    ABSTRACT: Effects of climate change are likely to be detected in nearly all sectors and regions of the economy, with both winners and losers. One of the consequences of climatic changes could be altered regional water supplies. This paper presents an investigation of regional agricultural implications of changes in water availability. Specifically, using a profit maximization approach, the economic consequences of altered water availability in the Great Basin of Nevada are analyzed in terms of the effects on net returns of agricultural producers. Under the scenarios analyzed in this paper, it is found that with adequate water systems, increase in streamflow and consequent increase in water availability could significantly benefit agricultural producers of this region. Net returns to irrigators could increase by 8 to 13 percent, not taking into account the possibility of changes in crop yields and prices. It is also shown that the benefits from increased water availability are sensitive to likely crop yield and price changes. The potential for adverse effects of climatic changes on water supply is also considered by analyzing the effects of decreased water availability. Under decreased water availability scenarios, farmer net returns decrease substantially. [source]


    WATER EXCHANGES: TOOLS TO BEAT EL NIÑO CLIMATE VARIABILITY IN IRRIGATED AGRICULTURE,

    ABSTRACT: Using a case study of the Yakima River Valley in Washington State, this paper shows that relatively simple tools can be used to forecast the impact of the El Niño phenomenon on water supplies to irrigated agriculture, that this information could be used to estimate the significantly shifted probability distribution of water shortages in irrigated agriculture during El Niño episodes, and that these shifted probabilities can be used to estimate the value of exchanges of water between crops to relieve some of the adverse consequences of such shortages under western water law. Further, recently devised water-trading tools, while not completely free under western water law to respond to forecasted El Niño episodes (ocean circulation patterns), are currently being employed during declared drought to reduce the devastating effects of water shortages in junior water districts on high valued perennial crops. Additional institutional flexibility is needed to take full advantage of climate forecasting, but even current tools clearly could prove useful in controlling the effects of climate variability in irrigated agriculture. Analysis shows the significant benefit of temporarily transferring or renting water rights from low-value to high-value crops, based on El Niño forecasts. [source]


    MEASURING THE COSTS OF REALLOCATING WATER FROM AGRICULTURE: A MULTI-MODEL APPROACH

    ABSTRACT. Increasing demand for water by environmental interests, coupled with the diminishing prospects for constructing new water diversion projects, is forcing farmers in the western United States to cope with reduced surface water deliveries. The cost of improving instream water quality by reducing agricultural diversions is shown to depend mainly on how the supply reductions are allocated among users and on the extent of water trading. A central contribution of this paper is a methodology for measuring the impacts of water supply policy reforms on irrigated agriculture. The paper nests three empirical models in a general conceptual framework. The models differ in terms of their degree of detail and assumptions about input substitution. By comparing model results, it is possible to place bounds on the consequences of policy changes, and to identify critical factors determining economic impacts. The models are applied to the problem of improving water quality in the San Francisco Bay/Delta estuary. [source]

    O11; O13; O41; Q18 The agricultural sector of Sri Lanka reacted sharply to the highly contentious policy reforms called Structural Adjustment Programs. We used a four-sector general equilibrium model under a growth accounting approach to find out the effect of the policy (exogenous) variable on the target (endogenous) variable. Here, we considered only the most important variables, and the overall results indicate that policy changes are favorable to overall agricultural development, although their effect on the domestic food sector is negative. The most serious negative determinant under the policy changes relates to fertilizer, and our study indicates that fertilizer prices considerably affect agricultural production; it especially has a negative effect on domestic food production. Second, this paper analyzes the impact of nonagricultural price, finding that it positively helped the development of overall agriculture. Third, agricultural exports increased under the new policy reforms and made large contributions to agricultural production. [source]

