Selected AbstractsZoning Marine Protected Areas through Spatial Multiple-Criteria Analysis: the Case of the Asinara Island National Marine Reserve of ItalyCONSERVATION BIOLOGY, Issue 2 2002Ferdinando Villa Systematic, objective approaches to site selection and design can help reconcile conflicting interests, represent stakeholders' viewpoints fairly and evenly, and extend the scope of planning studies from single reserves to networks. We illustrate the use of spatial multiple-criteria analysis for determining the suitability of marine areas for different uses and levels of protection. This technique couples geographic information systems (GIS) for land assessment and evaluation with a formal statement of the design priorities as seen from the different viewpoints of all involved stakeholders. The planning process, while staying focused on the main purposes of conservation and feasibility, involves all the main interest groups in the definition of priorities so that conflicts and tensions are kept under control. We used multiple-criteria analysis to integrate objective data with the contrasting priorities of different stakeholders in the planning of a marine protected area. The results of the analysis can be used to define an optimal spatial arrangement of different protection levels. As a case study, we developed a zoning plan for one of the first marine protected areas in Italy, the Asinara Island National Marine Reserve. Resumen: Puesto que el papel de las áreas marinas protegidas está siendo mejor entendido y se está volviendo más sofisticado, la planeación para abordar eficientemente estas áreas se está volviendo más complicada para las personas que toman decisiones. Las metodologías sistemáticas y objetivas para la selección de sitios y el diseño de reservas pueden ayudar a reconciliar los conflictos de intereses, representar los puntos de vista de los usuarios de manera equitativa y balanceada y extender la dimensión de los estudios de planeación para reservas individuales o en redes. Ilustramos el uso de un análisis de criterios espaciales múltiples para determinar la viabilidad de áreas marinas para diferentes usos y niveles de protección. Esta técnica une sistemas de información geográfica (GIS) para estimación y evaluación de suelos con una declaración de prioridades de diseño tal y como es percibida por los diferentes usuarios involucrados. El proceso de planeación, al mismo tiempo que se enfoca en los propósitos principales de la conservación y en su viabilidad, involucra a los principales grupos interesados en la definición de prioridades de tal manera que los conflictos y tensiones pueden ser manejadas. Utilizamos el análisis de criterios espaciales múltiples para integrar datos objetivos con las prioridades contrastantes de los diferentes usuarios en la planeación de un área marina protegida. Los resultados del análisis pueden ser usados como una guía para definir arreglos espaciales óptimos con diferentes niveles de protección. [source] The species-area relationship in the hoverfly (Diptera, Syrphidae) communities of forest fragments in southern FranceECOGRAPHY, Issue 2 2006Annie Ouin The effect of forest fragmentation was studied in hoverfly communities of 54 isolated forests (0.14,171 ha) in south west France. The positive relationship between species richness and wood patch area was investigated by testing the three hypotheses usually put forward to explain it: 1) the sampling effect hypothesis, 2) the patch heterogeneity hypothesis, 3) the hypothesis of equilibrium between distance from other patch (colonisation) and surface area of the patch (extinction). The syrphid species were divided into 3 ecological groups, based on larval biology as summarized in the "Syrph the Net" database: non forest species, facultative forest species and forest species. A total of 3317 adults belonging to 100 species, were captured in the 86 Malaise traps. Eight species were non forest (N=16), 65 facultative forest (N=2803) and 27 forest species (N=498). Comparison of the slopes of the species-area curves for species richness and species density per forest patch showed a strong sampling effect in the species-area relationship. Wood patch heterogeneity increased with wood patch area and positively influenced hoverflies richness. Less isolated wood patches presented high richness of forest species and low richness of non forest species. Only forest species richness seemed to respond to the equilibrium between surface area and isolation. Depending on which hypothesis explained best the species-area relationship, management recommendations to mitigate fragmentation effects were formulated at various spatial scales and for different stakeholders. At the same time, the introduction of new technologies in the field of Information and Communication Technologies (ICT) has made it possible to create rich Technology-Enhanced Learning Environments (TELEs) with multiple affordances for supporting self-regulated learning (SRL). This study was conducted within the framework of the TELEPEERS project where we wanted to identify TELEs that seemed to have a potential for supporting SRL. For the last ten years, our University has been deeply involved in research, innovation, and exploration of digital technologies for training (initial and continuous). Local, regional, national, European and international projects were conceived and developed, so that a very significant knowledge base exists today. Our study focuses on a course called ,Introduction to Algorithms and Programming' (NF01) which our University is offering and on the perception of different stakeholders (experts and students) of its affordances for supporting SRL. [source] Stakeholders' views on measuring outcomes for people with learning disabilitiesHEALTH & SOCIAL CARE IN THE COMMUNITY, Issue 1 2006Anita F. Young PhD DipCOT Abstract What works and how do we know? These are recurring questions for health and social care professionals, although mediated through differing philosophies and historical perspectives. The aims of the study reported here were to discover views of managers and commissioners of services for people with learning disabilities in Scotland regarding (a) current approaches to service evaluation (as an indication of what is to be measured) and (b) healthcare outcome measurement (as an indication of preferences regarding how this should be measured). A postal questionnaire was used to survey 94 stakeholders