Coulter ABSTRACT: Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Inner Bluegrass Region of Kentucky where urban development is changing formerly rural watersheds into urban and mixed use watersheds. In watersheds where land use is mixed, the relative contributions of NPS pollution from rural and urban land uses can be difficult to separate. To better understand NPS pollution sources in mixed use watersheds, surface water samples were taken at three sites that varied in land use to examine the effect of land use on water quality. Within the group of three watersheds, one was predominately agriculture (Agricultural), one was predominately urban (Urban), and a third had relatively equal representation of both types of land uses (Mixed). Nitrogen (N), phosphorus (P), total suspended solids (TSS), turbidity, pH, temperature, and streamflow were measured for one year. Comparisons are made among watersheds for concentration and fluxes of water quality parameters. Nitrate and orthophosphate concentrations were found to be significantly higher in the Agricultural watershed. Total suspended solids, turbidity, temperature, and pH, were found to be generally higher in the Urban and Mixed watersheds. No differences were found for streamflow (per unit area), total phosphorus, and ammonium concentrations among watersheds. Fluxes of orthophosphate were greater in the Agricultural watershed that in the Urban watershed while fluxes of TSS were greater in the Mixed watershed when compared to the Agricultural watershed. Fluxes of nitrate, ammonium, and total phosphorus did not vary among watersheds. It is apparent from the data that Agricultural land uses are generally a greater source of nutrients than the Urban land uses while Urban land uses are generally a greater source of suspended sediment. Hertel SUMMARY WTO agricultural reforms Rich countries' agricultural trade policies are the battleground on which the future of the WTO's troubled Doha Round will be determined. Subject to widespread criticism, they nonetheless appear to be almost immune to serious reform, and one of their most common defences is that they protect poor farmers. Our findings reject this claim. The analysis conducted here uses detailed data on farm incomes to show that major commodity programmes are highly regressive in the US, and that the only serious losses under trade reform are among large, wealthy farmers in a few heavily protected sub-sectors. In contrast, analysis using household data from 15 developing countries indicates that reforming rich countries' agricultural trade policies would lift large numbers of developing country farm households out of poverty. In the majority of cases these gains are not outweighed by the poverty-increasing effects of higher food prices among other households. Agricultural reforms that appear feasible, even under an ambitious Doha Round, achieve only a fraction of the benefits for developing countries that full liberalization promises, but protect the wealthiest US farms from most of the rigors of adjustment. It has not only fed its population of 1.3 billion, but has also contributed to international agricultural development and food security. Agricultural production registered great development, providing sufficient food and clothes for 21 per cent of the world's population with 9 per cent of the arable land. In the process farmers' living standards improved remarkably and rural public utilities and services were greatly enhanced. China is now in a key transition period of accelerating the transformation and modernisation of traditional agriculture and rural society. It is facing significant challenges. Agriculture is still one of the weakest industries in China and it is proving difficult to sustain increases in grain output and farmers' incomes. The problems of uneven development in rural areas have become increasingly prominent and the gap between urban and rural development is tending to widen. The Chinese government will respond strategically to these challenges and will firmly pursue the construction of a new efficient and sustainable socialist countryside, along the path of modernisation with Chinese characteristics. It will also make greater contributions to world agriculture and rural development. Fluharty Toward a US Shift from Agricultural to Rural Development Policy: Forces of Challenge and Change On the 5th of November 2007, Iowa Senator Tom Harkin, Chairman of the US Senate Committee on Agriculture, Forestry and Nutrition, in opening the floor debate on the 2007 Farm Bill, urged a new US commitment to rural policy, keeping in