most apparent with the development of the Kyoto Protocol. Sequestration of carbon (C) in agricultural soils is being advocated as a method to assist in meeting the demands of an international C credit system. The conversion of conventionally tilled agricultural lands to no till is widely accepted as having a large-scale sequestration potential. In this study, C flux measurements over a no-till corn/soybean agricultural ecosystem over 6 years were coupled with estimates of C release associated with agricultural practices to assess the net biome productivity (NBP) of this no-till ecosystem. Estimates of NBP were also calculated for the conventionally tilled corn/soybean ecosystem assuming net ecosystem exchange is C neutral. These measurements were scaled to the US as a whole to determine the sequestration potential of corn/soybean ecosystems, under current practices where 10% of agricultural land devoted to this ecosystem is no-tilled and under a hypothetical scenario where 100% of the land is not tilled. The estimates of this analysis show that current corn/soybean agriculture in the US releases ,7.2 Tg C annually, with no-till sequestering ,2.2 Tg and conventional-till releasing ,9.4 Tg. The complete conversion of land area to no till might result in 21.7 Tg C sequestered annually, representing a net C flux difference of ,29 Tg C. These results demonstrate that large-scale conversion to no-till practices, at least for the corn/soybean ecosystem, could potentially offset ca. 2% of annual US carbon emissions. RABE Climate change policy has commonly been framed as a matter of international governance for which global policy strategies can be readily employed. The decade of experience following the 1997 signing of the Kyoto Protocol suggests a far more complex process involving a wide range of policy options and varied engagement by multiple levels of governance systems. The respective experiences of the United States and Canada suggest that formal engagement in the international realm of policy is not a good indicator of domestic policy development or emissions reductions. The different contexts of intergovernmental relations, varied resources available to subnational governments for policy development and implementation, and role of subnational leaders in policy formation have emerged as important factors in explaining national differences between these North American neighbors. However, until now a major part of national and international public and private attempts to provide affordable and stable energy supply have failed due to various economic, political, social and institutional obstacles. This situation is reflected in case of India where in comparison with other South Asian states the status of rural electrification and of energy supply are in a dismal state despite the promotion of renewable energy and rural electrification as early as from the 1960s. Embedded in the global context of the international climate change regime, the Clean Development Mechanism (CDM) of the Kyoto Protocol has now emerged as a new option to facilitate investment in climate change mitigating projects. In this respect, promoting the deployment of renewable energy through this project-based mechanism opens new avenues for rural electrification. The main objective of this paper is, hence, to examine the context conditions and factors determining the effective application of renewable energy options for rural electrification in a developing country context, namely India. Understanding contextual requirements for renewable energy investment has proved imminently important in order to appreciate the potentials provided by new market-based mechanisms such as the CDM for rural poverty alleviation. Comparative political science case study research methods are applied to the analysis of CDM biomass projects in the context of the four Indian states of Tamil Nadu, Maharashtra, Punjab and Andhra Pradesh. [source] The European Union as a Protagonist to the United States on Climate ChangeINTERNATIONAL STUDIES PERSPECTIVES, Issue 1 2006JOHN VOGLER The European Union (EU) has established itself as the moving force in the development of the international climate-change regime. By proceeding with the ratification of the Kyoto Protocol and building its own carbon emissions trading system, it has directly confronted the United States. Contemporary commentaries on the politics of climate change center upon the conflict between the EU and the U.S., but the precise nature of the EU as a protagonist remains elusive. It is neither a state nor an orthodox international organization but it can be regarded as an actor. This article investigates what it means for the EU to be an actor and develops a conceptualization based upon presence, opportunity, and capability. This is applied to the analysis of how the Union became an actor in climate-change politics, and its special characteristics, strengths, and vulnerabilities. Degraded agro(eco)systems can be managed to increase carbon sinks in vegetation and soil, and to reduce carbon emissions to the atmosphere. The capacity for sequestering carbon will increase as annual precipitation increases, and generally as mean temperature decreases, provided the soil and terrain conditions are not limiting for crop (biomass) growth. The agroecological suitability of three pilot sites, proposed for soil carbon sequestration projects in Senegal, is assessed and the feasibility of various management options to increase organic carbon levels in the soil is discussed. For the future, a Land Resources Information System should be developed to consider detailed data on climate, soil and terrain conditions, status of soil degradation, and land-use systems for West Africa. Upon its linkage to a dynamic soil carbon model and a socio-economic module, such an integrated system can be used to assess the ecotechnological and socio-economic potential for carbon sequestration projects in the context of the Clean Development Mechanism (CDM) proposed under article 12 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. If adopted, this mechanism could confer funds to West African countries for the sustainable use and conservation of their natural resources, thereby providing economic, environmental and societal benefits for local populations, while simultaneously contributing to climate change mitigation. The objective of this article is to examine the regulatory architecture of current international arrangements relating to global climate change regulation. A systematic analysis of the structure, substantive composition, and administrative characteristics of the UNFCCC and Kyoto Protocol is undertaken. The analytical standard against which the agreements are examined is whether current international regulatory arrangements satisfy the basic requirements of regulatory coherence. The analysis identifies how the present scheme consists of a complex institutional structure that lacks a substantive regulatory core. The implications of the absence of functional and effective mechanisms to govern greenhouse gas emission reductions are considered in relation to the principles of good regulatory