Selected AbstractsINTRA-REGIONAL EMPLOYMENT GROWTH IN LUXEMBOURG (1994,2005)GEOGRAFISKA ANNALER SERIES B: HUMAN GEOGRAPHY, Issue 1 2010Olivier Walther ABSTRACT. The specialization of city-centres towards more advanced service activities has mostly been studied in the largest city-regions, the case of smaller urban centres being less well documented. In that context, the objective of this article is to analyse the role of sectoral and regional factors in employment growth in Luxembourg between 1994 and 2005. Using statistical data from the Luxembourg General Inspection of Social Security, this contribution distinguishes 12 categories of manufacturing industries and services according to an OECD-Eurostat knowledge-based classification. Five intra-regional areas are distinguished based on morphological and functional criteria in the Luxembourg Metropolitan Area. Using several indexes, this article first analyses the sectoral specialization and geographical concentration of employment. A model of intra-regional employment growth, initially developed by Marimon and Zilibotti and applied at the European level, is then shown to account for 40 per cent of employment growth. An estimation of the contributions of sectoral and geographical factors highlights the primacy of the latter over the former. Finally, the construction of virtual economies confirms the City's overall lower performance as compared to its close periphery. Results underscore a process of functional integration in the Luxembourg metropolitan area: as the core of the city undergoes a specialization process, the urban area benefits from a relocation of activities less sensitive to distance and transaction costs, while the periphery becomes increasingly diversified, notably in the South where traditional industrial activities are being replaced by service activities. These results suggest that the evolution pattern of employment growth in Luxembourg is very similar to that of some larger metropolitan centres, owing to its exceptional financial service activities. [source] HIGHWAY INFRASTRUCTURE INVESTMENT AND COUNTY EMPLOYMENT GROWTH: A DYNAMIC PANEL REGRESSION ANALYSIS,JOURNAL OF REGIONAL SCIENCE, Issue 2 2009Piyapong Jiwattanakulpaisarn ABSTRACT This paper uses recent advances in dynamic panel econometrics to examine the impact of highway infrastructure on aggregate county-level employment using data for all 100 North Carolina counties from 1985 through 1997. Results are compared to models that do not take endogeneity of highway investment and dynamics of employment adjustment into account. Fully specified dynamic models are found to give insignificant results compared to these other models. Thus, when these issues are properly modeled, the results show that improvements in highways have no discernible impact on employment. Gabe This paper examines the effects of state economic development incentives on the growth of 366 Ohio manufacturing and nonmanufacturing establishments that launched major expansions between 1993 and 1995. Growth is measured as the actual employment change that occurred in these establishments and as the employment growth announced when expansions were launched. Empirical findings indicate that incentives have very little (or even a negative) effect on actual growth and they have a substantial positive effect on announced growth. Findings also suggest that establishments that received incentives overestimated their announced employment targets more than establishments that did not receive incentives. Employment growth among firms with low-wage workers prior to the legislation was no different from that of firms not affected by the legislation. A more refined measure of the minimum wage, however, suggests that the legislation may have had a negative effect on employment for the small number of firms most severely affected by the legislation. However, the size of these effects is relatively modest. [source] Creative Class and Regional Growth: Empirical Evidence from Seven European CountriesECONOMIC GEOGRAPHY, Issue 4 2009Ron A. Boschma abstract This article analyzes the regional distribution and economic effect of the "creative class" on the basis of a unique data set that covers more than 500 regions in 7 European countries. The creative class is unevenly geographically distributed across Europe; the analyses show that a regional climate of tolerance and openness has a strong and positive effect on a region's share of these people. Regional job opportunities also have a large effect on the size of a region's population of the creative class. The findings reveal some evidence of a positive relationship among creative class occupation, employment growth, and entrepreneurship at the regional level in a number of European countries. On the basis of the analysis, however, it is not clear whether human capital, measured by creative occupation, outperforms indicators that are based on formal education, or if formal education has the stronger effect. [source] Anatomy of employment growthECONOMIC POLICY, Issue 34 2002Pietro Garibaldi Summary This paper studies net employment growth across 21 OECD economies since 1980, focusing on the wide range of experiences within the European Union. The initial composition of employment across sectors is relevant in a few countries, but can only partially account for cross-country differences in net employment growth. Institutions play a more important role. A policy package including low dismissal costs and low taxation is significantly associated with high net employment