mind that nearly 85 per cent of total farm household income is now generated off-farm. Recent institutional developments, moreover, evidence the success of a decade-long effort to increase focus on the rural development Title of the Farm Bill. One result was the formation of the Alliance for Sensible Agriculture Policies (ASAP), a loose federation of over 30 national organizations, representing the entire political spectrum. It remains highly active in support of Farm Bill reform. Currently, the Senate Bill contains a US$ 400 million increase in mandatory rural development funding. As we move toward an end-game, however, members of both the Senate and the House of Representatives will face the unbridled power of commodity organizations. It is likely that this will again overwhelm public sentiment and wise public choice. Despite overwhelming odds, a new commitment to a more innovative rural policy framework is emerging in the United States. I believe that this Farm Bill will ultimately be viewed as the beginning of a landscape-changing legislative framework for rural people and places in America. [source] The effect of land use on dissolved organic carbon and nitrogen uptake in streamsFRESHWATER BIOLOGY, Issue 11 2009LAURA T. JOHNSON Summary 1. Agricultural and urban land use may increase dissolved inorganic nitrogen (DIN) concentrations in streams and saturate biotic nutrient demand, but less is known about their impacts on the cycling of organic nutrients. To assess these impacts we compared the uptake of DIN (as ammonium, NH4+), dissolved organic carbon (DOC, as acetate), and dissolved organic nitrogen (DON, as glycine) in 18 low-gradient headwater streams in southwest Michigan draining forested, agricultural, or urban land-use types. Over 3 years, we quantified uptake in two streams in each of the three land-use types during three seasons (spring, summer and autumn). 2. We found significantly higher NH4+ demand (expressed as uptake velocity, Vf) in urban compared to forested streams and NH4+Vf was greater in spring compared to summer and autumn. Acetate Vf was significantly higher than NH4+ and glycine Vf, but neither acetate nor glycine Vf were influenced by land-use type or season. 3. We examined the interaction between NH4+ and acetate demand by comparing simultaneous short-term releases of both solutes to releases of each solute individually. Acetate Vf did not change during the simultaneous release with NH4+, but NH4+Vf was significantly higher with increased acetate. Thus, labile DOC Vf was not limited by the availability of NH4+, but NH4+Vf was limited by the availability of labile DOC. In contrast, neither glycine nor NH4+Vf changed when released simultaneously indicating either that overall N-uptake was saturated or that glycine and NH4+ uptake were controlled by different factors. 4. Our results suggest that labile DOC and DON uptake can be equivalent to, or even higher than NH4+ uptake, a solute known to be highly bioreactive, but unlike NH4+ uptake, may not differ among land-use types and seasons. Moreover, downstream export of nitrogen may be exacerbated by limitation of NH4+ uptake by the availability of labile DOC in headwater streams from the agricultural Midwestern United States. Further research is needed to identify the factors that influence cycling of DOC and DON in streams. Nelson James Madison's 1818 Address to the Albemarle Agricultural Society offers new insight into the diverse historiography of agricultural reform in the American South. Madison described a planet with limited resources, accused Virginia farmers of wasting what little they had, and offered suggestions for ways to intensify cultivation. Many scholars have analyzed the southern agricultural reform crusade, but differ widely on whether it was successful, and the reasons why. Madison tried to balance high farming with southern independence. Southern farming could not imitate modern agriculture from England and the Northeastern states because of the region's ecological distinctiveness. Madison was reluctant to risk tested adaptations by importing to crops, animals, and fertilizers. Southern farmers reflected his ecological conservatism, and the movement for reform stalled. Although recognized as central to British agrarian policies in India, its wider impact and significance have been insufficiently explored. Aesthetic taste, moral judgement and botanical enthusiasm combined with more strictly economic criteria to give an authority to the idea of improvement that endured into the middle decades of the nineteenth century. Concern for improvement