    This article seeks to contribute to efforts toward the identification and critical analysis of sustainable community-based initiatives that could help to ameliorate the impact of the global food crisis in developing countries. To do so, we present a discussion of a sustainable agriculture program in Lesotho, in sub-Saharan Africa. We contextualize the discussion in the framework of both the food crisis and the HIV/AIDS pandemic, both of which are taking a major toll in Lesotho. We then present a brief discussion of some of our anthropological contributions to the work of an NGO that is implementing sustainable agriculture initiatives in periurban areas of Lesotho where households are at high risk for food insecurity.     Local Food, Local Engagement: Community-Supported Agriculture in Eastern Iowa

    Abstract This paper examines some of the daily realities of operating a Community-Supported Agriculture (CSA) farm in eastern Iowa and addresses the concept of community among growers. Popular depictions of local foods systems often emphasize the close relationships that develop between producers and consumers. This picture, however, may gloss over the necessary complexities of a healthy local food system. CSA has been promoted as a direct marketing strategy for small-scale growers and touted as a way of developing positive relationships between producers and consumers. Nevertheless, it is also important to understand that successful CSA initiatives are often reliant on a broad network of support that includes more than just growers and eaters. Ethnographic descriptions of CSA farms presented here show how involvement by media and other organizations contribute to successful CSAs as well as an overall concept of "civic agriculture." These descriptions also show that access to affordable, reliable labor tends to be among the greatest challenges for CSA growers. [source]

    Using Farmers' Preferences to Assess Development Policy: A Case Study of Uganda

    As part of ongoing economic reforms, the Ugandan government implemented the Plan for the Modernisation of Agriculture (PMA) targeted at reducing rural poverty. This article demonstrates the application of a stated preference method using a choice experiment conducted in 9 sub-counties to assess farmers' preferences for adaptation options and identify areas of the PMA requiring reform to improve its effectiveness. This research shows the importance of microfinance, agricultural extension systems and basic education in farmers' adaptation decisions, and highlights a crucial need to improve local engagement in decision-making. A potentially problematic contradiction between farmers' preferences and some interventions proposed under the PMA is identified. [source]

(iii) Meaningful concessions on special and differential treatment will be necessary to satisfy the interests of both exporters and importers, especially on the scope to be allowed for tariff protection to domestic food production.     Sector Programme Approaches: Will They Work in Agriculture?

    This article explores why sector-wide approaches, in which donor funds support a single sector plan under government leadership, have performed less well in agriculture than in the social sectors. Many problems stem from the more limited, more contested and shrinking role of the state in the agricultural sector. It is also argued that sector programmes have worked best where the key constraints on sector development are the responsibility of a single ministry, whereas agricultural development requires co-ordinated interventions across sectors. The sector approach may have a limited role in delivering better focused agricultural services, but fundamental policy questions need to be resolved first. This is more likely if support for reforms is channelled through central economic ministries and other bodies outside the agriculture ministry. [source]


    Global factors shaping the future of food aid: the implications for WFP

    Food aid is a key component of a humanitarian response but its use in other programming contexts is subject to numerous criticisms. Even in humanitarian emergencies food aid is often late, unreliable and out of proportion to other elements of the response. Three major factors will shape the future of food aid. First, mechanisms of food aid governance are being reviewed and may undergo major changes,particularly the Food Aid Convention now that hopes have diminished for an Agreement on Agriculture at the World Trade Organisation. The second significant factor is donor agency trends. Overall levels of food aid have dropped fairly steadily in recent decades and there are several discernible trends in resource allocation, procurement and the use of food aid. The third factor is an emerging body of best practice that will define acceptable standards of food aid programming in the future. [source]


    Landscape composition and vole outbreaks: evidence from an eight year study of Arvicola terrestris

