Selected AbstractsThe Jewish Emigration from the Former Soviet Union to GermanyINTERNATIONAL MIGRATION, Issue 2 2002Barbara Dietz Since the end of the 1980s a massive emigration of Jews from the former Soviet Union (FSU) can be observed. Israel and the United States were the most important receiving countries, followed by Germany, a comparatively new immigration destination for Jews from the successor states of the USSR. One of the reasons the German Government allowed the admission of Jews from post-Soviet states was the Jewish community's claim that this immigration might rejuvenate the German Jewish population in the longer run. Using an index of demographic aging (Billeter's J), the following article examines if this has actually happened. Findings suggest that immigration actually initiated a process of rejuvenation in the Jewish population in Germany. However, it was reversed during the end of the 1990s because of an unaffected low fertility. Die EG-Richtlinie 2002/91/EG über die Gesamtenergieeffizienz von Gebäuden war bis zum Januar 2006 in nationales Recht umzusetzen [1]. Dazu will die Bundesregierung das Energieeinsparrecht (Energieeinspargesetz, Energieeinsparverordnung) umfassend novellieren. Der folgende Beitrag stellt den Stand der Überlegungen, insbesondere zu den technischen Möglichkeiten der Bewertung von Nichtwohngebäuden, dar. Das Zweite Gesetz zur Änderung des Energieeinspargesetzes [7] ist am 08. 09. 2005 in Kraft getreten. Der Referentenentwurf zu einer neuen weiterentwickelten Energieeinsparverordnung (EnEV 2007) wurde am 16. 11. 2006 durch die Bundesregierung vorgelegt [2]. Ein Inkrafttreten dieser Verordnung ist wegen der Befassung von Bundeskabinett und Bundesrat voraussichtlich erst Mitte 2007 zu erwarten. Der folgende Beitrag gibt eine Übersicht zu den vorgesehenen neuen Anforderungen beim energiesparenden Bauen. Amendment of the German Building Energy Conservation Ordinance (Energieeinsparverordnung , EnEV 2007) Opportunities for better assessment of non-domestic buildings and introduction of Energy Passports. EU member states were required to implement the Energy Performance of Buildings Directive (2002/91/EC) in their respective national law by January 2006 [1]. In this context the German Government proposed comprehensive amendments of the existing energy saving legislation (,Energieeinspargesetz' or Energy Conservation Law, ,Energieeinsparverordnung' or Building Energy Conservation Ordinance). This article describes the current status of the considerations, in particular with regard to technical assessment options for non-domestic buildings. The second amendment to the German Energy Conservation Law [7] came into force on 8 September 2005. The draft amendment of the Building Energy Conservation Ordinance (EnEV 2007) was presented by the German Government on 16 November 2006 [2]. However, due to the time required for consideration by the Federal Cabinet and the upper house of the German parliament it is not expected to come into force before mid 2007. [source] Evaluating the subtle impact of a ban on corporal punishment of children in GermanyCHILD ABUSE REVIEW, Issue 5 2004Kai-D. Abstract In 2000, the German Government passed a law prohibiting physical punishment in the family. A pre,post research design allows for an examination of its effects. The results of nationwide representative surveys on the experiences, perceptions, legal knowledge and attitudes of adolescents and parents are discussed. The recent surveys reveal a signi,cant decrease in the prevalence of corporal punishments and a high acceptance of the legal prohibition. In particular, awareness of the legal limits of parental physical sanctions has increased signi,cantly. For these reasons, the prohibition of corporal punishment can be said to have had an impact on the reduction of family violence against children in Germany. Copyright © 2004 John Wiley & Sons, Ltd. [source] Ethics revisited in a society in transition: the case of the former East GermanyPUBLIC ADMINISTRATION & DEVELOPMENT, Issue 3 2002Jean-Claude Garcia-Zamor Since 1990, the German government has been demanding from the civil servants of the former East Germany a new adaptability and creativity that was never promoted in the GDR bureaucracy. The article analyses the change of ethics in the former East Germany after 1990. It looks at the development of the German civil service, discusses the economic disparity between East and West, and examines the ethical tradition in the former socialist country. It uses the case of the selection in 2001 of the city of Leipzig by BMW as the location of a new manufacturing plant as an illustration of the new goal-oriented activities of the present Eastern bureaucracy. More than 250 European cities were competing for the new plant, which will create over 10,000 jobs. The level of performance of the Leipzig bureaucracy in the BMW case reveals the new efficiency and professionalism of the former Eastern civil service. In addition to Leipzig, virtually all the local and state administrations from the former East Germany have developed a sense of the necessities of the time, including globalization.