growth and can account for a substantial share of cross-country differences. While the Netherlands' employment miracle is largely accounted for by an increase in part-time jobs for women aged 25,49 in the services sector, we find that in the whole sample part-time jobs largely replace full-time jobs, and temporary jobs replace permanent jobs, with small net effects on hours worked. Continental Europe did not increase employment as much as other OECD countries until the mid-1990s, but later appears to be staging a resurgence of employment growth. We argue that this resurgence is not merely cyclical, is likely related to reforms, and may well be there to stay. We hypothesize that small business managers' growth motivation has a unique influence on firm outcome measured as growth in sales and in number of employees. Data were gathered from two different Swedish samples of small firms using telephone interviews. Using cross-lagged regression analysis, we find support for our hypotheses when examining employment growth, but only partial support when examining sales. Yet little research has explored exactly what it is about service work that is leading such men to drop out of the labour market during periods of sustained service sector employment growth. Based on interviews with 35 unemployed low-skilled men, this article explores the men's attitudes to entry-level service work and suggests that such work requires skills, dispositions and demeanours that are antithetical to the masculine working-class habitus. This antipathy is manifest in a reluctance to engage in emotional labour and appear deferential in the service encounter and in the rejection of many forms of low-skilled service work as a future source of employment. Creativity is central in stimulating economic growth in cities, regions and advanced capitalist economies in general. There is, of course, no one-to-one relation of the number of firms in creative industries to economic growth. Innovation is a key mechanism explaining the relationship of creative industries with economic performance. Based on an empirical study in the Netherlands we explore the effect of creative industries on innovation, and ultimately on employment growth in cities. In the Netherlands the three specific domains of creative industries - arts, media and publishing, and creative business services - make up 9 per cent of the business population. Drawing on survey data we find that firms in creative industries are indeed relatively innovative. Yet substantial differences are found across the three domains: firms in the arts domain are clearly less innovative, most likely due to a different (less market-oriented) dominant ideology. In addition, firms in creative industries located in urban areas are more innovative than their rural counterparts. We go on to analyse how the concentration of creative industries across cities is connected with employment growth. With the exception of the metropolitan city of Amsterdam, we find no measurable spill-over effect from creative industries. The presence of the creative class (in all kinds of industries other than creative ones) appears to be a much stronger driver of employment growth than creative industries. [source] Growth of Creative Occupations in U.S. Metropolitan Areas: A Shift-Share AnalysisGROWTH AND CHANGE, Issue 3 2006TODD M. GABE ABSTRACT This article uses a shift-share model to investigate the growth of creative occupations in U.S. metropolitan areas during the 1990s. Empirical findings indicate that the performance of the creative economy varied widely across the U.S., and that the highest competitive growth rates of the creative workforce occurred in the Rocky Mountain, Southeast, and Southwest regions. Further analysis focused on whether high competitive workforce growth between 1990 and 2000 translated into high competitive employment growth from 1999 to 2003. The results show that many of the areas with the highest competitive growth rates of creative economy employment from 1999 to 2003 were some of the weakest regions in terms of creative workforce growth during the 1990s. This raises questions about the extent to which jobs follow people in the creative economy, and suggests that an initial strong presence in the creative economy is not a prerequisite for future growth. [source] Moonlighting in a High Growth Economy: Evidence from U.S. State-Level DataGROWTH AND CHANGE, Issue 4 2002Mark Partridge Despite the prevalence of multiple jobholding, there is relatively little research into its causes. Existing research has tested the predictions of standard labor models with micro data. Yet, there has been virtually no research into the relationship between moonlighting and structural differences in regional labor markets such as wages and employment growth. In this manner, this study examines the large differences in multiple jobholding rates across U.S. states. The findings indicate that multiple jobholding acts as a short-term shock absorber to cyclical changes. However, in the long-term, these effects dissipate, indicating that moonlighting plays a similar role as do changes in unemployment and labor-force participation to regional labor market shocks. Conversely, multiple jobholding rates are inversely related to average weekly earnings. Thus, job growth accompanied by real wage (and productivity) growth may result in a decline in multiple jobholding, further exacerbating potential labor shortages. Leichenko Differential rates of growth and decentralization are processes that characterized