    This study investigates the relationships between landscape composition and the population dynamics of the fossorial water vole Arvicola terrestris. Land use patterns were studied based on agricultural and forestry data from the French Ministry of Agriculture collected in 1955 and 1988. In the Massif Central, France, water vole populations were monitored from 1985 to 1993 by using index methods. Outbreaks of water vole populations occurred in many dispersed epicentres and spread suddenly and widely over > 7500 km2. At a regional scale, the fluctuation lasts six years on average with an outbreak period lasting from two to three years. Density variation patterns are positively correlated with the proportion of permanent grassland to agricultural land. A high risk of outbreak is linked to a high proportion of permanent grassland (over 90%), whereas a low risk of outbreak is linked to a proportion of < 80%, Conversely, density variation patterns are negatively correlated with the proportion of temporary grassland to agricultural land and with the proportion of forest to total land in the western (major) part of the study area. Temporary grassland thus appears to be a marginal habitat for water voles and extensive forests could act as a brake on outbreaks. The increase in the area of permanent grassland from 1955 to 1988 was apparently the major cause of chronic high densities of water voles. Therefore, land use and landscape management could be one way to control water vole outbreaks. [source]

    Abstract The series of biennial United States (US) National Water Quality Inventory surveys shows no reduction in the percentage of degraded miles of streams since the early 1990s despite an exponential increase in river restoration projects to improve water quality, enhance in-stream habitat and manage the riparian zone. This may suggest that many river restoration projects fail to achieve their objectives. This is partly due to a lack of understanding of the dynamics of the degraded riverine system and its interaction with the riparian zone. These projects could, therefore, benefit from using proven models of stream and riparian processes to guide restoration design and to evaluate indicators of ecological integrity. The US Department of Agriculture has developed two such models: the channel evolution computer model CONCEPTS and the riparian ecosystem model REMM. These models have been integrated to evaluate the impact of edge-of-field and riparian conservation measures on stream morphology and water quality. Vegetative riparian conservation measures are commonly used to stabilize failing streambanks. The shear strength of bank soils is greatly affected by the degree of saturation of the soils and root reinforcement provided by riparian vegetation. The integrated model was used to study the effectiveness of woody and herbaceous riparian buffers in controlling streambank erosion of an incised stream in northern Mississippi. Comparison of model results with observations showed that pore-water pressures are accurately predicted in the upper part of the streambank, away from the groundwater table. Simulated pore-water pressures deviate from those observed lower in the streambank near the phreatic surface. These discrepancies are mainly caused by differences in the simulated location of the phreatic surface and simulated evapotranspiration in case of the woody buffer. The modelling exercise further showed that a coarse rooting system, e.g. as provided by trees, significantly reduced bank erosion rates for this deeply incised stream.     Abstract: Agriculture dominated the culture and economy of Hawaii until the mid-twentieth century, but has since been in a prolonged state of decline. This article examines strategies in Hawaii's diversified agriculture that seek to revitalize its agrarian sector and the difficult challenges these efforts face within the globalized agrofood systems. Drawing from the actor-network perspective, this article suggests an alternative approach to developing Hawaii's diversified agriculture. Networks of social actors that include growers, processors, gourmet chefs, retailers, and consumers have been able to create viable diversified agriculture in spite of the globalized agrofood systems. The article then discusses how the politics of land use and land development could condition Hawaii's ability to build networks that are critical to the maintenance of a diversified agricultural sector.     Rural Europe reshaped: the economic transformation of upland regions, 1850,20001

    Agriculture is no longer the main sector in the economy of rural Europe. Based on a comparative analysis of nine upland areas from five different countries (Scotland, Switzerland, France, Italy, and Spain), this article argues that, contrary to the claims of most social science work on ,rural restructuring', the decline of agriculture in the rural economy should be understood from a long-term perspective and in relation to European industrialization, rather than as a recent process linked to postmodern dynamics. In fact, widely diverging paths of rural change during industrialization similarly imply occupational change. [source]


