Selected AbstractsEthnic Entrepreneurship Among Indian Women in New Zealand: A Bittersweet ProcessGENDER, WORK & ORGANISATION, Issue 5 2007Edwina Pio This research article explores the lived-in and lived-through experiences of Indian women entrepreneurs in New Zealand in the context of ethnic entrepreneurship. Through a four-stage model emerging from qualitative interviews, the article illuminates the bittersweet entrepreneurial process of ethnic minority migrant women. The four stages are: the low permeability for entry into the job market for ethnic minority migrant women; underemployment; setting up a micro-enterprise and expanding the business and creating employment for others, primarily co-ethnics as well as an expanding customer base. A combination of factors ranging from perceived discrimination, low self esteem and feelings of being devalued, to ethnic networks and lack of access/knowledge of government resources and the entry of women from Indian business families feed into each of the four stages of this model. The article offers an analysis of minority voices, along with implications for future research. [source] A culture of consolation?HISTORICAL RESEARCH, Issue 184 2001Rethinking politics in working-class London In their communities, and in interactions with authorities and profit-seekers, residents of late Victorian London working-class districts struggled forcefully over the distribution of power, resources and prestige. They battled one another, in households and neighbourhoods, enforcing hierarchies and unequal access to resources. Philanthropists met hostile, manipulative and assertive poor people. Working-class Londoners resisted unwelcome state incursions and exploited government resources toward their own ends. They also fought employers and landlords over resources and power. Though their involvement in unions and socialist politics was uneven, these working-class Londoners participated actively in a pervasive politics of everyday life. [source] Aid, debt and fiscal policies in SenegalJOURNAL OF INTERNATIONAL DEVELOPMENT, Issue 8 2006Bazoumana Ouattara Abstract This paper uses the fiscal response framework to study the effects of aid flows on key fiscal aggregates in Senegal, over the period of 1970,2000. Attention is given to the interplay between aid and debt. The paper contributes to the empirics of fiscal response modelling by deriving the standard errors and p values associated with the different mechanisms of the structural and reduced form equations. The main findings in this paper are: (i) relatively large shares of government resources are used to finance debt servicing; (ii) the impact of aid flows on domestic expenditure is statistically insignificant and (iii) debt servicing has a significant negative effect on domestic expenditure. The main policy implication of this study is that debt reduction could be a more effective policy tool than additional aid (loans) in financing pro-poverty expenditure as well as public investment. [source] RESEARCH AND EVALUATION: The Rudd Government's Employment Services Agenda: Is it Post-NPM and Why is that Important?AUSTRALIAN JOURNAL OF PUBLIC ADMINISTRATION, Issue 3 2010Gaby Ramia Perhaps the most potent symbol of the Howard government's faith in New Public Management (NPM) was the Job Network. Interrogating the Rudd government's replacement package, this article assesses whether the recent restructuring of employment services constitutes a post-NPM environment. It is argued that there are major post-NPM elements, seen most clearly in: the softening of jobseeker sanctions; greater deliberation on policy direction and results; a more inclusive employment super-ministry and reliance on other ,horizontal' governance reforms; and enhanced government resources for multiple-disadvantage clients. However, categorising these changes as post-NPM is problematic because the steering mechanism remains the market-based contract, a central NPM characteristic. Theoretical difficulties in applying paradigmatic concepts to services provide additional barriers to conclusive assessments, though the Rudd government's employment services regime provides a basis for taking stock in the post-NPM debate.