also reflected dissatisfaction with India's apparent poverty and deficient material environment; it helped stimulate data-collection and ambitious schemes of agrarian transformation. A precursor of later concepts of development, not least in its negative presumptions about India and the search for external agencies of change, improvement yet shows many of the false starts and intrinsic limitations early attempts to transform rural India entailed. This article reassesses the significance of improvement in the first half of the nineteenth century in India, especially as illustrated through contemporary travel literature and through the aims and activities of the Agricultural and Horticultural Society of India. Estimates of the effects of liberalising current agricultural trade restrictions indicate an approximately $385 billion increase in global welfare, with the disproportionate share of the benefit being enjoyed by developing countries. In response to difficulties in adopting agricultural trade reforms, individual groups of countries have formed multiple bilateral and regional preferential trade agreements (PTA) to enhance trade among members. Few sectoral analyses exist of the effects on agricultural and food product trade of PTAs. This research uses a gravity model to isolate the effects of various PTAs on both intra- and extra-bloc agricultural and food product trade for three time periods: 1995, 2000 and 2004. Findings strongly support PTA benefits in terms of increased intra-bloc trade in both sectors. The findings also generally support trade creation in agricultural products. PTA membership was also associated with food trade creation in most cases, although diversion was observed for several associations composed primarily of developing countries. [source] Tariff Peaks for Agricultural and Food Products: their Incidence and Alternatives for their RemovalJOURNAL OF AGRICULTURAL ECONOMICS, Issue 1 2002Javier Fernández The aim of the paper is the analysis of the current market access situation in global agricultural markets for the post-Uruguay Round period. It identifies those commodity groups in the food and agricultural sector for which tariff peaks exist, and examines how various tariff-cutting formulae would affect their levels. The related issues of tariff complexity and of the administration of Tariff Rate Quotas are also reviewed here. Results show that the implementation of the Uruguay Round agreement has not significantly reduced agricultural protection, since high tariff peaks and nontransparent tariff structures still persist. A repetition of the Uruguay Round cuts would not solve the problem of high protection levels either, and only the introduction of more aggressive harmonising formulae could lead to a true liberalisation of world agricultural and food markets. Bach The economic impact of extending the Common Agricultural Policy to the Central and Eastern European countries (CEEC) has become a major issue in the European enlargement debate. This paper provides an assessment of the economy-wide effects of European enlargement using a global general equilibrium model where special attention is given to modelling the instruments of the Common Agricultural Policy, the Agenda 2000 proposal and the EU budget. The results indicate a substantial potential for increasing agricultural production in the CEEC. The EU budget will increase significantly and the transfers from EU taxpayers to farmers in the CEEC result in significant welfare gains in the new member countries. In spite of these important transfers the macroeconomic costs for the EU are found to be limited. [source] The Ozone Component of Global Change: Potential Effects on Agricultural and Horticultural Plant Yield, Product Quality and Interactions with Invasive SpeciesJOURNAL OF INTEGRATIVE PLANT BIOLOGY, Issue 4 2009Fitzgerald Booker The productivity, product quality and competitive ability of important agricultural and horticultural plants in many regions of the world may be adversely affected by current and anticipated concentrations of ground-level ozone (O3). Exposure to elevated O3 typically results in suppressed photosynthesis, accelerated senescence, decreased growth and lower yields. Various approaches used to evaluate O3 effects generally concur that current yield losses range from 5% to 15% among sensitive plants. There is, however, considerable genetic variability in plant responses to O3. To illustrate this, we show that ambient O3 concentrations in the eastern United States cause substantially different levels of damage to otherwise similar snap bean