    Comparison of missing value imputation methods for crop yield data

    Abstract Most ecological data sets contain missing values, a fact which can cause problems in the analysis and limit the utility of resulting inference. However, ecological data also tend to be spatially correlated, which can aid in estimating and imputing missing values. We compared four existing methods of estimating missing values: regression, kernel smoothing, universal kriging, and multiple imputation. Data on crop yields from the National Agricultural Statistical Survey (NASS) and the Census of Agriculture (Ag Census) were the basis for our analysis. Our goal was to find the best method to impute missing values in the NASS datasets. For this comparison, we selected the NASS data for barley crop yield in 1997 as our reference dataset. We found in this case that multiple imputation and regression were superior to methods based on spatial correlation. Universal kriging was found to be the third best method.     Summary A Competitive, Sustainable and Diverse Agriculture: A View of the CAP Beyond 2013 New challenges make clear that past achievements of the CAP cannot be taken for granted. A strong European agricultural policy remains necessary after 2013, at the service of Europe's citizens and agricultural sector. However, in order to realise the vision embedded in the European agricultural model, the CAP will have to evolve. Beyond dealing with the negative consequences of the economic crisis, more attention should go to competitiveness and entrepreneurship. The functioning of the supply chain should be improved leading to a fairer distribution of costs and benefits. Producer organisations should be expanded and strengthened. Work is needed to put into practice the concept of green growth and to explore the synergy between the demand for public goods and the need for higher farm income. An improved system of direct support remains justified, to compensate for extra costs and to stabilise income. The CAP post-2013 should offer a strong EU framework, able to meet shared challenges, with clear objectives and sufficient funding. Within that framework, diversity is a fact, and regions should be able to deploy CAP policies and funds in a more flexible way to accommodate local needs and problems and to be able to react to changing circumstances. De par l'apparition de nouveaux défis, il est clair que les réalisations antérieures de la PAC ne peuvent être considérées comme acquises.Une politique agricole européenne forte, au service des citoyens et du secteur agricole de l'Europe, reste indispensable après 2013. Cependant, pour concrétiser la vision comprise dans le modèle agricole européen, la PAC devra évoluer. Au-delà du traitement des conséquences négatives de la crise économique, l'attention doit se porter davantage sur la compétitivité et l'esprit d'entreprise. Il faudrait améliorer le fonctionnement de la filière de l'offre pour obtenir une répartition des coûts et des avantages plus équitable. Les organisations de producteurs devraient se développer et se renforcer. Des travaux sont nécessaires pour mettre en pratique le concept de croissance verte et pour étudier les synergies entre la demande de biens d'intérêt public et le renforcement nécessaire des revenus agricoles. Un système de soutien direct amélioré reste justifié, pour compenser les coûts supplémentaires et stabiliser les revenus. Es muss viel getan werden, um das Konzept des Grünen Wachstums umzusetzen und die Synergien zwischen der Nachfrage nach öffentlichen Gütern und der Notwendigkeit für höhere Einkommen in der Landwirtschaft zu untersuchen. Ein verbessertes System für die Direktzahlungen ist nach wie vor gerechtfertigt, um zusätzliche Kosten auszugleichen und die Einkommen zu stabilisieren. Nach 2013 sollte die GAP einen stabilen EU-Rahmen bieten, um den gemeinsamen Herausforderungen mit klaren Zielen und ausreichender Finanzierung begegnen zu können.     