Economic Instruments to Improve UK Home Energy Efficiency without Negative Social Impacts,

Abstract The research examined how to use economic instruments to reduce carbon emissions from the UK housing sector without causing negative impacts on the poorest households. Carbon taxes would worsen the problem of fuel poverty. Compensation mechanisms involving the tax and benefit system were examined, but found not to be entirely effective because of the enormous range in the existing energy efficiency of homes. Exemptions for low-income households were examined, but found impractical to target. It was concluded that the best way to use economic instruments was through a scheme involving energy audits and surcharges to council tax and stamp duty for homeowners who failed to make cost-effective energy efficiency improvements within a specified time, with grants and loans to assist low-income households. After the implementation of such a scheme for 10 years, it would be practical to introduce a targeted carbon tax. [source]


The neural control of bimanual movements in the elderly: Brain regions exhibiting age-related increases in activity, frequency-induced neural modulation, and task-specific compensatory recruitment

Abstract Coordinated hand use is an essential component of many activities of daily living. Although previous studies have demonstrated age-related behavioral deficits in bimanual tasks, studies that assessed the neural basis underlying such declines in function do not exist. In this fMRI study, 16 old and 16 young healthy adults performed bimanual movements varying in coordination complexity (i.e., in-phase, antiphase) and movement frequency (i.e., 45, 60, 75, 90% of critical antiphase speed) demands. Difficulty was normalized on an individual subject basis leading to group performances (measured by phase accuracy/stability) that were matched for young and old subjects. Despite lower overall movement frequency, the old group "overactivated" brain areas compared with the young adults. These regions included the supplementary motor area, higher order feedback processing areas, and regions typically ascribed to cognitive functions (e.g., inferior parietal cortex/dorsolateral prefrontal cortex). Further, age-related increases in activity in the supplementary motor area and left secondary somatosensory cortex showed positive correlations with coordinative ability in the more complex antiphase task, suggesting a compensation mechanism. Lastly, for both old and young subjects, similar modulation of neural activity was seen with increased movement frequency. Overall, these findings demonstrate for the first time that bimanual movements require greater neural resources for old adults in order to match the level of performance seen in younger subjects. Nevertheless, this increase in neural activity does not preclude frequency-induced neural modulations as a function of increased task demand in the elderly. Creep of saturated materials as a chemically enhanced rate-dependent damage process

Abstract Material behaviour that exhibits characteristics of creep induced by a spontaneous mineral dissolution enhanced by material damage is studied. It is believed that the characteristic rates of the chemical processes involved determine the time-rate dependence of the resulting strain. A basic model of a combined chemo-plastic softening and chemically enhanced deviatoric strain hardening for saturated geomaterials is presented. Chemical softening is postulated to occur as a consequence of the net mass removal resulting from dissolution and precipitation of specific minerals occurring at the damage-generated inter-phase interfaces. Closed and open systems are discussed. In the former case, deformation at constant stress results entirely from a local compensation mechanism between the chemical softening and strain hardening. The classical three stages of creep are interpreted in terms of mechanisms of dissolution and precipitation, as well as the variation in the reaction surface areas involved in the mass exchange. In an open system, the above local mechanism is enhanced by the removal of mass via diffusion of species affecting the mass balance. Ecophysiological Response of Plants to Combined Pollution from Heavy-duty Vehicles and Industrial Emissions in Higher Humidity

Abstract Pollution can be aggravated in industrial areas if traffic exhausts are mixed with industrial emissions under high humidity conditions. Plants growing in such environments may suffer from severe stress. The impact of vehicle emissions on urban vegetation in an industrial area in Qingdao, China, was investigated by studying seven plant species at visible, physiological and chemical levels. The traits of plant species in certain environmental conditions were compared between a clear area, Badaguan (BDG), and polluted area, Roadside (RS). We found that foliar sulfur uptake for all species was not significantly high at RS compared with BDG, although the sulfur content of atmosphere and surface soils at RS were much higher than those at BDG. For Ailanthus altissima Swingle, the content of foliar pigment and net photosynthesis rate (PN) decreased by 20%. Meanwhile, leaves became incrassate and no visible leaf damage was noted, suggesting this species could adapt well to pollution. A 50% decrease in PN occurred in Hibiscus syriacus L., but there was no statistical change in content of chlorophyll a and b and water uptake. Also, thickened leaves may prevent the pollutant from permeation. Foliar water content was still at a low level, although a water compensation mechanism was established for Fraxinus chinensis Rosb. reflected by low water potential and high water use efficiency. More adversely, a 65% decrease in PN happened inevitably with the significant decomposition of photosynthetic pigments, which exhibited visible damage. We also noted in one evergreen species (Magnolia grandiflora L.) that water absorption driven by low water potential should be helpful to supply water loss induced by strong stomatal transpiration and maintain normal growth. Furthermore, photosynthetic pigment content did not decline statistically, but supported a stable net assimilation. Two herbaceous species, Poa annua L. and Ophiopogon japonicus Ker-Gawl., were very tolerant to adverse stress compared to other woody species, especially in assimilation through a compensatory increase in leaf area. A more remarkable decline in PN (decrease 80%) was noted in the exotic but widespread species, Platanus orientalis L., with serious etiolation and withering being exhibited on the whole canopy. Our results suggested, special for woody species, that most native species are more tolerant to pollution and therefore should to be broadly used in a humid urban industrial environment with heavy-duty vehicle emissions. An Economic Analysis of Auto Compensation Systems: Choice Experiences From New Jersey and Pennsylvania