from the NHS, Local Authorities, and non-statutory organisations across Scotland. Respondents' views were sought on current approaches to service evaluation within learning disabilities; outcome measurement; appropriateness of specified methods of measuring health outcomes; desired future methods of outcome measurement within learning disabilities; and service user involvement in care. A 77% (73/94) response rate to the questionnaire was achieved. Different methods of service evaluation were used by different stakeholders. Staff appraisal was the most frequently identified method (used by 85% of respondents). Specific outcome measures were used by 32% of respondents although there were differences of opinion as to what constitutes specific outcome measures. Overall there was strong support for goal-setting and reviewing (83%) and individualised outcome measures (75%) as appropriate methods for use with people with learning disabilities. The hypothetical question asking what outcome measures should be introduced for this client group had by far the lowest response rate (51/73). The overwhelming majority of all respondents, 68 (92%), reported user involvement in their service. Staff ambivalence to outcome measurement was evident in the research and respondents highlighted the complexity and multidimensional nature of outcomes for this service user group. Managers recognised that outcome measurement was expected but were uncertain how to go about it. [source] A methodological and operative framework for the evaluation of an e-health projectINTERNATIONAL JOURNAL OF HEALTH PLANNING AND MANAGEMENT, Issue 1 2008Luca Buccoliero Abstract Assessing public sector ICT investments represents the premise for successful implementation of an e-health strategy. The recent literature stresses the importance of going beyond the mere financial and/or technical dimensions of the analysis. Consequently, the paper proposes an example of e-health project evaluation aiming to develop measures which get close to the notion of benefits to the different stakeholders involved: top management, patients, local community. The case study refers to an Italian health care organization that implemented a project of digitalization of its clinical reports production few years ago. Based on on-field research, different approaches are used to assess costs and benefits from different stakeholders' perspectives. The results of a multidimensional evaluation are reported to emphasize the need for different measures to assess the sustainability of an e-health project according to the financial convenience, the social role of the organization, and the contingent situation. [source] The role of specialist and general nurses working with people with multiple sclerosisJOURNAL OF CLINICAL NURSING, Issue 18 2009Alison While Aim., To describe the perceived role of nurses and other carers of people with multiple sclerosis from the perspective of different stakeholders (people with multiple sclerosis, non-specialist nurses, specialist nurses and other health care professionals). Background., Multiple sclerosis is one of the commonest causes of disability in young adults. People with multiple sclerosis require supportive care during the disease trajectory. The role of different health and social care providers has not been reported previously. Design., Survey. Method., Questionnaire data collected in 2002 during the first phase of scale development (health professionals n = 459; people with multiple sclerosis n = 65; total response rate 59·4%). The data were reanalysed to compare responses across sample groups. Results., There was consensus that neurologists and specialist nurses were the most appropriate professionals in the provision of specialist care with specialist nurses also being identified as key providers of emotional support. However, there were also significant differences in nominations reflecting the different perspectives of the stakeholder groups and a self-report bias. Each stakeholder group frequently emphasised their own perceived contribution to care. The different perspective of people with multiple sclerosis was also noteworthy with their greater emphasis on social care and lay support. Conclusions., The findings indicate a dissonance in the views of different stakeholders within the care system. The division of labour associated with nursing care requires further exploration. The contrasting paradigms of health care professionals and people with multiple sclerosis regarding models of disability were highlighted. Relevance to clinical practice., Multiple sclerosis, like other chronic illnesses, requires substantial nursing care. There is a growing number of specialist nurses in the workforce, however, little is known how their role interfaces with other nurses. [source] Stakeholder Perspectives about Marine Oil Spill Response Objectives: A Comparative Q Study of Four RegionsJOURNAL OF CONTINGENCIES AND CRISIS MANAGEMENT, Issue 2 2009Seth Tuler Marine oil spills can cause major social, economic, and ecological disruptions. Spill response managers must weigh different options and objectives when deciding what to do. We investigated the ways in which preferences for spill response objectives vary among those who are responsible for oil spill contingency planning and response in Buzzards Bay, Delaware Bay, San Francisco Bay, and Washington State regions. We begin this paper with a discussion of the research method used in the study: the Q method. In Buzzards Bay, Delaware Bay, and San Francisco Bay three perspectives were identified in each case. In Washington State, two perspectives were identified. An analysis of the 11 case-specific perspectives reveals that they can be described by four ,composite' perspectives that describe how different stakeholders prioritize spill response objectives. These four perspectives are compared on several themes, including the emphasis they placed on mitigating economic impacts, protecting health and safety, mitigating ecological impacts, implementing a coordinated and timely response, addressing the needs and concerns of the affected public/communities, gaining public support for the response, mitigating cultural impacts, and mitigating social nuisance impacts. The implications for spill response planning and spill response evaluation are discussed. [source] Stakeholders Influence and Internal Championing of Product Stewardship in the Italian Food Packaging