Beyond Biogeography: a Framework for Involving the Public in Planning of U.S. Marine Protected Areas

Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making. Resumen:,La planificación de áreas marinas protegidas (AMP) resalta en la literatura de conservación pero no es explorada en mucho detalle. Muchos investigadores reconocen la importancia de involucrar al público en la planificación de AMP, pero las directrices para hacerlo de manera efectiva es limitada. Presento un marco para involucrar al público en la planificación de AMP en E.U.A. Este marco, derivado de investigación empírica y teórica de la participación del público en el manejo de recursos naturales en E.U.A., esta compuesto por factores que influyen en el éxito de procesos participativos: intervención activa de usufructuarios; intercambio completo de información; toma de decisiones justas; administración eficiente e interacciones positivas de participantes. Los procesos que incorporan estos factores producirán decisiones que tendrán más posibilidades de ser apoyadas por los usufructuarios, de alcanzar objetivos de manejo y cumplir metas de conservación. Este marco contribuye a la literatura de ciencias sociales de AMP y responde a llamados en la literatura de conservación para incrementar el uso de investigación de ciencias sociales para proporcionar información a la toma de decisiones de conservación. Kernel estimates of hazard functions for carcinoma data sets

Abstract The present article focuses on kernel estimates of hazard functions and their derivatives. Our approach is based on the model introduced by Müller and Wang (1990). In order to estimate the hazard function in an effective manner an automatic procedure in a paper by Horová et al. (2002) is applied. The procedure chooses a bandwidth, a kernel and an order of a kernel. As a by-product we propose a special procedure for the estimation of the optimal bandwidth. This is applied to the carcinoma data sets kindly provided by the Masaryk Memorial Cancer Institute in Brno. Attention is also paid to the points of the most rapid change of the hazard function. At first sight, the idea of investing internationally seems exciting and full of promise because of the many benefits of international portfolio investment. By investing in foreign securities, investors can participate in the growth of other countries, hedge their consumption basket against exchange rate risk, realize diversification effects and take advantage of market segmentation on a global scale. Even though these advantages might appear attractive, the risks of and constraints for international portfolio investment must not be overlooked. In an international context, financial investments are not only subject to currency risk and political risk, but there are many institutional constraints and barriers, significant among them a host of tax issues. These constraints, while being reduced by technology and policy, support the case for internationally segmented securities markets, with concomitant benefits for those who manage to overcome the barriers in an effective manner. Nursing home care: whodunit?

Aims and objectives., (1) To analyse and compare (changes and differences in) activity profiles of various types of nursing home care. (2) To assess the impact of integrated care on these activity profiles. Background., Because of an ongoing introduction of integrated nursing home care, caregivers increasingly have to co-ordinate their activities, engage into interprofessional relationships and take over each other's tasks. Consequently, activity profiles [i.e. combinations of (contributions to) care activities and the roles that perform them] are expected to change. Design/methods., At three measurement points in the period 1999,2003, caregivers (in 18 different roles) recorded and listed direct and indirect care activities. A total of 41 335 lists were analysed to derive activity profiles of traditional, transitional and integrated nursing home care in the Netherlands. Results., Traditional, transitional and integrated care shared some comparable activity profiles. Integrated care differed from the other types with respect to the contribution of the geriatric nurse, recreational activities supervisor, nutrition assistant, household assistant and nursing assistant to activities such as extra care, handling food and club activities. Contrary to the other roles, the licensed practical nurse contributed to (almost) all activities in all types of care. Conclusions., Nursing home care has several recurring activity profiles. These profiles are the same in all types of nursing home care. The introduction of integrated care implies that particular profiles have to be added to these profiles. As a generalist, the licensed practical nurse seems to play a key role in all activity profiles. Relevance to clinical practice., Because of demographic and financial pressures, integrated care for older people becomes increasingly important. By addressing the impact of integrated care on activity profiles, this paper provides information on how new types of care can be delivered in the most effective manner. [source]


Molecular marker systems in insects: current trends and future avenues

Abstract Insects comprise the largest species composition in the entire animal kingdom and possess a vast undiscovered genetic diversity and gene pool that can be better explored using molecular marker techniques. Current trends of application of DNA marker techniques in diverse domains of insect ecological studies show that mitochondrial DNA (mtDNA), microsatellites, random amplified polymorphic DNA (RAPD), expressed sequence tags (EST) and amplified fragment length polymorphism (AFLP) markers have contributed significantly for progresses towards understanding genetic basis of insect diversity and for mapping medically and agriculturally important genes and quantitative trait loci in insect pests. Apart from these popular marker systems, other novel approaches including transposon display, sequence-specific amplification polymorphism (S-SAP), repeat-associated polymerase chain reaction (PCR) markers have been identified as alternate marker systems in insect studies. Besides, whole genome microarray and single nucleotide polymorphism (SNP) assays are becoming more popular to screen genome-wide polymorphisms in fast and cost effective manner. However, use of such methodologies has not gained widespread popularity in entomological studies. The current study highlights the recent trends of applications of molecular markers in insect studies and explores the technological advancements in molecular marker tools and modern high throughput genotyping methodologies that may be applied in entomological researches for better understanding of insect ecology at molecular level. Facilitating substance phase-out through material information systems and improving environmental impacts in the recycling stage of a product