Summary Agricultural and Rural Development in China: Achievements and Challenges China has made great advances in its agricultural and rural development since the reforms and opening-up that began in 1978. It has not only fed its population of 1.3 billion, but has also contributed to international agricultural development and food security. Agricultural production registered great development, providing sufficient food and clothes for 21 per cent of the world's population with 9 per cent of the arable land. In the process farmers' living standards improved remarkably and rural public utilities and services were greatly enhanced. China is now in a key transition period of accelerating the transformation and modernisation of traditional agriculture and rural society. It is facing significant challenges. Agriculture is still one of the weakest industries in China and it is proving difficult to sustain increases in grain output and farmers' incomes. The problems of uneven development in rural areas have become increasingly prominent and the gap between urban and rural development is tending to widen. The Chinese government will respond strategically to these challenges and will firmly pursue the construction of a new efficient and sustainable socialist countryside, along the path of modernisation with Chinese characteristics. It will also make greater contributions to world agriculture and rural development. Les progrès de la Chine en termes de développement agricole et rural depuis le début des réformes et l'ouverture en 1978 ont été considérables. Non seulement le pays a nourrit une population de 1.3 millions d'habitants mais il a contribué au développement et à la sécurité alimentaire au niveau international. La production agricole a fortement augmenté et a fournit suffisamment de nourriture et de vêtements à 21 pour cent de la population du monde avec 9 pour cent des terres cultivables. Ce processus s'est accompagné d'une hausse considérable du niveau de vie des agriculteurs et d'une grande amélioration des services publics dans les zones rurales. La Chine est maintenant à un moment clé de sa période de transition, caractérisé par une accélération de la transformation et de la modernisation de l'agriculture et de la société rurale traditionnelles. Die Agrarproduktion wurde erheblich ausgeweitet und deckt nun 21 Prozent des weltweiten Bedarfs an Lebensmitteln und Kleidung bei gerade einmal 9 Prozent der Weltackerfläche. Dabei haben sich die Lebensbedingungen für die Landwirte sowie das Angebot an öffentlichen Einrichtungen und Dienstleistungen im ländlichen Raum deutlich verbessert. China durchläuft gerade eine wichtige Übergangsphase, in der sich der Wandel und die Modernisierung der traditionellen Landwirtschaft und der Landbevölkerung noch schneller vollziehen, und steht großen Herausforderungen gegenüber. Die Landwirtschaft ist nach wie vor einer der schwächsten Sektoren in China, und es erweist sich als schwierig, die Steigerungsraten bei der Getreideerzeugung und den Einkommen in der Landwirtschaft aufrecht zu erhalten. Die Probleme der ungleichmäßigen Entwicklung in ländlichen Gebieten werden immer offensichtlicher, und die Kluft zwischen städtischer und ländlicher Entwicklung droht sich auszuweiten. Die chinesische Regierung wird diesen Herausforderungen strategisch begegnen und , ganz im Sinne einer Modernisierung mit chinesischen Merkmalen , daran festhalten, einen neuen sozialistischen ländlichen Raum effizient und nachhaltig zu gestalten.     Summary A Competitive European Agriculture Designed for the Citizens , Romania's Perspective In the coming months and years the European Union has to make fundamental choices for the future of agriculture, food, landscape and quality of life within its whole territory. These choices have now to be made for 27 Member States, which together give a new configuration to the Community. Poland and Romania together now represent nearly half of the total active population involved in EU agriculture. European agriculture has to be multifunctional, competitive not only for the market but also for citizens, as an economic activity that uses and manages renewable resources of public interest. Higher competitiveness inevitably leads to restructuring and modernisation of the agro-food sector in the New Member States. This must be achieved gradually to avoid a negative social impact, through a rural development policy supporting job creation outside agriculture. Romanian agriculture employs about 30 per cent of the country's active population and half of the country's population live in rural areas. Romania, therefore, aims to preserve a substantial CAP budget to promote investment in agriculture and quality of life in rural areas. It is in the interest of the whole EU to ensure not just proper use of the productive potential of Romanian agriculture but also economic development of the Romanian countryside. Au cours des