Selected AbstractsMicrosimulation Modelling of Tenure Choice and Grants to Promote Home OwnershipTHE AUSTRALIAN ECONOMIC REVIEW, Issue 1 2006Gavin Wood This article develops a microsimulation model of the Australian housing market that has tenure choice as its principal focus. The article sheds light on the role played by relative prices, wealth and borrowing constraints in shaping housing tenure choices. We explore the model's capabilities as an aid to policy making by reporting the findings from an impact analysis of grant programs designed to ease the transition of first home buyers into owner occupation. We find a large demand for home ownership that is not met because of borrowing constraints. The need to meet financial institutions' down payment requirements is particularly important. Government grants made available to first home buyers will ease down payment requirements, but the formal incidence of such a subsidy is found to be inequitable among potential first home buyers, and its impact is largely to bring forward purchase decisions. A particular advantage of local government lies in its ability to arrange for the provision of local public goods in line with local tastes and preferences. A number of arguments suggest that local governments should be assigned adequate powers of local taxation to finance their expenditure responsibilities rather than having to rely on central government grant. [source] FUNDING COMMUNITY POLICING TO REDUCE CRIME: HAVE COPS GRANTS MADE A DIFFERENCE?,CRIMINOLOGY AND PUBLIC POLICY, Issue 1 2002JIHONG "SOLOMON" ZHAO Research Summary: This research examines how funding from the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS), has affected violent and property crime rates in the United States from 1995 to 1999. Drawing on six years of panel data, we examine the effects of three types of awards made by COPS to 6,100 law enforcement agencies serving more than 145 million citizens. We estimate their impact on crime reduction over time in jurisdictions receiving funding and controlling for baseline levels of crime, socioeconomic characteristics, city size, and population diversity and mobility. Our analyses suggest that COPS hiring and innovative grant programs have resulted in significant reductions in local crime rates in cities with populations greater than 10,000 for both violent and nonviolent offenses. Multivariate analysis shows that in cities with populations greater than 10,000, an increase in one dollar of hiring grant funding per resident contributed to a corresponding decline of 5.26 violent crimes and 21.63 property crimes per 100,000 residents. Similarly, an increase in one dollar of innovative grant funding per resident has contributed to a decline of 12.93 violent crimes and 45.53 property crimes per 100,000 persons. In addition, the findings suggest that COPS grants have had no significant negative effect on violent and property crime rates in cities with less than 10,000 population. Policy Implications: The findings of this study imply that COPS program funding to medium- and large-size cities has been an effective force in reducing both violent and property crime. Federal government grants made directly to law enforcement agencies to hire additional officers and promote innovations may be an effective way to reduce crime on a national scale. [source] THEORIZING THE UNIVERSITY AS A CULTURAL SYSTEM: DISTINCTIONS, IDENTITIES, EMERGENCIESEDUCATIONAL THEORY, Issue 3 2006Mark Considine In this essay, Mark Considine argues that the prospect of such changes requires us to reflect carefully upon the theoretical and normative underpinnings of universities and to delineate the structures and processes through which they might seek to negotiate their identities. Considine re-theorizes the university as a higher education system composed by distinctions and networks acting through an important class of boundary objects. He moves beyond an environmental analysis, asserting that systems are best theorized as cultural practices based upon actors making and protecting important kinds of distinctions. Thus, the university system must be investigated as a knowledge-based binary for dividing knowledge from other things. This approach, in turn, produces an identity-centering (cultural) model of the system that assumes universities must perform two different acts of distinction to exist: first, they must distinguish themselves from other systems (such as the economy, organized religion, and the labor market), and, second, they must operate successfully in a chosen resource environment. Ultimately, Considine argues that while environmental problems (such as cuts in government grants) may generate periodic crises, threats within identities produce emergencies generating a radical kind of problematic for actor networks. [source] Australian Universities 1939-1999: How Different Now?HIGHER EDUCATION QUARTERLY, Issue 2 2000Bruce Williams Between 1939 and 1999, when the Australian population increased from 7 to 19 million, university enrolments rose from 14,236 to 681,870. Until 1974 the most notable changes were the increases in the size of universities and of departments (which encouraged greater specialization), continued increases in research expenditures, in the percentage of postgraduate students, and a gradual decline in collegiality. In 1974 the Commonwealth Government assumed full responsibility for government grants to universities and abolished fees at just that time when growth rates in the economy fell sharply. Government influence on the universities increased, and there were some departures from the no-fees policy for international and postgraduate course-work masters and diploma students. Then in 1988 the Government