Nearly since the first automobile traveled on U.S. soil, questions about how best to compensate people injured by their use have been raised. As early as in 1932, in fact, the tort system of imposing costs on negligent drivers was strongly criticized, and a system of compensation without regard to negligence recommended. Yet despite various efforts to identify and implement improved systems during the past more than 70 years, no clear best compensation mechanism has been found. Current discussions have focused on the "choice" system, under which insureds are allowed to select either a tort system or a no-fault system of compensation at the time of insurance purchase. New Jersey and Pennsylvania, which implemented very similar choice programs in 1989 and 1990, respectively, offer an opportunity to observe the effects of choice on outcomes such as: use of attorneys, speed of payment, and consistency (equity) of payment. Our results indicate outcomes consistent with expectations in New Jersey (NJ), which switched from no-fault to choice, but inconsistent with expectations in Pennsylvania (PA), which switched from tort to choice. Furthermore, analysis of tort versus no-fault selectors postchoice in New Jersey and Pennsylvania does not offer clear evidence of no-fault's lower administrative costs and speedier, more equitable payment in these jurisdictions. Compensation for light loss due to filtering by macular pigment: relation to hue cancellation

Abstract Background:, A long-standing question in colour vision research is how the visual system is able to correct for the significant absorbance of short wave light by the crystalline lens and macular pigment (MP). Such compensation must be required in order to maintain colour constancy across the retina where MP levels are changing quickly and dramatically. Objective:, We studied this compensation mechanism by measuring MP spatial density profiles and hue cancellation functions across the central retina in a sample of six young healthy subjects. Method:, Yellow (Y, 575 nm)/blue (B, 440 nm) and red (R, 600 nm)/green (G, 501 nm) cancellation functions were obtained at 0, 1, 1.75, 3 and 7° eccentricity. The MP optical density at 460 nm was measured at these same eccentricities using heterochromatic flicker photometry. One subject was assessed repeatedly over a 4-month period during daily supplementation with 30 mg of lutein (L). Results:, Hue cancellation values for the Y/B system did not change across the retina (r = 0.09). In contrast, R/G sensitivity changed as a direct function of MP absorbance (r = 0.99). The Y/B values did not change in the one subject supplemented with 30 mg L daily, despite increases in MP of about 50% over 4 months. Conclusions:, Despite large variations in MP across the retina, hue cancellation values for the Y-B system across the central retina were constant. For example, one subject's MP density declined from a central peak of 0.99 to near zero at 7° (near 90% transmission difference) yet thresholds for the Y/B system were unaffected. In contrast, the G lobe of the R/G system was directly correlated with MP density. Taken together, these results confirm that the Y/B system compensates for MP density, but the R/G system does not. Electron paramagnetic resonance and electron-nuclear double resonance of nonequivalent Yb3+ centers in stoichiometric lithium niobate

Abstract Lithium niobate crystals doped with ytterbium were studied using Electron Paramagnetic Resonance (EPR) and Electron Nuclear Double Resonance (ENDOR). The tremendous narrowing of EPR lines in nearly stoichiometric samples, when compared to those in congruent samples, allowed us to distinguish nine non-equivalent centers, as well as line splitting caused by the hyperfine interaction of ytterbium electrons with the nuclear spins of two magnetic isotopes, 171Yb and 173Yb. Eight of the nine centers are described for the first time. It was found that three of the centers have axial C3 symmetry, and all others have the lowest C1 symmetry due to the presence of intrinsic defects and/or charge compensation defects in the near neighborhood of Yb3+. Characteristics of the g -tensor for all of the centers and hyperfine tensors for axial centers were determined. The ENDOR observations of Nb nuclei in the nearest neighborhood of Yb13+ gave direct evidence that the dominated axial Yb1 center has no charge compensator in its nearest surroundings (distant charge compensation mechanism). Both the EPR and ENDOR data for the main axial ytterbium center are explained by a supposition that Yb3+ ions substitute for Li+. Possible models for low-symmetry centers are discussed. Evidence of a stoichiometry-related compensation in undoped high-resistivity CdTe crystals

