TOPCAT-NP: a minimum information requirement model for simulation of flow and nutrient transport from agricultural systems

Abstract Future catchment planning requires a good understanding of the impacts of land use and management, especially with regard to nutrient pollution. A range of readily usable tools, including models, can play a critical role in underpinning robust decision-making. Modelling tools must articulate our process understanding, make links to a range of catchment characteristics and scales and have the capability to reflect future land-use management changes. Hence, the model application can play an important part in giving confidence to policy makers that positive outcomes will arise from any proposed land-use changes. Here, a minimum information requirement (MIR) modelling approach is presented that creates simple, parsimonious models based on more complex physically based models, which makes the model more appropriate to catchment-scale applications. This paper shows three separate MIR models that represent flow, nitrate losses and phosphorus losses. These models are integrated into a single catchment model (TOPCAT-NP), which has the advantage that certain model components (such as soil type and flow paths) are shared by all three MIR models. The integrated model can simulate a number of land-use activities that relate to typical land-use management practices. The modelling process also gives insight into the seasonal and event nature of nutrient losses exhibited at a range of catchment scales. Three case studies are presented to reflect the range of applicability of the model. The three studies show how different runoff and nutrient loss regimes in different soil/geological and global locations can be simulated using the same model. The first case study models intense agricultural land uses in Denmark (Gjern, 114 km2), the second is an intense agricultural area dominated by high superphosphate applications in Australia (Ellen Brook, 66 km2) and the third is a small research-scale catchment in the UK (Bollington Hall, 2 km2). Information Population of an Integrated Construction Management System

This paper discusses the future requirements of integrated construction management systems and the need to support the management of large volumes of information on several levels. The solution proposes a combination of an efficient user interface and methods to partially automate the creation of the required information through access to stored information from past projects. The research follows the path being established for integrated construction management systems that rely on a standard representation of the industry's information requirements. By exploring the comprehensive aspects of construction planning for an integrated construction management system, the research demonstrates the usefulness of applying sound information representation structures. Through the application of case-based reasoning, the research advances the concepts of planning tools as they apply to integrated systems. The resulting prototype construction management system has the primary characteristic of assisting the user in the manipulation of information in order to generate the initial information requirements of an integrated construction management system. The referential communication skills of children with imaginary companions

The present study investigated the referential communication skills of children with imaginary companions (ICs). Twenty-two children with ICs aged between 4 and 6 years were compared to 22 children without ICs (NICs). The children were matched for age, gender, birth order, number of siblings, and parental education. All children completed the Test of Referential Communication (Camaioni, Ercolani & Lloyd, 1995). The results showed that the children with ICs performed better than the children without ICs on the speaker component of the task. In particular, the IC children were better able to identify a specific referent to their interlocutor than were the NIC children. Furthermore, the IC children described less redundant features of the target picture than did the NIC children. The children did not differ in the listening comprehension component of the task. Overall, the results suggest that the IC children had a better understanding of their interlocutor's information requirements in conversation. The role of pretend play in the development of communicative competence is discussed in light of these results. [source]


Implementing life cycle assessment in product development

The overall aim of this paper is to provide an understanding of the environmental issues involved in the early stages of product development, and the capacity of Life Cycle Assessment (LCA) techniques to address these issues. The paper aims to outline the problems for the designer in evaluating the environmental benignity of a product from the outset, and to provide a framework for decision support based on the performance evaluation at different stages of the design process. The barriers that prevent product developers from using LCA are presented, as well as opportunities for introducing environmental criteria in the design process by meeting the designer's information requirements at the different life cycle stages. This can lead to an in-depth understanding of the attitudes of product developers towards the subject area, and an understanding of possible future directions for product development. This paper introduces an Environmentally Conscious Design method, and presents trade-offs between design degrees of freedom and environmental solutions. Life cycle design frameworks and strategies are also addressed. The paper collects experiences and ideas around the state-of-the-art in eco-design, from literature and personal experience, and provides eco-design life cycle assessment strategies. The end result of this presentation is to define the requirements for performance measurement techniques, and the environment needed to support life cycle evaluation throughout the evaluation of early stages of a product system. Stochastic league tables: an application to diabetes interventions in the Netherlands

Abstract The aim of this paper is to discuss the use of stochastic league tables approach in cost-effectiveness analysis of diabetes interventions. It addresses the common grounds and differences with other methods of presenting uncertainty to decision-makers. This comparison uses the cost-effectiveness results of medical guidelines for Dutch diabetes type 2 patients in primary and secondary care. Stochastic league tables define the optimum expansion pathway as compared to baseline, starting with the least costly and most cost-effective intervention mix. Multi-intervention cost-effectiveness acceptability curves are used as a way to represent uncertainty information on the cost-effectiveness of single interventions as compared to a single alternative. The stochastic league table for diabetes interventions shows that in case of low budgets treatment of secondary care patients is the most likely optimum choice. Current care options of diabetes complications are shown to be inefficient compared to guidelines treatment. With more resources available one may implement all guidelines and improve efficiency. The stochastic league table approach and multi-intervention cost-effectiveness acceptability curves in uncertainty analysis lead to similar results. In addition, the stochastic league table approach provides policy makers with information on affordability by budget level. Information technology innovation diffusion: an information requirements paradigm