design. The article turns first to a review of energy,environment trends and the potential for renewables in these two nations. It then discusses strategies for the advancement of renewables. In transboundary basins, water scarcity and pollution compound interstate tension and contribute to human suffering and ecological damage. This article provides theoretical perspectives on shared freshwater disputes and on the evolution of the international law of shared water resources. It argues that the UN Convention on the Non-Navigational Uses of International Watercourses (ratified by some countries, but not yet in force) is inadequate as a framework convention in terms of providing general obligations on the future parties or an institutional framework for future action. The paper suggests that three critical concepts be considered in future management of shared water resources: (1) the unitary character of watersheds (where the absence of extra-basin diversions allows); (2) joint or "communitarian" watershed management; and (3) the relevance of international trade to alleviating regional food stress, resulting from local water scarcity. It has also created much uncertainty for companies, particularly about the role of trading in realizing emission reductions. This paper investigates what drives multinational corporations to show interest in emission trading and carbon offset projects to deal with climate change. On the basis of an analysis of data of 136 companies derived from a questionnaire, it also examines the role that country of origin, industry affiliation and companies' environmental strategy play in this regard. Findings show that industry pressure and product and process innovations are the main determinants for multinational corporations to participate in the emission market. It appears that climate policy particularly induces energy-related industries to reduce emissions, which puts them ahead of other industries with regard to their interest in emission trading. In a regional case study about automotive, rail and commercial vehicle firms in Southern Germany it is found that integrated environmental product innovation is driven by factors such as regulatory pressure, the search for competitive advantages and technological lead as well as customer pressure. Regulatory pressure includes sector policies, such as emission standards, and wider non-sector energy conservation issues, at both national and international levels. For instance, EU directives on future use of renewable energy as well as national goals for reaching the Kyoto protocol play an important role in driving innovation. The study finds that integrated environmental product innovations driven by regulatory pressure produce similar competitiveness impacts as innovations undertaken voluntarily by companies. Such results yield supporting evidence for the so-called ,Porter hypothesis', which assumes that environmental legislation stimulates innovation and leads to ,win,win' situations , the simultaneous reduction of pollution and increase in productivity. In particular, the case of Spain is an example of a worrying situation in this respect, both in itself and in the context of the European Union. To analyse the evolution, in this case, of such emissions, to enable medium-term forecasts to be made and to obtain a model that will enable us to analyse the effects of possible corrector mechanisms, we have statistically fitted a inverse Cox-Ingersoll-Ross (I-CIR) type nonlinear stochastic diffusion process, on the basis of the real data measured for the period 1990,2004, during which the Kyoto protocol has been applicable. Mestdagh Abstract Articles 3·3 and 3·4 of the Kyoto protocol provide Annex I countries the possibility to reduce greenhouse gas emissions through the sequestration of carbon (C) in their terrestrial ecosystems. For such accounting, the 1990 flux is needed and, therefore, a correct knowledge of the baseline (1990) C stocks is necessary. In addition, a correct methodology should be used to investigate the capacity of ecosystems to sequester C through changes in land use or management by the end of the first commitment period (2008,2012). At national and regional scales, formulation of baseline C stocks in terrestrial ecosystems is difficult and uncertain. Differences in method of analysis, sampling depth of soil, lack of sufficient C data and the necessity to extrapolate C data to total soil organic C stocks, provide problems when comparing databases with each other. In this study, three extrapolation models were compared with the classical layer-based method to determine the model with the best fit. The model with the best predictions, in relation to the classical layer-based model, uses recent soil C profiles for estimating the parameter k, which represents the decrease in the proportion of soil organic C with depth, and for extrapolating the C data available for 1990 and 2000 to a depth of 1 m. Grammelis Abstract The aim of this paper is to present the current status of the coal-fired power sector in an enlarged EU (EU-15 plus EU member candidate states) in relation with the main topics of the European Strategy for the energy production and supply. It is estimated that 731 thermoelectric units, larger than 100 MWe, are operating nowadays, and their total installed capacity equals to 200.7 GWe. Coal contribution to the total electricity generation with reference to other fuel sources, is by far more intensive in the non-EU part (EU member candidate states), compared to the EU member states. It is expected that even after the enlargement, the European Union will strongly being related to coal. Enlargement will bring additional factors into play in order to meet the requirements of rising consumption, growing demand for conventional fuels and increasing dependence on imports. Besides the technology, boiler size, efficiency, age and environmental performance will determine the necessities of the coal-fired power sector in each country. Depending on the case, lifetime extension measures in operating coal-fired power plants or clean coal technologies can play an important role towards the energy sector restructuring. Low efficiency values in the non-EU coal-fired units and heavily aged power plants in EU countries will certainly affect decisions in favour of upgrading or reconstruction. The overall increase of efficiency, the reduction of harmful emissions from generating processes and the co-combustion of coal with biomass and wastes for generating purposes indicate that coal can be cleaner and more efficient. Additionally, plenty of rehabilitation projects based on CCT applications, have already been carried out or are under progress in the EU energy sector. The proclamations of the countries' energy policies in the coming decades, includes integrated renovation concepts of the coal-fired power sector. Further to the natural gas penetration in the electricity generation and CO2 sequestration and underground storage, the implementation of CCT projects will strongly contribute to the reduction of CO2 emissions in the European Union, according to the targets set in the Kyoto protocol.