cultivars. Largely undesirable effects of O3 can also occur in seed and fruit chemistry as well as in forage nutritive value, with consequences for animal production. Ozone may alter herbicide efficacy and foster establishment of some invasive species. We conclude that current and projected levels of O3 in many regions worldwide are toxic to sensitive plants of agricultural and horticultural significance. Plant breeding that incorporates O3 sensitivity into selection strategies will be increasingly necessary to achieve sustainable production with changing atmospheric composition, while reductions in O3 precursor emissions will likely benefit world food production and reduce atmospheric concentrations of an important greenhouse gas. [source] Identity and Pathogenicity of Fungi Associated with Root and Crown Rot of Soft Red Winter Wheat Grown on the Upper Coastal Plain Land Resource Area of MississippiJOURNAL OF PHYTOPATHOLOGY, Issue 2 2000M. Gonzalez Seedling stand, disease severity and fungal incidence were determined from untreated ,Wakefield' soft red winter wheat planted on a Leeper silty clay loam in field tests conducted at the Mississippi Agricultural and Forestry Experiment Station, Plant Science Research Center, Mississippi State University, Starkville, Mississippi during the 1996,97 and 1997,98 growing seasons. Seedling stand was reduced by 40% each year in plots established with untreated seed. Cochliobolus sativus was the most frequently isolated fungus. Fusarium acuminatum, Fusarium equiseti and Fusarium solani were the most prevalent Fusarium spp. Seven other Fusarium spp. and 23 species of other fungal genera were isolated. Pathogenicity tests with three isolates each of C. sativus, Cochliobolus spicifer, F. acuminatum, F. solani, F. equiseti, Fusarium compactum, Embellisia chlamydospora and Microdochium bolleyi were performed in test tube culture and two isolates each of C. sativus, C. spicifer, F. acuminatum, E. chlamydospora and M. bolleyi under greenhouse conditions. In test tubes and in the greenhouse, seedlings infected with isolates of C. sativus developed seedling blight, discoloration and necrosis, primarily in seminal roots and crowns. In the greenhouse, C. sativus induced lesions on the lower leaf sheath and reduced seedling height, seedling emergence, dry and fresh weight of roots and shoots. Isolates of F. acuminatum, F. solani, F. equiseti, F. compactum, E. chlamydospora and M. bolleyi induced slight to moderate orange to light-brown discoloration of crown and seminal roots in test tubes. Cochliobolus spicifer isolates had the most pre-emergence activity, inducing black root discoloration and root pruning of wheat seedlings and reducing seedling emergence, root fresh weight and shoot dry weight. In the greenhouse, F. acuminatum reduced seedling height, seedling emergence and root and shoot dry weights. Microdochium bolleyi and E. chlamydospora reduced fresh and dry weight of roots, plant emergence and shoot dry weight. Fusarium acuminatum and C. spicifer reduced the growth rate of wheat seedlings. All fungi evaluated showed increased disease severity compared to the untreated control. The high frequency of isolation of C. sativus from crown and root tissues can be partially explained by the dry, warm conditions during the early stages of wheat seedling development in the Upper Coastal Plain Land Resource Area of Mississippi. Zusammenfassung Die Auflaufrate von Sämlingen, die Stärke des Krank-heitsbefalls sowie die Häufigkeit von Pilzarten wurden bei nicht behandelten roten Weichwinterweizen der Sorte Wakefield ermittelt, welche in einem Leeper schlammigen Tonboden an der Mississippi Agricultural & Forestry Experiment Station, Plant Science Research Center, Mississippi State University, Starkville, Mississippi in der 1996,97 und 1997,98 Saison gesät worden waren. In beiden Jahren wurde die Auflaufrate von nicht behandeltem Saatgut um 40% reduziert. Cochliobolus sativus wurde am häufigsten isoliert. Fusarium acuminatum, Fusarium equiseti und Fusarium solani waren die überwiegenden Fusarium spp. Außierdem wurden sieben weitere Fusarium spp. sowie 23 weitere Pilzarten isoliert. Pathogenitätstests mit je 3 Isolaten von C. sativus, Cochliobolus spicifer, F. acuminatum, F. solani, F. equiseti, Fusarium compactum, Embellisia chlamydospora und Microdochiumbolleyi wurden in Reagenzröhrchen durchgeführt, sowie mit je 2 Isolaten von C. sativus, C. spicifer, F. acuminatum, E. chlamydospora und M. bolleyi unter Gewächshausbedingungen. Sowohl in den Reagenzröhrchen als auch im Gewächshaus entwickelten Sämlinge, die mit C. sativus