Abstract Nominally undoped CdTe crystals are grown by both vapour phase and Bridgman technique. The stoichiometry of the feed charge was adjusted in order to obtain n-type, p-type and high resistivity crystals. The stoichiometry of CdTe samples is studied by means of a detailed analysis of the temperature dependence of the equilibrium partial pressures of Cd and Te2 vapours. A strong evidence of a correlation of the stoichiometry and the resistivity of the samples has been found. This suggests that a stoichiometry related defect plays an important role in the compensation mechanism of the nominally undoped crystals. (© 2004 WILEY-VCH Verlag GmbH & Co. X-chromosome upregulation and inactivation: two sides of the dosage compensation mechanism in mammals

Abstract Mammals have a very complex, tightly controlled, and developmentally regulated process of dosage compensation. One form of the process equalizes expression of the X-linked genes, present as a single copy in males (XY) and as two copies in females (XX), by inactivation of one of the two X-chromosomes in females. The second form of the process leads to balanced expression between the X-linked and autosomal genes by transcriptional upregulation of the active X in males and females. However, not all X-linked genes are absolutely balanced. This review is focused on the recent advances in studying the dosage compensation phenomenon in mammals. [source]


Aliovalent Substitutions in Olivine Lithium Iron Phosphate and Impact on Structure and Properties

Abstract Lithium transition metal phosphate olivines are enabling a new generation of high power, thermally stable, long-life rechargeable lithium batteries that may prove instrumental in the worldwide effort to develop cleaner and more sustainable energy. Nanoscale (<100,nm) derivatives of the olivine family LiMPO4 (M,=,Fe, Mn, Co, Ni) are being adopted in applications ranging in size scale from hybrid and plug-in hybrid electric vehicles to utilities-scale power regulation. Following the previous paradigm set with intercalation oxides, most studies have focused on the pure ordered compounds and isovalent substitutions. In contrast, even the possibility for, and role of, aliovalent doping has been widely debated. Here, critical tests of plausible defect compensation mechanisms using compositions designed to accommodate Mg2+, Al3+, Zr4+, Nb5+ ions on the M1,and/or M2 sites of LiFePO4 with appropriate charge-compensating defects are carried out, and conclusive crystallographic evidence for lattice doping, e.g., up to at least 12 atomic percent added Zr, is obtained. Structural and electrochemical analyses show that doping can reduce the lithium miscibility gap, increase phase transformation kinetics during cycling, and expand Li diffusion channels in the structure. Aliovalent modifications may be effective for introducing controlled atomic disorder into the ordered olivine structure to improve battery performance. [source]


Simulation of the Impact of the Recognition of Stock Options on the Earnings: The case of Canadian Companies,

ABSTRACT One of the most controversial accounting issues pertains to stock compensation. In Canada, the Canadian Institute of Chartered Accountants (CICA) approved section 3870, Stock-based Compensation and Other Stock-Based Payments, on November 13, 2001, to take effect in January 2002. Section 3870 forces companies to "take a look at the real economic cost of most of the stock-based compensation mechanisms" (AcSB Bulletin, October 2001, 1). The adoption of section 3870 was aimed at harmonizing Canadian accounting practice with U.S. standards. The new standard, which was initially based on two American accounting standards - APB Opinion No. 25 and SFAS No. 123 - gave companies the choice of using either the fair value method or the pro forma disclosure of net income and adjusted earnings per share to account for stock-based compensation. The Accounting Standards Board (AcSB) nevertheless recommended that Canadian companies use the fair value method, which consists in estimating and recognizing the value of the stock options at the grant date. The Internal Israeli Conflict: The Past, Present, and Future of the Jewish West Bank and Gaza Settlements