decided to abolish the distinction between universities and colleges of advanced education, to create through amalgamations a smaller number of much larger universities and to set a specific mission for each university in the interest of economic growth. The Tertiary Education Commission was abolished and the universities dealt directly with the Minister and his Department. The Universities became distinctly more managerial, less collegial, and the range of courses and degrees was greatly expanded. There are now legitimate doubts about the quality of some degrees. Student fees came back, but in a way that reduced the financial burden on the government without giving the universities greater freedom. The government sponsored collective bargaining for university staff but as universities were not given the capacity to earn much additional income, increases in salaries increased student/staff ratios and induced a decline in morale. Hallock This article examines the compensation of top managers of nonprofits in the United States using panel data from tax returns of the organizations from 1992 to 1996. Studying managers in nonprofits is particularly interesting given the difficulty in measuring performance. The article examines many areas commonly studied in the executive pay (within for-profit firms) literature. It explores pay differences between for-profit and nonprofit firms,pay variability within and across nonprofit industries, managerial pay and performance (including organization size and fund raising) in nonprofits, the effect of government grants on managerial pay, and the relationship between boards of directors and managerial pay in nonprofits. Voorspools Abstract The decision whether or not to install small cogeneration for residential purposes mainly depends on individual economic considerations, combined with ecological awareness. Since in most cases, the economic balance is still unfavourable, government grants are considered in order to bridge this economic barrier. It is however still unclear how these grants are best spent to obtain an optimal environmental benefit. In the case of cogeneration, mainly static and simplified methods are used, completely neglecting the dynamic interaction between the cogeneration systems and the central power system and the dynamic response of the cogeneration units themselves. In this paper, these issues are discussed in two parts. The first part clarifies how an actual cogeneration unit, if necessary in combination with a back-up boiler and heat storage, will respond to a certain demand. For this purpose, experiments were performed to establish the transient and stationary behaviour of the system. It is shown that the transient heating of the cogeneration engine is rather slow (e.g. half an hour after cold start, the engine only produced 65% of the heat it would have in stationary regime) where the electric transient behaviour is negligible. In the second part of the paper, dynamic simulations are performed to quantify the impact (primary energy saving and reduction in greenhouse-gas emissions) of the massive installation of cogeneration for residential heating. Two important parameters are isolated. First, the interaction with the expansion of the central power system is very important. If the installation of cogeneration prevents the commissioning of new power plants, the potential energy saving and (especially) emission reduction are reduced. The second parameter is the annual use of the cogeneration units. Here, the potential energy saving and emission reduction increase with increasing annual use. [source] Determinants of fundraising efficiency of nonprofit organizations: evidence from US public charitable organizationsMANAGERIAL AND DECISION ECONOMICS, Issue 7 2010David T. Yi Using a translog stochastic production frontier and maximum likelihood estimation method, we estimate fundraising efficiency and examine the determinants of fundraising efficiency in public charitable organizations in the United States. Our study shows that organizational size has a positive impact on fundraising efficiency and government grants have a negative impact on fundraising efficiency. We also show that charities that allocate more resources on fundraising related labor, as compared with fundraising-related materials and equipments, are more efficient in fundraising. Alston Commodity levies are used increasingly to fund producer collective goods such as research and promotion. In the present paper we examine theoretical relationships between producer and national benefits from levy-funded research, and consider the implications for the appropriate rates of matching government grants, applied with a view to achieving a closer match between producer and national interests. In many cases the producer and national optima coincide. First, regardless of the form of the supply shift, when product demand is perfectly elastic, or all the product is exported, domestic benefits and costs of levy-funded research all go to producers and they have appropriate incentives. Second, if research causes a parallel supply shift, the producer share of research benefits is the same as their share of costs of a levy, and their incentives are compatible with national interests. In such cases, a matching grant would cause an over-investment in research from a national perspective. However, if demand is less than perfectly elastic, and research causes a pivotal supply shift, the producer share of benefits is smaller than their share of costs of the levy, and they will under-invest in research from a national point of view. A matching grant can be justified in such cases, however the magnitude of the optimal grant is sensitive to market conditions. [source] |