inokuliert worden waren, eine Fäule, Verfärbung sowie Nekrosis, hauptsächlich in den sekundären Wurzeln und in den Halmbasen. Unter Gewächshausbedingungen verursachte C. sativus außierdem Läsionen der unteren Blattscheide sowie eine Reduzierung des Sämlingswachstums, des Sämlingsauflaufs, des Trocken-und Frischgewichts der Wurzeln und Sprossen. Im Reagenzröhrchentest induzierten Isolate von F. acuminatum, F. solani, F. equiseti, F. compactum, E. chlamydospora und M. bolleyieine schwache bis mäßiige orange bis hell braune Verfärbung des Halmbasis und der Sekundärwurzeln. Isolate von C. spicifer besaßien die höchste Vorauflaufaktivität und induzierten eine Verschwärzung und Verkürzung der Wurzeln sowie eine Reduzierung des Sämlingsauflaufs, des Wurzelfrischgewichts sowie des Sproitrockengewichts. Unter Gewächshausbedingungen reduzierte F. acuminatum die Sämlingshöhe, die Auflaufrate sowie das Trockengewicht der Wurzeln und Sproien. Microdochium bolleyi und E. chlamydospora reduzierten das Frisch-und Trockengewicht der Wurzeln, die Auflaufrate sowie das Sproßitrockengewicht. Die Wachstumsrate der Sämlinge wurde durch F. acuminatum und C. spicifer reduziert. Alle untersuchten Pilzarten erhöhten die Befallsstärke verglichen mit der unbehandelten Kontrolle. Die hohe Isolierungsrate von C. sativus aus dem Halmbasis-und Wurzelgewebe kann zum Teil dadurch erklärt werden, dass während der Frühentwicklungsphase der Sämlinge trockene und warme Wachstumsbedingungen in diesem Gebiet herrschten. Coulter ABSTRACT: Water quality and nonpoint source (NPS) pollution are important issues in many areas of the world, including the Inner Bluegrass Region of Kentucky where urban development is changing formerly rural watersheds into urban and mixed use watersheds. In watersheds where land use is mixed, the relative contributions of NPS pollution from rural and urban land uses can be difficult to separate. To better understand NPS pollution sources in mixed use watersheds, surface water samples were taken at three sites that varied in land use to examine the effect of land use on water quality. Within the group of three watersheds, one was predominately agriculture (Agricultural), one was predominately urban (Urban), and a third had relatively equal representation of both types of land uses (Mixed). Nitrogen (N), phosphorus (P), total suspended solids (TSS), turbidity, pH, temperature, and streamflow were measured for one year. Comparisons are made among watersheds for concentration and fluxes of water quality parameters. Nitrate and orthophosphate concentrations were found to be significantly higher in the Agricultural watershed. Total suspended solids, turbidity, temperature, and pH, were found to be generally higher in the Urban and Mixed watersheds. No differences were found for streamflow (per unit area), total phosphorus, and ammonium concentrations among watersheds. Fluxes of orthophosphate were greater in the Agricultural watershed that in the Urban watershed while fluxes of TSS were greater in the Mixed watershed when compared to the Agricultural watershed. Fluxes of nitrate, ammonium, and total phosphorus did not vary among watersheds. It is apparent from the data that Agricultural land uses are generally a greater source of nutrients than the Urban land uses while Urban land uses are generally a greater source of suspended sediment. [source] Relatedness of Macrophomina phaseolina isolates from tallgrass prairie, maize, soybean and sorghumMOLECULAR ECOLOGY, Issue 1 2010A. A. SALEH Abstract Agricultural and wild ecosystems may interact through shared pathogens such as Macrophomina phaseolina, a generalist clonal fungus with more than 284 plant hosts that is likely to become more important under climate change scenarios of increased heat and drought stress. To evaluate the degree of subdivision in populations of M. phaseolina in Kansas agriculture and wildlands, we compared 143 isolates from maize fields adjacent to tallgrass prairie, nearby sorghum fields, widely dispersed soybean fields and isolates from eight plant species in tallgrass prairie. Isolate growth phenotypes were evaluated on a medium containing chlorate. Genetic characteristics were analysed based on amplified fragment length polymorphisms and the sequence of the rDNA-internal transcribed spacer (ITS) region. The average genetic similarity was 58% among isolates in the tallgrass prairie, 71% in the maize fields, 75% in the sorghum fields and 80% in the dispersed soybean fields. The isolates were divided into four clusters: one containing most of the isolates from maize and soybean, two