However, until now a major part of national and international public and private attempts to provide affordable and stable energy supply have failed due to various economic, political, social and institutional obstacles. This situation is reflected in case of India where in comparison with other South Asian states the status of rural electrification and of energy supply are in a dismal state despite the promotion of renewable energy and rural electrification as early as from the 1960s. Embedded in the global context of the international climate change regime, the Clean Development Mechanism (CDM) of the Kyoto Protocol has now emerged as a new option to facilitate investment in climate change mitigating projects. In this respect, promoting the deployment of renewable energy through this project-based mechanism opens new avenues for rural electrification. The main objective of this paper is, hence, to examine the context conditions and factors determining the effective application of renewable energy options for rural electrification in a developing country context, namely India. Understanding contextual requirements for renewable energy investment has proved imminently important in order to appreciate the potentials provided by new market-based mechanisms such as the CDM for rural poverty alleviation. Comparative political science case study research methods are applied to the analysis of CDM biomass projects in the context of the four Indian states of Tamil Nadu, Maharashtra, Punjab and Andhra Pradesh. McNEELY Abstract The concept of payments for ecosystem services is being developed as an important means of providing a more diverse flow of benefits to people living in and around habitats valuable for conservation. The Kyoto Protocol, under the United Nations Framework Convention on Climate Change, includes a Clean Development Mechanism to provide for payments for certain forms of carbon sequestration that may benefit animal species (at least as an incidental benefit). Other market-based approaches for paying for carbon sequestration services outside the Kyoto framework are being promoted in various parts of the world. Another common form of payment for ecosystem services is compensating upstream landowners for managing their land in ways that maintain downstream water quality; this can include habitat management that benefits wild animal species. While biodiversity itself is difficult to value, it can be linked to other markets, such as certification in the case of sustainably-produced forest products. This paper expands on some of the markets for ecosystem services that also benefit wildlife, identifies relevant sources of information, and highlights some of the initiatives linking such markets to poverty alleviation. Making markets work for ecosystem services requires an appropriate policy framework, government support, operational institutional support, and innovation at scales from the site level to the national level. [source] Options for increasing carbon sequestration in West African soils: an exploratory study with special focus on SenegalLAND DEGRADATION AND DEVELOPMENT, Issue 2 2001N. H. Batjes Abstract The organic matter content of many soils in West Africa has been depleted due to overgrazing, agricultural mismanagement, deforestation and overexploitation of the natural resources. Degraded agro(eco)systems can be managed to increase carbon sinks in vegetation and soil, and to reduce carbon emissions to the atmosphere. The capacity for sequestering carbon will increase as annual precipitation increases, and generally as mean temperature decreases, provided the soil and terrain conditions are not limiting for crop (biomass) growth. The agroecological suitability of three pilot sites, proposed for soil carbon sequestration projects in Senegal, is assessed and the feasibility of various management options to increase organic carbon levels in the soil is discussed. For the future, a Land Resources Information System should be developed to consider detailed data on climate, soil and terrain conditions, status of soil degradation, and land-use systems for West Africa. Upon its linkage to a dynamic soil carbon model and a socio-economic module, such an integrated system can be used to assess the ecotechnological and socio-economic potential for carbon sequestration projects in the context of the Clean Development Mechanism (CDM) proposed under article 12 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. If adopted, this mechanism could confer funds to West African countries for the sustainable use and conservation of their natural resources, thereby providing economic, environmental and societal benefits for local populations, while simultaneously contributing to climate change mitigation. The impact of these cash transfers on households and communities has brought attention to remittances as a development mechanism. This study attempts to understand the degree to which household consumption is affected by the receipt of remittance income and the ways in which the broader communities may be impacted. Using household income and expenditure data for Mexico, expenditure patterns of remittance-receiving households are analyzed. Regression analysis indicates that remittance-receiving households spend a greater share of total income on durable goods, healthcare, and housing. [source] Advancement of renewables in Bangladesh and Thailand: Policy intervention and institutional settingsNATURAL RESOURCES FORUM, Issue 3 2006Sk Noim Uddin Abstract This article reviews and analyses the advancement of renewable sources of energy in Bangladesh and Thailand in terms of policy intervention and institutional settings. Since renewable forms of energy emit far smaller amounts of greenhouse gas compared with fossil fuels, their use should mitigate climate change impacts while contributing to the provision of energy services. The article turns first to a review of energy,environment trends and the potential for renewables in these two nations. It then discusses strategies for the advancement of renewables. It is argued that further significant efforts can be made towards the advancement of renewables in Bangladesh and Thailand. These two nations could also learn from the experience in industrialized nations and other developing nations with regard to requisite policy instruments and processes. A number of barriers remain to the advancement of renewables, especially in terms of policy arrangements, institutional settings, financing mechanisms and technologies. Resources, cooperation and learning are required in order to overcome such barriers and to foster the development of necessary policy measures. Implementation of the clean development mechanism (CDM) under the Kyoto Protocol, and replication and adaptation of effective strategies from other settings are possible avenues for this. [source] |