Abstract., Information technology (IT) innovation research examines the organizational and technological factors that determine IT adoption and diffusion, including firm size and scope, technological competency and expected benefits. We extend the literature by focusing on information requirements as a driver of IT innovation adoption and diffusion. Our framework of IT innovation diffusion incorporates three industry-level sources of information requirements: process complexity, clock speed and supply chain complexity. We apply the framework to US manufacturing industries using aggregate data of internet-based innovations and qualitative analysis of two industries: wood products and beverage manufacturing. Results show systematic patterns supporting the basic thesis of the information processing paradigm: higher IT innovation diffusion in industries with higher information processing requirements; the salience of downstream industry structure in the adoption of interorganizational systems; and the role of the location of information intensity in the supply chain in determining IT adoption and diffusion. Our study provides a new explanation for why certain industries were early and deep adopters of internet-based innovations while others were not: variation in information processing requirements. Alzheimer's disease in real life , the dementia carer's survey

Abstract Background Informal care from relatives provides the foundation of care for people with Alzheimer's disease (AD). It is important to understand the conditions under which carers perform their, often neglected, task. The dementia carer's survey aimed to identify carers' needs, differences between countries with regard to dementia care and the level of satisfaction of carers with utilised services. Methods The survey was conducted through Alzheimer Europe's member organisations in France, Germany, Poland, Spain and UK (Scotland). The survey was in the form of a questionnaire, and topics addressed included: demographics of carers and people with AD; time spent caring; disclosure of diagnosis; symptoms prompting diagnosis; diagnostic process; current and most distressing symptoms; carers' information requirements; evaluation of services. Results Each country had ,200 responders. Time spent caring increases with disease severity, and 50% of carers of people with late-stage dementia spent more than 10,h/day caring. Activities of daily living and behaviour were cited as the most problematic symptoms, reported by 68% and 50% of carers, respectively. Provision of information on all aspects of AD was felt to be inadequate, with key services such as home support not available to the majority of carers. Only 17% of carers considered the level of care for the elderly in their country as good. Conclusions Further development of services and information provision are required to help carers in their everyday caring, including coping with problematic symptoms influencing areas such as activities of daily living and behaviour. What are the concerns of prospective responsible officers about their role in medical revalidation?

Abstract Introduction, The Health and Social Care Act 2008 sets out the requirement for the introduction of responsible officers for the NHS. The paper states that these individuals will be responsible for ensuring that doctors who are revalidated meet the required standards. It is not known how well prepared prospective responsible officers are for their new role. Methods, Semi-structured interviews were conducted with 12 medical directors from Scottish health boards who agreed to participate. Results, Prospective responsible officers remain uncertain about their role in medical revalidation. Specific concerns were raised: (1) What will responsible officers be responsible for? (2) How can appraisal be quality assured? (3) How will the information requirements for revalidation be met? and (4) How can organizations meet the requirement for revalidation? Conclusion, We found important issues regarding the arrangements for revalidation which have not previously been described which may impact on the effectiveness of prospective responsible officers. RANDOM PENALTIES AND RENEWABLE RESOURCES: A MECHANISM TO REACH OPTIMAL LANDINGS IN FISHERIES

Abstract Recent literature considers illegal landings a moral hazard problem that arises because individual landings are unobservable. The literature proposes incentive schemes to solve the information problem. However, most of the proposed schemes raise huge information requirements and social budget balance is not secured. In this paper, we suggest a random penalty mechanism that reduces the information requirements and secures budget balance in the case of a given number of licensed vessels. In the random penalty mechanism, aggregate landings are measured through stock sizes and the natural growth function. If aggregate landings are below optimal landings, each fisherman receives a subsidy. If aggregate catches are above optimal landings, the mechanism works such that either the fisherman is randomly selected and pays a fine or the fisherman is not selected and receives a subsidy. The fine and subsidy can be designed such that budget balance is secured. Provided risk aversion is sufficiently large and the fine is high enough, the random penalty mechanism will generate optimal individual landings. The budget balance combined with risk aversion drives the result for this advanced tax/subsidy system that does not exhaust the resource rents. The budget balance creates interdependence between fishermen that secure optimality. [source]


The transshipment fund mechanism: Coordinating the decentralized multilocation transshipment problem

Abstract The multilocation replenishment and transshipment problem is concerned with several retailers facing random demand for the same item at distinct markets, that may use transshipments to eliminate excess inventory/shortages after demand realization. When the system is decentralized so that each retailer operates to maximize their own profit, there are incentive problems that prevent coordination. These problems arise even with two retailers who may pay each other for transshipped units. We propose a new mechanism based on a transshipment fund, which is the first to coordinate the system, in a fully noncooperative setting, for all instances of two retailers as well as all instances of any number of retailers. Moreover, our mechanism strongly coordinates the system, i.e., achieves coordination as the unique equilibrium. The computation and information requirements of this mechanism are realistic and relatively modest. We also present necessary and sufficient conditions for coordination and prove they are always satisfied with our mechanism. The contribution of international accounting standards to implementing NPM in developing and developed countries

Abstract In recent years, numerous countries have undertaken administrative reforms to implement New Public Management (NPM) postulates. The implementation of NPM involves new information needs for decision taking by public managers. In this context, public sector accounting plays a key role as an information system for the successful implementation of NPM. The International Federation of Accountants (IFAC) is undertaking an international accounting harmonisation project to establish high-quality public sector standards to meet the new information requirements under NPM worldwide. This article examines the capability of IFAC accounting measurement bases to meet information needs under NPM postulates, in both developing and developed countries, analysing the differences between these types of countries. The National Accounting Standard Setters (NASS) of 47 countries were asked about the usefulness and viability of Fair Value Accounting (FVA) to implement NPM postulates, especially those concerning improved efficiency, enhanced information transparency and benchmarking analysis.
