CONTOURS OF AN ANTHROPOLOGY OF THE CHINESE STATE: POLITICAL STRUCTURE, AGENCY AND ECONOMIC DEVELOPMENT IN RURAL CHINA

Anthropologists have long been inclined to view China from the perspective of a state-society dichotomy. In this model, the inevitable consequence of economic reform is that , especially at the local level , the state must yield more and more of its power to entrepreneurs, foreign investors, non-state organizations, and local communities. Not only does this approach distort the role of the state in society, but by placing the state above and outside society it also excludes it from the anthropological gaze. This article proposes an anthropology of the Chinese state which does not merely view the state in society, but also investigates the state itself as society. Drawing on fieldwork in northeastern Yunnan province, I illustrate this general point by investigating the changing role of the local state in economic development. This agenda for an anthropology of the Chinese state resonates both with the recent ,reinvention' of the subfield of political anthropology with its focus on governmentality, policy, and rights, and with recent calls by political scientists for the development of an interdisciplinary anthropology of the developmental state. Trajectories for Greening in China: Theory and Practice

This edited volume argues that China's development poses the greatest ever environmental challenge for the modern world in terms of speed, size and scarcity. The volume is organized around the greening of the Chinese state and society: can the inclusion of sustainable development principles into governance, management and daily practices by social actors lead to sustainable development per se? This introduction sketches the different scholarly camps around greening and sustainable development, ranging from sceptical to radical environmentalism. The contributions demonstrate that China is showing clear signs of greening as new institutions and regulations are created, environmental awareness increases and green technologies are implemented. However, the question remains whether this is sufficient to effectuate long-term sustainable development. The key factors here are the sheer speed of China's economic growth, the size of its population, and the relative scarcity of its natural and mineral resources. Chinese development presents compelling reasons for rethinking the viability of greening. It is necessary to move beyond both alarmist visions of an environmental doomsday, and optimistic notions that incremental changes in technology, institutions and lifestyles are sufficient for sustainability. It might be more fruitful , and not only for China , to consider ,precautionary' rather than ,absolute' limits to growth. [source]


The State Connection in China's Rural-Urban Migration,

This study explores the role of China's rural local state-owned and urban state-owned units in its rural-urban migration process. Most studies on Chinese migration have focused on migrants moving from rural to urban areas through informal mechanisms outside of the state's control. They therefore treat the Chinese state as an obstructionist force and dismiss its facilitative role in the migration process. By documenting rural local states' "labor export" strategies and urban state units' employment of millions of peasants, this article provides a corrective to the existing literature. The Environmental Civil Society and the Transformation of State-Society Relations in China: Building a Tri-level Analytical Framework

State-society relations is a conventional tool used in analyzing the relational behavioral pattern of between the state and the society. In China, market reforms and open policy since 1978 have engendered the growth of environmental civil society organizations and thereby enhanced the changes in the nature of state-society relations. However, the analysis of Chinese state-society relations has in the past largely been two-dimensional, focusing on domestic relations. However, changing patterns of state-society relations in China has called for a more elaborate tri-level analytical framework of the state, its main civil society representative, domestic non-governmental organizations, and international non-governmental organizations. Through the study of environmental protests such as anti-dam construction demonstrations, we have found that domestically, Chinese environmental nongovernmental organizations not only act as a challenger to the state, but at times collaborate with the state. From an external perspective, international non-governmental organizations not only directly challenge the Chinese state, but also network with local Chinese NGOs in their protests. Institutional learning and adaptation: Developing state audit capacity in China

Abstract In recent decades, the Chinese state has been confronted by a dual challenge: to monitor and regulate the country's rapid socioeconomic development and, at the same time, to reform itself, as centrally planned state, in order to adapt to market-driven changes. This has made it an imperative for the state to remake as well as strengthen its capacity. How has the Chinese state taken up the challenge? To what extent has state capacity been shaped or reshaped in the process? Is the state's endeavour to strengthen and institutionalise its capacity successful? This article examines China's experience with building a powerful audit regime to answer these questions. It explores the driving forces behind institutional change and capacity development. As the findings show, the evolution of the state audit capacity in China is not a simple, linear process, but rather it is associated with multiple changes in the legal and regulatory framework, inter-institutional relations and the norms guiding the behaviour of institutional actors. Remaking the World of Chinese Labour: A 30-Year Retrospective

Over the past 30 years, labour relations, and, indeed, the entirety of working-class politics in China, have been dramatically altered by economic reforms. In this review, we focus on the two key processes of commodification and casualization and their implications for workers. On the one hand, these processes have resulted in the destruction of the old social contract and the emergence of marketized employment relations. This has implied a loss of the job security and generous benefits enjoyed by workers in the planned economy. On the other hand, commodification and casualization have produced significant but localized resistance from the Chinese working class. Up until now, the activities of labour non-governmental organizations and of the official trade unions have contributed to the state's effort of individualizing and institutionalizing labour conflict resolution through labour law and arbitration mechanisms. Finally, we provide a brief discussion of the impact of 2008's Labour Contract Law and the outbreak of the economic crisis on labour relations. We conclude that the continual imbalance of power at the point of production presents a real dilemma for the Chinese state as it attempts to shift away from a model of development dependent on exports.
