Selected AbstractsMonitoring the impact of climate change on biodiversity: The challenge of megadiverse Mediterranean climate ecosystemsAUSTRAL ECOLOGY, Issue 4 2010IAN ABBOTT Abstract The Mediterranean climate regions of Western Australia and South Africa are recognized as global hot spots of diversity. Both are threatened by climate changes that are projected to have significant impacts on the quantity and variability of rainfall and affect key ecosystem drivers (e.g. fire regimes). This poses significant challenges to monitoring programs designed to detect these impacts. Effective monitoring of the impact of climate change on biodiversity (rather than individual species) requires a cross-disciplinary, coordinated, focused and integrated approach. Ideally, this should involve a multidisciplinary team of specialists working to a common plan on the same set of plots. The contributions of ,citizen scientists' are potentially useful if well managed. Biodiversity per se (across all kingdoms of life, and including the levels of the gene, population and community) should be monitored, especially key species interactions and processes. Forestcheck is an example of such a program which has been applied in forests in south-west Western Australia since 2001. In concert with measuring the direct impact of climate change on biodiversity and the indirect impact of factors that affect biodiversity (such as disease, invasive species, fire regime and habitat removal), there is a need for a proactive focus on creating, maintaining and monitoring resilience to climate change impacts in ecosystems. It is also necessary to monitor the effectiveness of management actions such as vegetation thinning, changes in fire regimes, species translocations and revegetation of farmland to link isolated protected areas in agricultural landscapes, remnant native vegetation in rangelands and extensive protected areas. A pluralist approach is recommended. This should include natural experiments, matched photographs where available, passive adaptive management, active adaptive management and traditional reductionist scientific investigation. The resultant synthesis of information from this range of sources is likely to be a predictive, robust and credible record of historical change. [source] A geomatics data integration technique for coastal change monitoringEARTH SURFACE PROCESSES AND LANDFORMS, Issue 6 2005J. P. Mills Abstract This paper reports research carried out to develop a novel method of monitoring coastal change, using an approach based on digital elevation models (DEMs). In recent years change monitoring has become an increasingly important issue, particularly for landforms and areas that are potentially hazardous to human life and assets. The coastal zone is currently a sensitive policy area for those involved with its management, as phenomena such as erosion and landslides affect the stability of both the natural and the built environment. With legal and financial implications of failing to predict and react to such geomorphological change, the provision of accurate and effective monitoring is essential. Long coastlines and dynamic processes make the application of traditional surveying difficult, but recent advances made in the geomatics discipline allow for more effective methodologies to be investigated. A solution is presented, based on two component technologies , the Global Positioning System (GPS) and digital small format aerial photogrammetry , using data fusion to elim-inate the disadvantages associated with each technique individually. A sparse but highly accurate DEM, created using kinematic GPS, was used as control to orientate surfaces derived from the relative orientation stage of photogrammetric processing. A least squares surface matching algorithm was developed to perform the orientation, reducing the need for costly and inefficient ground control point survey. Change detection was then carried out between temporal data epochs for a rapidly eroding coastline (Filey Bay, North Yorkshire). The surface matching algorithm was employed to register the datasets and determine dif-ferences between the DEM series. Large areas of change were identified during the lifetime of the study. Results of this methodology were encouraging, the flexibility, redundancy and automation potential allowing an efficient approach to landform monitoring. Copyright © 2005 John Wiley & Sons, Ltd. [source] Dual fluorescent protein reporters for studying cell behaviors in vivoGENESIS: THE JOURNAL OF GENETICS AND DEVELOPMENT, Issue 10 2009M. David Stewart Abstract Fluorescent proteins (FPs) are useful tools for visualizing live cells and their behaviors. Protein domains that mediate subcellular localization have been fused to FPs to highlight cellular structures. FPs fused with histone H2B incorporate into chromatin allowing visualization of nuclear events. FPs fused to a glycosylphosphatidylinositol anchor signal sequence label the plasma membrane, highlighting cellular shape. Thus, a reporter gene containing both types of FP fusions would allow for effective monitoring of cell shape, movement, mitotic stage, apoptosis, and other cellular activities. Here, we report a binary color-coding system using four differently colored FP reporters that generates 16 distinct color codes to label the nuclei and plasma membranes of live cells in culture and in transgenic mice. As an initial test of this system in vivo, the promoter of the human Ubiquitin C (UBC) gene was used to widely express one of the color-code reporters. Widespread expression of the reporter was attained in embryos; however, both male and female transgenic mice were infertile. In contrast, the promoter of the mouse Oct4/Pou5f1 gene linked to two different color-code reporters specifically labeled blastocysts, primordial germ cells, and postnatal germ cells, and these mice were fertile. Time-lapse movies of fluorescently-labeled primordial germs cells demonstrate the utility of the color-code system to visualize cell behaviors. [source] Wader recruitment indices suggest nesting success is temperature-dependent in Dunlin Calidris alpinaIBIS, Issue 3 2006COLIN M. BEALE Measures of annual breeding success are an important component of species monitoring programmes. It has been suggested that effective monitoring of breeding productivity for arctic breeding waders may be achieved from an analysis of annual variation in the proportion of juveniles in winter flocks. Here, we attempt to generate a recruitment index for Dunlin Calidris alpina caught during the winter in north Wales. This index revealed significant annual variation and we show that this is strongly correlated with summer temperature (but not rainfall) on the breeding grounds. Years with high recruitment were also correlated with increases in the national winter population estimate. In years of