THIRD-PARTY ACCESS TO INFRASTRUCTURE: THE CASE OF THE MT NEWMAN RAIL LINE IN THE PILBARA

Australia is continuing to develop a legal and administrative framework for facilitating third party access to important infrastructure. This paper examines the workings of the organisation charged with assessing requests for access,the National Competition Council,in the context of the Council's Final Recommendation on an application by the Fortescue Metals Group for access to the Mt Newman Rail Line, owned and operated by BHP Billiton Iron Ore. The discussion draws on submissions to the Council and the recent literature on rail access in order to critique this decision. It concludes by observing that further research is needed to develop a methodology for a more formal approach to determining certain key questions. [source]


Adoption and evaluation issues of automatic and computer aided indexing systems

This panel will present an overview of the state-of-the-art in automatic and computer aided indexing systems, and focus on discussion of the factors that influence the success of the implementation of these system as well as the criteria for evaluation. We also will present several case studies of operational systems such as the Indexing Initiative at the National Library of Medicine, the American Water Works Association, the IEEE and ASIS&T Digital Library. Physical activity recommendations for older Australians

Aim:, The aim of this research was to produce evidence-based recommendations on physical activity designed to improve and maintain the health of older Australians. Methods:, The authors reviewed existing guidelines and consensus statements, systematic reviews, meta-analyses and research articles. Draft recommendations were circulated to stakeholder agencies and to an expert advisory group. Final recommendations were then forwarded to the Commonwealth Department of Health and Ageing for Ministerial approval. Results:, The physical activity recommendations for older Australians complement the current National Physical Activity Guidelines for adults and the American College of Sports Medicine and American Heart Association recommendations for older adults. The recommendations provide advice developed specifically for older Australians. Conclusion:, Although the recommendations may be manifested in different ways, according to specific populations or settings, they apply to older people across all levels of health and have application to community dwelling people and those in residential care accommodation. An expert system for lighting energy management in public school facilities

Abstract: Lighting accounts for a large part of the energy expenses of a facility, ranging from 40% to 60% of the total energy cost. Therefore, it represents a critical factor to consider in any energy management program. Lighting audits involve complex energy calculations, such as the estimation of light intensity per square unit area, quality of illumination, and required number of light sources to obtain an adequate illumination level in the facility. In this paper we discuss the development and implementation of an easy-to-use expert system for lighting energy management in public schools. The prototype computer-based system can evaluate 11 different areas of a school facility, and it can identify suitable lighting solutions from 17 distinct bulb types and 38 ballast types. The system determines a facility's required number of bulbs, and it performs the cost and saving analysis of its final recommendation. The constructed expert system was successfully validated by two human experts through two case studies, involving the evaluation of a conventional classroom and a medium-size office. [source]


A multigranular linguistic content-based recommendation model

Recommendation systems are a clear example of an e-service that helps the users to find the most suitable products they are looking for, according to their preferences, among a vast quantity of information. These preferences are usually related to human perceptions because the customers express their needs, taste, and so forth to find a suitable product. The perceptions are better modeled by means of linguistic information due to the uncertainty involved in this type of information. In this article, we propose a content-based recommendation model that will offer a more flexible context to improve the final recommendations where the preferences provided by the sources will be modeled by means of linguistic variables assessed in different linguistic term sets. The proposal consists of offering a multigranular linguistic context for expressing the preferences instead of forcing users to use a unique scale. Then the content-based recommendation model will look for the most suitable product(s), comparing them with the customer(s) information according to its resemblance. © 2007 Wiley Periodicals, Inc. Conceptual Models of Health Behavior: Research in the Emergency Care Settings

Abstract This article provides recommendations for incorporating conceptual models of health behavior change into research conducted in emergency care settings. The authors drafted a set of preliminary recommendations, which were reviewed and discussed by a panel of experienced investigators attending the 2009 Academic Emergency Medicine consensus conference. The original recommendations were expanded and refined based on their input. This article reports the final recommendations. Three recommendations were made: 1) research conducted in emergency care settings that focuses on health behaviors should be grounded in formal conceptual models, 2) investigators should clearly operationalize their outcomes of interest, and 3) expected relations between theoretical constructs and outcomes should be made explicit prior to initiating a study. A priori hypothesis generation grounded in conceptual models of health behavior, followed by empirical validation of these hypotheses, is needed to improve preventive and public health,related interventions in emergency care settings. Recommendations from the Society for Academic Emergency Medicine (SAEM) Taskforce on Women in Academic Emergency Medicine

Abstract The Society for Academic Emergency Medicine (SAEM) convened a taskforce to study issues pertaining to women in academic emergency medicine (EM). The charge to the Taskforce was to "Create a document for the SAEM Board of Directors that defines and describes the unique recruitment, retention, and advancement needs for women in academic emergency medicine." To this end, the Taskforce and authors reviewed the literature to highlight key data points in understanding this issue and made recommendations for individuals at four levels of leadership and accountability: leadership of national EM organizations, medical school deans, department chairs, and individual women faculty members. The broad range of individuals targeted for recommendations reflects the interdependent and shared responsibility required to address changes in the culture of academic EM. The following method was used to determine the recommendations: 1) Taskforce members discussed career barriers and potential solutions that could improve the recruitment, retention, and advancement of women in academic EM; 2) the authors reviewed recommendations in the literature by national consensus groups and experts in the field to validate the recommendations of Taskforce members and the authors; and 3) final recommendations were sent to all Taskforce members to obtain and incorporate additional comments and ensure a consensus. This article contains those recommendations and cites the relevant literature addressing this topic. [source]
