Selected AbstractsGlobal Environmental Governance and the Challenge of Shadow States: The Impact of Illicit Sapphire Mining in MadagascarDEVELOPMENT AND CHANGE, Issue 5 2005Rosaleen Duffy The environment has become a key site of global governance because of its transboundary nature: forests, wildlife and oceans have all become central foci for networks of global governance which link international organizations, international financial institutions, states and non-governmental organizations. This article examines how contemporary forms of global governance can be challenged and even subverted. It uses the concept of shadow states introduced by William Reno to explore how invisible global networks flow through developing states, to show how they constitute important political and economic interest groups, and to assess what kinds of environmental impact they have. It explores how powerful these networks are, and whether they are able to challenge or subvert attempts to manage, control or govern the environment. The author provides an analysis of the ways in which the clandestine networks of shadow states impact on conservation initiatives in the developing world, focusing on the features of global environmental governance and the problems posed by illicit gem mining and trafficking in Madagascar. Gareau Abstract:, This paper explores how a relatively successful global environmental treaty, the Montreal Protocol on Substances that Deplete the Ozone Layer, is currently undermined by US protectionism. At the "global scale" of environmental governance, powerful nation-states like the US prolong their domination of certain economic sectors with the assistance of neoliberal discourse. Using empirical data gathered while attending Montreal Protocol meetings from 2003 to 2006, I show how US policy undermines the Montreal Protocol's mandate to phase out methyl bromide (MeBr). At the global scale of environmental governance the US uses a discourse of technical and economic infeasibility because, in the current neoliberal milieu, it cannot make a simply protectionist argument. The discourse, in other words, is protectionism by another name. While much of the literature in critical geography on neoliberalism has focused on de-regulation versus re-regulation, this paper illustrates how science, protectionism, and neoliberalism can become articulated uneasily and in sometimes unexpected ways. It discusses why synergies are made, what kinds there are and their potential consequences. Considering actors' divergent goals, synergies do not necessarily imply win,win outcomes. The article distinguishes between positive and negative synergetic effects, which should be explicated at different levels, such as the differing goals of various agreements, institutions, parties and social groups. Efforts of international organizations to increase synergy can be regarded as attempts to build authority. Yet, synergy is also used by countries to influence this process. Current synergetic efforts may profoundly affect the relocation of authority in global environmental governance, not only by streamlining mandates, practices and objectives, but also by leading to more powerful international organizations (e.g. WTO) increasingly taking precedence over climate change agreements. [source] Legitimacy and the Privatization of Environmental Governance: How Non,State Market,Driven (NSMD) Governance Systems Gain Rule,Making AuthorityGOVERNANCE, Issue 4 2002Benjamin Cashore In recent years, transnational and domestic nongovernmental organizations have created non,state market,driven (NSMD) governance systems whose purpose is to develop and implement environmentally and socially responsible management practices. Eschewing traditional state authority, these systems and their supporters have turned to the market's supply chain to create incentives and force companies to comply. This paper develops an analytical framework designed to understand better the emergence of NSMD governance systems and the conditions under which they may gain authority to create policy. Its theoretical roots draw on pragmatic, moral, and cognitive legitimacy granting distinctions made within organizational sociology, while its empirical focus is on the case of sustainable forestry certification, arguably the most advanced case of NSMD governance globally. The paper argues that such a framework is needed to assess whether these new private governance systems might ultimately challenge existing state,centered authority and public policy,making processes, and in so doing reshape power relations within domestic and global environmental governance.