intermediate summer temperature, the recruitment index was highest and we discuss the possible implications this has for Dunlin under scenarios of future climate change. We were unable to generate a significant index for Common Redshank Tringa totanus and discuss possible reasons for this. Tanyi BSJ Purpose To discuss the role of nurse practitioners (NPs) with regard to early identification of affected individuals, effective monitoring and screening, effective pain management and prophylaxis, and health education for patients with sickle cell disease (SCD). Data Sources Electronic database searches were performed using Medline, Cinahl, and PsycINFO. Data were obtained from medical textbooks, research, and review articles. Conclusions SCD is a chronic inherited disease belonging to a group of conditions called hemo-globinopathies. Individuals with SCD often require close medical care from specialists. Nonetheless, NPs are in ideal positions to facilitate the health promotion and health maintenance necessary to decrease the high rate of morbidity and mortality associated with this disease. Implications for Practice NPs must understand the importance of early identification of affected individuals, effective monitoring and screening, effective pain treatment, and prophylaxis. The unpredictable trajectory of SCD can lead to frustration, fear, helplessness, hopelessness, and emotional distress. Ineffective pain management is a major problem for people with SCD. NPs can overcome this problem by initiating effective and prompt pain management in a nonjudgmental manner. [source] Aflatoxin contamination of consumer milk caused by contaminated rice by-products in compound cattle feedJOURNAL OF THE SCIENCE OF FOOD AND AGRICULTURE, Issue 2 2009Erik Nordkvist Abstract BACKGROUND: Elevated levels of aflatoxin M1 were observed in routine checks of consumer milk in southern Sweden in early 2006. A trace-back study revealed contaminated milk from several farms, and a total of 68 farms were banned from delivering milk to dairies for shorter or longer periods. The maximum level of aflatoxin M1 in a single sample from an individual farm was 257 ng kg,1 fresh milk. RESULTS: Aflatoxin analyses of commercial compound feed revealed that the contamination originated from the ingredient rice feed meal, a by-product from the preparation of Basmati rice for human consumption. Up to 56 µg kg,1 of aflatoxin B1 was found in rice feed meal at one feed mill. CONCLUSION: The present example shows that an aflatoxin-contaminated minor feed ingredient included at less than 10% (w/w) of compound cattle feed can significantly contaminate the milk produced. This emphasises the need for effective monitoring of the feed chain of food-producing animals in order to prevent food contamination. LarbiArticle first published online: 28 JUN 200 Abstract The declaration of assets and liabilities represents a growing trend in the avoidance and resolution of conflict of interest and has become a part of an integrated strategy to control corruption. This article reviews practices in Ghana, Tanzania and Uganda by addressing questions of who must declare, what must be declared, where to declare and how often to declare. It argues that like all the other mechanisms for controlling corruption, its efficacy depends on enforcement and compliance. The three cases reviewed suggest that there is a significant gap between the rhetoric of declaration and the reality of effective monitoring and compliance to make the system work to ensure transparency and public trust. [source] Fighting fiscal corruption: lessons from the Tanzania Revenue AuthorityPUBLIC ADMINISTRATION & DEVELOPMENT, Issue 2 2003Odd-Helge Fjeldstad Over the last decade, several African countries have undertaken comprehensive reforms of their tax administrations to increase revenue and curb corruption. This article examines recent experiences in the fight against corruption in the Tanzania Revenue Authority (TRA). Two lessons of broader relevance are highlighted. Firstly, even with relatively high wages and good working conditions, corruption may continue to thrive. In a situation where there is high demand for corrupt services, it is unrealistic to provide tax officers with pay rates that can compensate for the amount gained through bribery. Without extensive and effective monitoring, wage increases may produce not only a highly paid, but also a highly corrupt tax administration. Secondly, hiring and firing procedures may lead to more corruption. Corrupt tax officers often operate in networks, which also include external actors. These corruption networks seem to have been strengthened because many of those fired were recruited to the private sector as ,tax experts'. [source] Harbour seal movements and haul-out patterns: implications for monitoring and managementAQUATIC CONSERVATION: MARINE AND FRESHWATER ECOSYSTEMS, Issue 4 2009Louise Cunningham Abstract 1.Compliance with conservation legislation requires knowledge on the behaviour, abundance and distribution of protected species. Seal life history is characterized by a combination of marine foraging and a requirement to haul out on a solid substrate for reproduction and moulting. Thus understanding the use of haul out sites, where seals are counted, as well as their at-sea movements is crucial for designing effective monitoring and management plans. 2.This study used satellite transmitters deployed on 24 harbour seals in western Scotland to examine movements and haul-out patterns. 3.The proportion of time harbour seals spent hauled out (daily means of between 11 and 27%) varied spatially, temporally and according to sex. The mean haul-out duration was 5,h, with a maximum of over 24,h. 4.Patterns of movement were observed at two geographical scales; while some seals travelled over 100,km, 50% of trips were within 25,km of a haul-out site. These patterns are important for the identification of a marine component to designated protected areas for the species. 5.On average seals returned to the haul-out sites they last used during 40% of trips, indicating a degree of site fidelity, though there was wide variation between different haul-out sites (range 0% to >75%). 6.Low fidelity haul-out sites could form a network of land-based protected areas, while high fidelity sites might form appropriate management units. This paper focuses on issues of institutional design in the context of climate change policy. It examines proposals advanced in the June 2008 Draft and Final Reports of the Garnaut Climate Change Review (,Garnaut Reports'), and in the Government's July 2008 Green Paper and December 2008 White Paper on the Carbon Pollution Reduction Scheme (,Green and White Papers') with respect to how revenues raised by the sale of emissions permits would be used; and second, the proposed governance arrangements for the emissions trading scheme.