On October 14 and 15, 2004, just days before the Israeli government submitted to the Knesset a draft legislation to authorize the evacuation of Jewish settlers from Gaza Strip and some settlements on the West Bank, a two-day conference titled "Past, Present, and Future of the Jewish West Bank and Gaza Settlements: The Internal Israeli Conflict" was held at Harvard Law School. The conference was sponsored by the Program on Negotiation at Harvard Law School, the Saltman Center for Conflict Resolution of the University of Nevada, Las Vegas, and the United States Institute of Peace. This interdisciplinary conference's six panels, whose proceedings are summarized in the series of articles that follow, explored the religious, ideological, psychological, political, legal, and international dimensions of the conflict. Presenters included former and current Israeli and American government officials, experts on resettlement policies and compensation mechanisms, and scholars from a variety of disciplines. While presentation topics covered a range of issues relating to the settlements, three broad themes arose from the conference. First, participants agreed that it is important, if not fundamental, to understand the perspectives of the national religious settlers who are the driving force behind the settlement movement. Exploring the settlers' diverse interests, fears, and identities is necessary in order to see why relocation is so threatening to them. The Israeli government can lessen opposition to withdrawal by showing the settlers empathy and reassurance, but only if government officials first achieve a true understanding of the settlers' concerns. Participants also argued that a reframing of the relocation in ideological terms could be another critical component of a solution to this problem. It may be necessary for the leaders of the settlement movement to develop a new narrative or modify the existing one in order to legitimize their relocation. Part of this narrative will involve the concept of "a greater good", the government must reassure the settlers that their sacrifice is for a higher cause. Several participants noted that Israel needs to show the settlers "tough love." When the relocations begin, many expect that there will be violence and that disturbing images will be broadcast throughout Israel and around the world. Internal disruption could put the government led by Prime Minister Ariel Sharon and his Likud party coalition in jeopardy. The government must not waver in the face of this crisis, conference participants argued. In fact, the threat of violent and disruptive resistance by settlers and their allies can be part of the solution, not just the problem. The government and relocation supporters can use this extremism to justify decisive measures and to redefine the problem for the broader population to convince them that the stability of the country is at stake. Another major conclusion of conference participants was that, while the Israeli settlement issue has unique features, there is much to be learned from comparative analysis. Other countries have dealt with settlement situations, and their experiences offer invaluable lessons. In particular, participants contrasted Israel's settlements in Gaza and the West Bank with French settlements in Algeria and English settlements in Ireland. Some pointed to the French withdrawal from Algeria, which was politically painful but ultimately successful, as an example of "tough love" that Israel should follow. Finally, the involvement of third parties to help solve this conflict is indispensable. Participants noted that while much of Israel feels alienated from the European Union and the United Nations, the Israeli government is highly sensitive to the concerns of the United States, as evidenced by Sharon's decision to show the Gaza withdrawal plan to the U.S. government before he had even raised it with his cabinet and the Israeli parliament, the Knesset. International participation could help legitimize withdrawal and reduce Israeli responsibility for Gaza's future. Third parties can apply political pressure to encourage an accountable and responsible Palestinian leadership. They may also be called upon to provide some sort of financial aid. The participants acknowledged the complexity of the settlement problem and recognized that easy solutions do not exist. Yet, if the Israeli government works toward understanding the settlers' perspectives, learns from comparative analysis, and involves third parties appropriately, the likelihood of a successful outcome increases greatly. Computer modelling of the optical properties of rare-earth doped metal fluorides

Abstract A computational approach to calculating the optical properties of doped metal fluoride materials is presented, and applied to rare earth doping in the BaY2F8 and LaF3 systems. Optimal locations for dopant ions are predicted, along with solution energies and charge compensation mechanisms. Energy levels for dopant ions are predicted using adapted crystal field calculations. Physiological Responses of Forest Trees to Heat and Drought

Abstract: The heat wave of summer 2003 was the largest and the most persistent ever experienced in Central Europe and has fuelled concern about the effects of climate change on European ecosystems. Since forests constitute the most important European ecosystems, in this review article we assess current knowledge on the effects of heat and drought on key metabolic processes for growth and productivity of forest trees. In particular, the general consequences of heat and drought on (1) photosynthesis and respiration at the cellular and community level, and (2) on nutrient uptake, partitioning and competition for nutrients are summarized. The latter are a major sink for photosynthetic energy and, therefore, are indirectly but strongly connected to the performance of photosynthesis. In addition, the interaction of heat and drought with stress compensation mechanisms and emission of biogenic volatile organic compounds (BVOC) are discussed, since these processes are directly connected to carbon metabolism. Effects on the emission of BVOC are also included because they constitute an important feedback mechanism on ozone formation and, thus, on atmospheric pollution. As far as available, data collected during the 2003 heat wave are included and discussed. [source]