U.S. urban areas over the past three decades. This paper examines the determinants of growth in cities and suburbs during the 1970s, the 1980s, and the 1990s. The modeling approach adopted in the study allows for simultaneity between population and employment, and between cities and suburbs, while also taking into account a range of other explanatory factors. Results indicate that population and employment growth in cities tend to be jointly determined, but that growth of employment in the suburbs tends to drive growth of suburban population. Results also suggest that suburban and city growth are interrelated, but that the nature of these interrelationships varies over time: suburban growth promoted city growth during the 1970s and 1980s, while city and suburban growth were jointly determined during the 1990s. Other factors that consistently explain variation in city growth include demographics, population density, crime rates, and income inequality. Factors consistently explaining suburban growth include regional location and climate. [source] Maquiladoras and U.S.-Bound Migration in Central MexicoGROWTH AND CHANGE, Issue 2 2001Richard C. Jones Over the past one and a half decades, smaller cities and nonmetropolitan areas in Mexico have attracted manufacturing plants, led by the export manufacturing sector. Maquiladoras in particular are increasingly locating their plants in such places in the "deep interior" Mexico,outside of the border states. Using 1980 and 1990 Mexican census data for 19 growth centers and 27 high-emigration municipios (counties) in Central Mexico, this paper suggests that foreign-owned assembly (maquiladora) jobs decentralized significantly over the 1980s, locating closer to emigrant municipios. An examination of 17 emigrant municipios in the industrialized states of Jalisco and Guanajuato found that an emigrant municipio's accessibility to maquiladora jobs, and jobs indirectly related to maquiladora growth, was positively related to its overall employment growth, which was, in turn, negatively related to its U.S. migration rate over the decade. Although the migration reduction inherent in these relationships is relatively small, it could be accelerated by U.S. and Mexican policies giving incentives for more peripheral locations of export-oriented and other manufacturing. These have been criticised for restricting employment growth. We argue that job security regulation has not had the negative effects its critics make a case out for. Firms have changed work practices and reorganised job boundaries as the import substituting industrialisation regime was dismantled. Weak enforcement of laws has supported this restructuring effort, with firms resorting to voluntary retirement of workers and increasingly hiring on the basis of flexible contracts. A two-tier system of employment currently prevails, with job security for the employed insiders and no protection to newly hired outsiders. Unorganised workers' employment prospects have been furthered in this emerging scenario, and their alliance with firms and the state results in an atrophying of job security regulations. [source] Assessing the long-run economic impact of labour law systems: a theoretical reappraisal and analysis of new time series dataINDUSTRIAL RELATIONS JOURNAL, Issue 6 2008Simon Deakin ABSTRACT Standard economic theory sees labour law as an exogenous interference with market relations and predicts mostly negative impacts on employment and productivity. We argue for a more nuanced theoretical position: labour law is, at least in part, endogenous, with both the production and the application of labour law norms influenced by national and sectoral contexts, and by complementarities between the institutions of the labour market and those of corporate governance and financial markets. Legal origin may also operate as a force shaping the content of the law and its economic impact. Time-series analysis using a new data set on legal change from the 1970s to the mid-2000s shows evidence of positive correlations between regulation and growth in employment and productivity, at least for France and Germany. No relationship, either positive or negative, is found for the UK and, although the United States shows a weak negative relationship between regulation and employment growth, this is offset by productivity gains. [source] Poverty decline, agricultural wages, and nonfarm employment in rural India: 1983,2004AGRICULTURAL ECONOMICS, Issue 2 2009Peter Lanjouw Poverty; Agricultural labor; India; Nonfarm employment Abstract We analyze five rounds of National Sample Survey data covering 1983, 1987/1988, 1993/1994, 1999/2000, and 2004/2005 to explore the relationship between rural diversification and poverty. Poverty in rural India has declined at a modest rate during this time period. We provide region-level estimates that illustrate considerable geographic heterogeneity in this progress. Poverty estimates correlate well with region-level NSS data on changes in agricultural wage rates. Agricultural labor remains the preserve of the uneducated and also to a large extent of the scheduled castes and scheduled tribes. We show that while agricultural labor grew as a share of total economic activity over the first four rounds, it had fallen back to the levels observed at the beginning of our survey period by 2004. This all-India trajectory also masks widely varying trends across states. During this period, the rural nonfarm sector has grown modestly, mainly between the last two survey rounds. Regular nonfarm