Evidence from the United States on the Effect of Auditor Involvement in Assessing Internal Control over Financial Reporting

Securities regulators around the world are considering the costs and benefits of alternative policies for providing information to financial markets on corporate internal control. These policy options differ on the level of auditor involvement, among other dimensions. We examine the association of relative auditor involvement and auditor characteristics with Section 302 internal control disclosures made by US ,non-accelerated filers' from 2003 to 2005. We find more material weaknesses disclosed in the fourth quarter, when there is relatively more auditor involvement, relative to the first three quarters. Clients of larger audit firms have higher disclosure rates (although they are probably less risky due to more stringent client acceptance standards), but this difference is due to fourth quarter disclosures. Audit firms with Section 404 experience also have greater material weakness disclosure, implying process improvement associated with knowledge sharing across engagements. Collectively, our results shed light on ways to increase the effectiveness of internal control regulation. [source]


Incomplete Contracting, Commission Discretion and the Origins of EU Merger Control,

Council Regulation 4064/89 on the Control of Concentration between Undertakings, more commonly known as the Merger Regulation , was a watershed development in the evolution of the EU's competition policy regime. In this article we seek to cast new analytical light on what, in many respects, is an established narrative. To do this we draw on insights from the new institutional economics (NIE). Specifically, we draw on the complementary concepts of incomplete contracting and delegation. We demonstrate how the Commission utilized the discretion attendant to its delegated authority to interpret and apply the indeterminate language of treaty competition articles so as to alter the economic, political and legal environment as it pertained to merger activity. It did so to such an extent that Member States, long resistant to Commission proposals for a merger control regulation, came to regard legislative action as preferable to the uncertainty represented by the evolving status quo. Regulatory Disclosure of Offending Companies in the Dutch Financial Market: Consumer Protection or Enforcement Publicity?

Regulatory disclosure of names of offending companies is increasingly popular as an alternative to traditional command and control regulation. The goals and intended effects of disclosure are not always clear, however. Do regulators wish to increase their transparency, or do they intend to name and shame? This article aims to contribute to a better understanding of the underlying working mechanism of regulatory disclosure of offenders' names through a case study of the Dutch Authority for Financial Markets' disclosure policy. It distinguishes two types of disclosure strategies: consumer oriented and firm oriented. The case study shows that although informing consumers was the primary purpose of disclosure as intended by the Dutch legislature, the purpose in practice has shifted to informing companies about the regulators' enforcement policy. The nature of the disclosed information makes it unlikely that disclosure adequately prevents financial risk taking by consumers. Instead of empowering consumers, disclosure has been incorporated in a traditional deterrence logic, turning out not to be an example of new governance but instead a modern version of command and control enforcement publicity. Oro-facial injuries in Central American and Caribbean sports games: a 20-year experience

Abstract,,, Dental services in sports competitions in the Games sponsored by the International Olympic Committee are mandatory. In every Central American, Pan American and Olympic Summer Games, as well as Winter Games, the Organizing Committee has to take all the necessary measures to assure dental services to all competitors. In all Olympic villages, as part of the medical services, a dental clinic is set up to treat any dental emergency that may arise during the Games. Almost every participating country in the Games has its own medical team and some may include a dentist. The major responsibilities of the team dentist as a member of the national sports delegation include: (i) education of the sports delegation about different oral and dental diseases and the illustration of possible problems that athletes or other personnel may encounter during the Games, (ii) adequate training and management of orofacial trauma during the competition, (iii) knowledge about the rules and regulations of the specific sport that the dentist is working, (iv) understanding of the anti-doping control regulations and procedures, (v) necessary skills to fabricate a custom-made and properly fitted mouthguard to all participants in contact or collision sports of the delegation. This study illustrates the dental services and occurrence of orofacial injury at the Central American and Caribbean Sports Games of the Puerto Rican Delegation for the past 20 years. A total of 2107 participants made up the six different delegations at these Games. Of these 279 or 13.2% were seen for different dental conditions. The incidence of acute or emergency orofacial conditions was 18 cases or 6% of the total participants. The most frequent injury was lip contusion with four cases and the sport that experienced more injuries was basketball with three cases. [source]


LOCAL GROWTH CONTROL AT THE BALLOT BOX: REAL EFFECTS OR SYMBOLIC POLITICS?

ABSTRACT:,Growth control regulations are pervasive in local jurisdictions throughout the United States; yet there is still much uncertainty about their effectiveness in slowing down or halting growth. Moreover, there is considerable debate over whether there are unintended (or sometimes intended) exclusionary consequences that disproportionately affect minority and low-income populations. Employing multiple regression analyses, this study examines the effects of growth control ballot measures, adopted by voters, on housing growth and sociodemographic change in local jurisdictions. The findings from the multiple regression analyses reveal that cities in which growth controls were adopted at the ballot box do have slower rates of housing growth. There is also evidence that ballot box growth controls reduce growth in Hispanic and lower-income populations. Overall, the results from this study suggest that the adoption of ballot box growth controls is not merely "symbolic politics," but has real measurable consequences on housing growth. Unfortunately, growth controls adopted by the ballot box may also contribute to the sociospatial segregation of cities by race/ethnicity and income. [source]


Prediction of the Removal Efficiency of a Novel Two-Stage Hybrid Scrubber for Flue Gas Desulfurization

Abstract Emission of SO2 from various industrial sources occurs in varying concentrations and quantities. The operation of scrubbers as SO2 control devices is getting more and more attention as pollution control regulations are tightened. Experimental investigations on the scrubbing of SO2 in a novel two-stage hybrid (spray-cum-bubble column) scrubber using water and dilute sodium alkali are reported. Empirical and semi-empirical correlations are developed for the prediction of the performances of the bubble and the spray sections in terms of various pertinent variables of the system for water and alkaline scrubbing, respectively. The contribution of the mass transfer enhancement factor towards the removal of SO2 has been exploited while developing the semi-empirical correlation for the prediction of performance in alkaline scrubbing. The predicted values are in excellent agreement with the experimental values. Finally, the operating features of the scrubber and design aspects are discussed in order to develop our understanding for practical applications. [source]