IndustryJOURNAL OF INDUSTRIAL ECOLOGY, Issue 1 2000Marcello Braglia Summary Environmental management is becoming a top issue on managers' agendas in several industries. The adoption and implementation of a sound "green" strategy involves following product stewardship practices. Product stewardship is the idea that manufacturers, rather than consumers, governments, or waste companies, ought to take responsibility for the recycling and disposal of their products at the end of their life cycle. This article is aimed at investigating the relationships between the adoption of product stewardship practices and the involvement of different actors in the decision-making process. By means of discriminant analysis, 120 firms have been classified into two different environmental profiles. Results indicate that firms that are more committed to product stewardship differ from less-committed firms in the influence exerted by different stakeholders and in the supportive role played by the management at different hierarchical and functional levels. In general, it appears that top management involvement in the decision-making process is a critical condition for the successful championship of product stewardship. In addition, the effective implementation of product stewardship along the product life-cycle stages is correlated to a strong commitment on the part of chief technical officers and development engineers rather than of manufacturing or marketing managers. R Crevel Thresholds constitute a critical piece of information in assessing the risk from allergenic foods at both the individual and population levels. Knowledge of the minimum dose that can elicit a reaction is of great interest to all food allergy stakeholders. For allergic individuals and health professionals, individual threshold data can inform allergy management. Population thresholds can help both the food industry and regulatory authorities assess the public health risk and design appropriate food safety objectives to guide risk management. Considerable experience has been gained with the double-blind placebo-controlled food challenge (DBPCFC), but only recently has the technique been adapted to provide data on thresholds. Available data thus vary greatly in quality, with relatively few studies providing the best quality individual data, using the low-dose DBPCFC. Such high quality individual data also form the foundation for population thresholds, but these also require, in addition to an adequate sample size, a good characterization of the tested population in relation to the whole allergic population. Determination of thresholds at both an individual level and at a population level is influenced by many factors. This review describes a low-dose challenge protocol developed as part of the European Community-funded Integrated Project Europrevall, and strongly recommends its wider use so that data are generated that can readily increase the power of existing studies. Understanding the stakeholders and analysing their interests helps in the better management of R&D projects. In this paper we discuss a methodology to systematically analyse the stakeholders of R&D projects. This methodology includes Freeman's (1984) three levels of analysis: rational, process and transactional. Based on these three levels, the stakeholder management capability of an R&D project is determined. The final stage is based on Mitchell et al. [source] Law and Finance in Transition EconomiesTHE ECONOMICS OF TRANSITION, Issue 2 2000Katharina Pistor This paper offers the first comprehensive analysis of legal change in the protection of shareholder and creditor rights in transition economies and its impact on the propensity of firms to raise external finance. Following La Porta et al. (1998), the paper constructs an expanded set of legal indices to capture a range of potential conflicts between different stakeholders of the firm. It supplements the analysis of the law on the books with an analysis of the effectiveness of legal institutions. Our main finding is that the effectiveness of legal institutions has a much stronger impact on external finance than does the law on the books, despite legal change that has substantially improved shareholder and creditor rights. This finding supports the proposition that legal transplants and extensive legal reforms are not sufficient for the evolution of effective legal and market institutions. It depends from whose perspective. A dynamic systems model is built to analyze the welfare impact of alternative animal genetics, feeding program, feed quality and slaughter weight on producers, processors and the environment. The unique systems approach analyzes eight possible welfare rules and a corresponding harm function to assess animal performance within a multistakeholder context. The model results show there are significant tradeoff problems among producers, processors and the environment. The model highlights how the definition of animal performance needs to be revisited, as it has different meaning to different stakeholders in society. While performance historically was synonymous with production efficiency, with new social and political concerns, this interpretation is not universal. The model demonstrates greater complexities by broadening the set of affected parties. Quel est lepoids d'abattage optimal? Cela dépend du point de vue adopté. Une modélisation à base de systèmes dynamiques est construite afin d'analyser l'impact de méthodes alternatives en matière de génétique animale, de programme alimentaire, de qualité de l'aliment et du poids à l'abattage, sur les producteurs, les transformateurs et sur l'environnement. L'approche unique par systèmes analyse huit règles possibles concernant le bien-être social ainsi qu'une fonction correspondante aux nuisances associées pour mesurer la performance animale dans le contexte où plusieurs parties prenantes sont présentes. Les résultats du modèle mettent en avant des problèmes de compromis significatifs parmi les producteurs, les transformateurs et pour l'environnement. Le modèle souligne combien la définition de la performance animale a besoin d'être revue et corrigée étant donnée que les différentes parties concernées dans la société la perçoivent différemment. Alors que, historiquement, performance était synonyme d'efficacité de la production, avec les nouvelles préoccupations sociales et politiques, la définition de « performance » n'est plus universelle.