employment remains largely associated with education levels and social status that are rare among the poor. However, casual labor and self-employment in the nonfarm sector reveals greater involvement by disadvantaged groups in 2004 than in the preceding rounds. The implication of this for poverty is not immediately clear,the poor may be pushed into low-return casual nonfarm activities due to lack of opportunities in the agricultural sector rather than being pulled by high returns offered by the nonfarm sector. Econometric estimates reveal that expansion of the nonfarm sector is associated with falling poverty via two routes: a direct impact on poverty that is likely due to a pro-poor marginal incidence of nonfarm employment expansion; and an indirect impact attributable to the positive effect of nonfarm employment growth on agricultural wages. The analysis also confirms the important contribution to rural poverty reduction from agricultural productivity, availability of land, and consumption levels in proximate urban areas. We argue that the impact of business plans depends on the purpose for and circumstances in which they are being used. We offer an empirical methodology which can account for these multiple effects while disentangling real impact effects from selection effects. We apply this to English data where we find that business plans promote employment growth. This is found to be due to the impact of the plan and not selection effects. Carruthers Three interrelated questions motivate the research. How does the proliferation of urban, suburban, and exurban sprawl in the Rocky Mountain West relate to the population and employment growth process? Are population and employment endogenously determined there? And what does this imply for the sustainability of economic development in the region? Through a series of regional adjustment models, the empirical analysis links population and employment growth in the Rocky Mountain West to explicit spatial outcomes and delivers substantive evidence of endogeneity between the two. The results suggest that the long-term prosperity of the region depends on the preservation of the high quality of life it offers, and that greater intergovernmental coordination, careful infrastructure planning, and attention to the character of its economic structure may help to accomplish this. Future research should focus on looking deeper into certain explanatory variables used in this analysis and on developing a better picture of what the spatial equilibrium that regional adjustment models emulate may look like. While growth is centralized in large cities, social commentators continue to suggest that workplace restructuring,facilitated by technological progress,encourages more dispersed settlement patterns, evoking concern about the environmental sustainability of the trend. Multivariate analysis using Canadian census data shows that with the exception of self-employed professionals, the home workers, and self-employed in nonmanual occupations have a lower tendency to reside in large cities than otherwise similar wage and salary earning commuters. However, household mobility and temporal trends suggest that workplace restructuring is not dispersing workers away from large cities by inducing mobility, but that take-up is higher in more remote areas. It is argued that workplace restructuring permits more dispersed national settlement patterns than if workers needed to move to large cities for proximity to employment growth. The article reflects on the implications of the findings for urban sustainability policies that promote compact urban forms and the policies that emphasize consumption amenities of cities to attract mobile workers. Widely disparate cross country employment growth had a powerful long term influence on productivity dispersion. Unexceptional US productivity growth principally resulted from her exceptional employment growth rather than from her initially high productivity levels. The negative externalities associated with higher employment are shown to have dominated the diminishing of total factor productivity gaps among the 16 countries, and led to the erosion of US productivity leadership over the twentieth century. This paper presents empirical evidence that the negative relationship between productivity growth and employment growth that prevailed in the 1960s and 1970s has disappeared since then. This finding is robust to using alternative measures and including other explanatory variables. The improved trade-off may be good news for policymakers who aim at raising the ,speed limit' of the economy. We then use the ,stylized facts' methodology to evaluate the strength, sign and phase of cyclical comovements between tax rates and labour market variables. Labour taxes distort labour market de-cisions and help explain why the unemployment rate is so high in continental Europe. Using data on Orange County census tracts from 1980 to 1990, we estimate a simultaneous system of regressions for tract population and employment growth. Six different weight matrices are tested, ranging from simple contiguity matrices to more complex matrices based on commute flows between census tracts. We also examine whether the inclusion of detailed information on land use improves performance of the lagged adjustment model. The results provide insights for future applications of econometric population-employment growth models. We found that the estimated lag parameters were consistent with dynamic stability for the models that included detailed land use data.
