Critically classifying: UK e-government website benchmarking and the recasting of the citizen as customer

Abstract In recent years, discussion of the provision of government services has paid particular attention to notions of customer choice and improved service delivery. However, there appears to be marked shift in the relationship between the citizen and the state moving from government being responsive to the needs of citizens to viewing citizens explicitly as customers. This paper argues that this change is being accelerated by government use of techniques like benchmarking, which have been widely used in the private sector. To illustrate this point, the paper focuses on the adoption of website benchmarking techniques by the public sector. The paper argues that the essence of these benchmarking technologies, a process comprised of both finding and producing truth, is fundamentally based on the act of classifying and draws on Martin Heidegger's etymological enquiry to reinterpret classification as a dynamic movement towards order that both creates and obfuscates truth. In so doing, it demonstrates how Heidegger's seminal ideas can be adapted for critical social research by showing that technology is more than an instrument as it has epistemic implications for what counts as truth. This stance is used as the basis for understanding empirical work reporting on a UK government website benchmarking project. Our analysis identifies the means involved in producing the classifications inherent in such benchmarking projects and relates these to the more general move that is recasting the relationship between the citizen and the state, and increasingly blurring the boundaries between the state and the private sector. Recent developments in other attempts by the UK government to use private-sector technologies and approaches indicate ways in which this move might be challenged. [source]


Human Rights Violations, Corruption, and the Policy of Repression

Quantitative cross-national research on human rights violations and repression has made considerable progress in identifying and eliminating economic and political factors that influence the use of torture and killing by governments. Warfare tends to increase violations, democracy,notably full democracy,and trade tends to inhibit violations. Where motives have been considered, this research has generally assumed a strategic motivation for government use of repression. Repression is employed to counter threats from the opposition as represented by the presence of warfare. Less attention has been given to the effect of implementation on levels of repression. Theory suggests that agents are likely to make a substantial independent contribution to the level of repression, if given the opportunity. In this article we develop this argument and present cross-country comparative evidence that suggests that agents' opportunities for hidden action measured by perceived levels of financial corruption substantially influences the incidence of torture in a political system, after controlling for the strategic motive of governments and the other factors found influential in earlier research. We show that the results are robust and not sensitive to alternative modeling, measurement, and research-design decisions. [source]


Inclusion or control? commissioning and contracting services for people with learning disabilities

Accessible summary ,,The rise of new public management has seen the role of the social worker becoming increasingly administrative and less about face to face contact with service users. ,,When commissioning managers seek to help people with learning disabilities plan their services, who actually makes the decisions? ,,Direct payments are proposed as the answer for people with learning disabilities to take the lead, but is this a real shift in power from managers to service users? This paper examines what commissioning and contracting means for people with learning disabilities. It asks if the voices of service users are heard when it comes to planning their services and, more significantly, are their choices respected and acted upon by commissioners? The government believes the introduction of direct payments will change the way social care is administered, by placing both the decision-making and funding, firmly in the hands of people with learning disabilities. However, the question remains as to how far this can be successful, considering the complicated administration and financial processes involved. The paper explores new ground in terms of research by investigates the effects that new public management, in the form of commissioning and contracting, has on the lives of people with learning disabilities. It looks at the relationship between the service user, care manager and commissioner, and asks whether management structures help individuals or actually create further barriers to participation and inclusion. Summary This paper seeks to critically assess the impact made by the introduction of commissioning and contracting as a new culture of social care in learning disability services. It offers an evaluation of the growth in importance of the user as consumer. Does the commissioning and the contract process give users with learning disabilities a greater influence over their services and ultimately their lives? It is suggested that far from empowering people with learning disabilities to have a say in the services they want, the emerging culture of business contracts and new public management transfers power firmly back into the hands of professionals making the decisions. Social work practice is changing in response to major shifts in social trends and at the behest of market values. Traditional models are being rejected and the challenge for social work is to adapt itself to operate within a competency based paradigm. The paper argues that at the centre of this new culture is a government use of a system of performance management that successfully drives down cost. Thus there remain contradictions between the adoption of a mixed economy of care; services planning; consumerism; resource constraints; and the communication difficulties experienced by many people with learning disabilities. As defence becomes a political football once again this article examines the relationship of the UK's military with the country from which it is drawn and which it serves. It argues that all three elements of the classic Clausewitzian trinity: the state, the people and the military, there are major problems. These are undermining the capabilities of the armed forces and will ultimately place far greater limitations on future government's use of the armed forces in support of British policies overseas. This will have significant implications for Britain in the future if it wishes to continue to "punch above its weight". [source]