others containing isolates from wild plants and sorghum, and a fourth containing a single isolate recovered from Solidago canadensis in the tallgrass prairie. Most of the sorghum isolates had the dense phenotype on media containing chlorate, while those from other hosts had either feathery or restricted phenotypes. These results suggest that the tallgrass prairie supports a more diverse population of M. phaseolina per area than do any of the crop species. Subpopulations show incomplete specialization by host. These results also suggest that inoculum produced in agriculture may influence tallgrass prairie communities, and conversely that different pathogen subpopulations in tallgrass prairie can interact there to generate ,hybrids' with novel genetic profiles and pathogenic capabilities. Three stages of EPI are discerned that move from central to vertical and later horizontal EPI, complementing an impact model of agriculture and the environment with a public goods model. Reform debates appear as prolonged and iterative battles over the institutionalization of new ideas which are finally incorporated into the existing policy framework. The policy network increasingly reflects cross-policy interdependencies and includes superior authorities, rendering the notion of a policy subsystem problematic. Contrary to the social learning model, the major (although not the most radical) change proponent dominates the policy community while superior authorities tend to intervene on behalf of the status quo. The argument is developed on the base of interviews with policy-makers in Brussels. This procedure, called stochastic efficiency with respect to a function (SERF), is claimed to make the same assumption concerning the risk aversion measures as does stochastic dominance with respect to a function (SDRF). This is claim is incorrect. SERF imposes an additional requirement on the risk aversion measures of the decision makers. Both procedures assume a lower and an upper bound on risk aversion, but SERF also assumes that all risk aversion measures are of the same functional form as these lower and upper bound functions. This additional strong requirement on risk preferences implies that the efficient set identified under SERF is usually smaller than that identified using SDRF. To analyze the resulting sequences of visited habitat classes, McCracken, Manly, and Vander Heyden (1998, Journal of Agricultural, Biological, and Environmental Statistics3(3), 268,279) proposed an independent multinomial selections (IMS) model. Two issues that arise when using this approach are: (i) serial dependence possibly affects measures of uncertainty; and (ii) individual animals from the population studied may exhibit heterogeneity in their selection patterns. We develop two single-parameter extensions of the IMS model to address these issues. A Markov chain model allows for persistence in the habitat class previously visited. Heterogeneity is modeled by assuming the population of animal selection patterns follows a Dirichlet distribution, from which the study animals are a random sample. We show that these persistence and heterogeneity characteristics are present in the study by McCracken et al. (1998) of bear movements. Wyman Abstract Through a Biomass Refining Consortium for Applied Fundamentals and Innovation among Auburn University, Dartmouth College, Michigan State University, the National Renewable Energy Laboratory, Purdue University, Texas A&M University, the University of British Columbia, and the University of California at Riverside, leading pretreatment technologies based on ammonia fiber expansion, aqueous ammonia recycle, dilute sulfuric acid, lime, neutral pH, and sulfur dioxide were applied to a single source of poplar wood, and the remaining solids from each technology were hydrolyzed to sugars using the same enzymes. Identical analytical methods and a consistent material balance methodology were employed to develop comparative performance data for each combination of pretreatment and enzymes. Overall, compared to data with corn stover employed previously, the results showed that poplar was more recalcitrant to conversion to sugars and that sugar yields from the combined operations of pretreatment and enzymatic hydrolysis varied more among pretreatments. However, application of more severe pretreatment conditions gave good yields from sulfur dioxide and lime, and a recombinant yeast strain fermented the mixed stream of glucose and xylose sugars released by enzymatic hydrolysis of water washed solids from all pretreatments to ethanol with similarly high yields.