Abstract The amount of electrical and electronic products is increasing rapidly, and this inevitably leads to the generation of large quantities of waste from these goods. Some of the generated e-waste ends up in regions with sub-standard recycling systems and may be processed under poor conditions. During uncontrolled incineration, halogenated dioxins and furans can be generated from brominated and chlorinated compounds in the products. In order to reduce the health and environmental risks involved in the recycling stage of the life cycle of electronics, an effective design-for-environment process must be established during the product development phase. Knowledge of the chemical substances in the product is crucial to being able to make informed decisions. Through full knowledge of the material content of procured components, phase-outs of unwanted substances, such as halogenated substances, can be performed in an effective manner. Therefore, information is the key to success in phasing-out substances; facilitating compliance of legal provisions for manufacturers of electrical and electronic devices; and improving the environmental footprint of products as they reach the end of the life cycle. After an introduction to the challenges of electronics waste management, this paper describes supply chain information systems and how they are used to facilitate substance phase-outs in the electronics industry. Sony Ericsson has been working with phase-outs of unwanted substances since it was founded in 2001. Through the introduction of a material declaration system that keeps track of all substances in the components used in the company's products, Sony Ericsson has been able to replace unwanted substances to improve environmental impacts at the recycling stage of a product. Oil Prices and Stocks in the Second Quarter of 2004

Notwithstanding forecasting difficulties, the oil supply and demand balance has proved to be a good indicator of the state of the market and stock levels, which, in turn, influence price behaviour. In periods where OECD commercial stock levels lie within a certain range, currently around 2,450,2,650 million barrels, the range of prices is larger than when stock levels are very high or very low. In both the latter extreme situations, prices are prone to rapid movements, undermining market stability. Other factors, of course, also influence price fluctuations. The general opinion among regularly published oil market reports points to the inevitability of a higher-than-normal build in stocks in the second quarter of 2004. If the resulting surplus is not handled in a timely and effective manner, there is likely to be excessive downward pressure on prices, which, if left unattended, would lead to a protracted spell of volatility. VULNERABILITY IN RESEARCH AND HEALTH CARE; DESCRIBING THE ELEPHANT IN THE ROOM?

ABSTRACT Despite broad agreement that the vulnerable have a claim to special protection, defining vulnerable persons or populations has proved more difficult than we would like. This is a theoretical as well as a practical problem, as it hinders both convincing justifications for this claim and the practical application of required protections. In this paper, I review consent-based, harm-based, and comprehensive definitions of vulnerability in healthcare and research with human subjects. Although current definitions are subject to critique, their underlying assumptions may be complementary. I propose that we should define vulnerability in research and healthcare as an identifiably increased likelihood of incurring additional or greater wrong. In order to identify the vulnerable, as well as the type of protection that they need, this definition requires that we start from the sorts of wrongs likely to occur and from identifiable increments in the likelihood, or to the likely degree, that these wrongs will occur. It is limited but appropriately so, as it only applies to special protection, not to any protection to which we have a valid claim. Using this definition would clarify that the normative force of claims for special protection does not rest with vulnerability itself, but with pre-existing claims when these are more likely to be denied. Such a clarification could help those who carry responsibility for the protection of vulnerable populations, such as Institutional Review Boards, to define the sort of protection required in a more targeted and effective manner. Synthesis: Sharing Ecological Knowledge,The Way Forward

ABSTRACT Knowledge sharing between scientists and nonscientist stakeholders is necessary to implement research findings in an appropriate and effective manner within the context of the environment and conservation sectors. Yet scientific ecological knowledge is rarely shared and transferred effectively. This special section has addressed a number of opportunities and barriers to the improvement of scientific communication and knowledge transfer with respect to environmental management in tropical settings. A main challenge is seen in creating a research ,impact-metric' system, which is fundamental to foster knowledge sharing with institutional research incentives. Partnering with local institutions and research centers as well as participatory research methods will promote effective knowledge exchange. Research relevance and impact will be improved by matching interdisciplinary research with local capacity building and support through research activities. We conclude that training the next generation of tropical biologists through more effective knowledge sharing will be crucial to the long term success of scientifically based environmental management in tropical regions.