prochains mois et des prochaines années, l'Union européenne doit faire des choix fondamentaux quant à l'avenir de l'agriculture, de l'alimentation et de la qualité de vie sur l'ensemble de son territoire. Ces choix relèvent actuellement de 27 état membres qui, ensemble, donnent à la communauté une nouvelle configuration. Actuellement, la Pologne et la Roumanie représentent à elles deux pratiquement la moitié de la population agricole de l'Union européenne. L'agriculture européenne doit être multifonctionnelle et compétitive, pas seulement pour les marchés mais aussi pour les citoyens, en tant qu'activitééconomique qui utilise et gère des ressources renouvelables d'intérêt public. La hausse de la compétitivité entraînera inévitablement une restructuration et une modernisation du secteur agro-alimentaire dans les nouveaux états membres. Ce processus doit être progressif pour éviter des conséquences sociales négatives, et il doit s'accompagner d'une politique de développement rural pour promouvoir la création d'emplois hors du secteur agricole. L'agriculture roumaine emploie environ 30 pour cent de la population active nationale et la moitié de la population du pays vit dans des zones rurales. La Roumanie compte donc utiliser une grande partie du budget de la PAC pour la promotion des investissements dans le secteur agricole et l'amélioration de la qualité de vie dans les zones rurales. Il est dans l'intérêt de l'ensemble de l'Union européenne de s'assurer non seulement que le potentiel productif agricole de la Roumanie est correctement utilisé mais également que la campagne roumaine se développe économiquement. Zur Vermeidung negativer Auswirkungen auf die Gesellschaft muss dies schrittweise durch eine Politik zur Entwicklung des ländlichen Raums erfolgen, die Arbeitsplätze außerhalb der Landwirtschaft fördert. In Rumänien sind 30 Prozent der Erwerbstätigen in der Landwirtschaft tätig, und die Hälfte der Bevölkerung lebt im ländlichen Raum. Daher ist Rumänien daran gelegen, weiterhin einen hinreichend großen Haushalt für die GAP zu erhalten, um Investitionen in die Landwirtschaft und die Lebensqualität im ländlichen Raum zu fördern.     Toward a US Shift from Agricultural to Rural Development Policy: Forces of Challenge and Change On the 5th of November 2007, Iowa Senator Tom Harkin, Chairman of the US Senate Committee on Agriculture, Forestry and Nutrition, in opening the floor debate on the 2007 Farm Bill, urged a new US commitment to rural policy, keeping in mind that nearly 85 per cent of total farm household income is now generated off-farm. Recent institutional developments, moreover, evidence the success of a decade-long effort to increase focus on the rural development Title of the Farm Bill. One result was the formation of the Alliance for Sensible Agriculture Policies (ASAP), a loose federation of over 30 national organizations, representing the entire political spectrum. It remains highly active in support of Farm Bill reform. Currently, the Senate Bill contains a US$ 400 million increase in mandatory rural development funding. As we move toward an end-game, however, members of both the Senate and the House of Representatives will face the unbridled power of commodity organizations. It is likely that this will again overwhelm public sentiment and wise public choice. Despite overwhelming odds, a new commitment to a more innovative rural policy framework is emerging in the United States. I believe that this Farm Bill will ultimately be viewed as the beginning of a landscape-changing legislative framework for rural people and places in America. Die Allianz setzt sich immer noch sehr für die Reform des Landwirtschaftsgesetzes ein. Derzeit sieht das Gesetz im Senat eine Budgeterhöhung von $ 400 Millionen zur Finanzierung der verbindlichen Entwicklung des ländlichen Raums vor. Da wir jedoch auf die Endphase zusteuern, werden sowohl Mitglieder des Senats als auch des Abgeordnetenhauses der ungezügelten Macht der Rohstofforganisationen gegenüberstehen. Wahrscheinlich wird dies wieder einmal die Stimmung und die weise Entscheidung der Öffentlichkeit maßgeblich beeinflussen. Ungeachtet dessen entwickelt sich in den USA zurzeit ein neues Engagement hin zu einem innovativeren Rahmenprogramm in Bezug auf die Politik des ländlichen Raums. Ich bin der Ansicht, dass dieses Landwirtschaftsgesetz der Landbevölkerung als Zeitpunkt des Landschaftswechsels in Erinnerung bleiben wird. [source]
