Selected AbstractsThe Making of a Market Economy in China: Transformation of Government Regulation of Market DevelopmentEUROPEAN LAW JOURNAL, Issue 6 2007Qianlan Wu It is the administrative bureaucratic system that has played a leading role in the making of a market economy in China. In recent years, the Chinese Government has strived to establish a market economy based on the rule of law and has undertaken legal measures to rationalise government regulation of market economy development. However, the administrative bureaucratic system headed by the central government remains a strong party leading the market economy construction in China. This article argues that the administrative bureaucratic system and market economy development have evolved into a social institution. To transform the regulation of market economy development towards the rule of law is a social institutional change and is a slow and incremental process, as it is imbedded in the various formal and informal constraints in Chinese society. [source] Emigration from China: A Sending Country PerspectiveINTERNATIONAL MIGRATION, Issue 3 2003Xiang Biao This paper aims to provide a comprehensive overview of the policies pursued by the People's Republic of China (PRC) regarding the emigration of Chinese nationals. Most of the available literature on migration management has focused on receiving countries. With a few exceptions, little attention has been directed at migration management policies pursued in countries of origin. In the case of the PRC, policies regarding overseas Chinese have been fairly well documented and researched, but very little has been written about how the Chinese authorities manage ongoing emigration flows. This gap becomes particularly salient as the importance of the "partnership with the countries of origin" in devising migration policies is being increasingly acknowledged by receiving countries in Europe (Commission of the European Communities, 2000). Over the last 20 years, there have been significant changes in the Chinese Government's policies and perspectives on emigration. But, just like most other governments, the Chinese authorities do not have a single blanket policy covering all categories of emigrants. Emigration is normally managed on a case-by-case basis and the Government's attitude toward the same type of emigration may vary depending on different cases and circumstances. Because of this, this article examines China's major emigration-related policy spheres one by one. Specifically, six issues will be discussed: (1) exit control; (2) diaspora policy; (3) student migration; (4) labour export; (5) regulations on emigration agencies and, finally (6) the Government's response to human smuggling. This article shows both the coherence and the fragmentation in China's policies toward emigration. The coherence is due to the fact that all the policies are inherently linked to China's overall economic and social development strategy. The emigration management regime is sometimes fragmented partly because emigration consists of different streams and is handled by different Government departments, partly because some emigration issues (such as regulations on emigration agents) are very new for the Chinese Government and the authorities are still exploring them. Overall, the Chinese authorities increasingly see emigration as a means to enhance China's integration to the world and are keen to avoid conflicts with the international community over migration issues. At the same time, China's emigration policies need to be more balanced, in particular, the emigration of unskilled labour should be given more priority. [source] Karst rocky desertification in southwestern China: geomorphology, landuse, impact and rehabilitationLAND DEGRADATION AND DEVELOPMENT, Issue 2 2004S.-J. Wang Abstract Karst rocky desertification is a process of land degradation involving serious soil erosion, extensive exposure of basement rocks, drastic decrease in soil productivity, and the appearance of a desert-like landscape. It is caused by irrational, intensive land use on a fragile karst geo-ecological environment. The process is expanding rapidly, and it is daily reducing the living space of residents and is the root of disasters and poverty in the karst areas of southwestern China. The tectonic, geomorphic and environmental background to karst rocky desertification is analysed. Population pressure and the intensive land use that have led to this serious land degradation are described. Although the problem concerns the Chinese Government and some profitable experience in the partial restoration or reconstruction of the ecological environment has been gained, effective remedial action has not been achieved on a large scale. [source] China and the Global Financial Crisis: Assessing the Impacts and Policy ResponsesCHINA AND WORLD ECONOMY, Issue 3 2010Yan Liang F40; O11; O53 Abstract The present paper explores the role of China in the creation of the current global financial crisis and the impacts of the crisis on its economy. It argues against the view that the "saving glut" in China (along with other Asian emerging economies) played a significant causal role in the crisis. The global financial crisis did not engender much damage in China's financial structure, thanks to the relatively closed, bank-centered financial system. However, the impacts on the "real" side of the Chinese economy were hard felt. Growth and employment have fallen, largely due to the decline in exports and foreign direct investment. The crisis reveals the vulnerability of the export-dependent growth pattern. Policy responses of the Chinese Government, including monetary, fiscal and social policies, have helped to stem the downfall of the economy in the immediate term, but some of the policies have not addressed the structural problems of the Chinese economy and might well aggravate such problems over time. The present paper proposes a tentative reform blueprint to rebalance the economy and to sustain long-term growth. [source] From State to State: Quasi-privatization and Firm PerformanceCHINA AND WORLD ECONOMY, Issue 5 2009Kun Wang G32; G34; G38 Abstract This paper uses a sample of Chinese listed companies whose controlling shareholders have changed from government agencies to state-owned enterprises (SOEs), to examine whether reducing government intervention while maintaining government's ultimate control could improve firm performance. The results show that the overall performance of these firms improves after the transfer of their controlling shareholders, due to improvements in both operating and non-operating performance. When we separate all samples into solely SOEs and other SOEs based on the controlling shareholder, we find that operating performance improved significantly in the solely SOE group, whereas non-operating performance improved significantly in the SOE group. In addition, we identify sources of performance improvement from two perspectives: corporate governance and related party transactions. The results imply that the Chinese Government should continue to decentralize control and, at the same time, continue to monitor firm operating efficiency. [source] China's Construction Land Expansion and Economic Growth: A Capital-output Ratio Based AnalysisCHINA AND WORLD ECONOMY, Issue 6 2008Huizhong Li O16; Q15; R52 Abstract Since 2003, the Chinese Government has been using land policy as an important macroeconomic policy. The present paper analyzes the impact of the expansion of construction land on economic growth in terms of the capital-output ratio. Using provincial panel data for China from 1999 to 2005, we conclude that the excess expansion of China's construction land led to an increase in the capital-output ratio. Therefore, expanding construction land has made little contribution to economic growth. This paper argues that contractionary land policy does not deter high economic growth, and is a necessary condition for a sustainable economic growth. Although some reform efforts have been made, there are still serious institutional and capital market risks that are difficult to overcome but are key in the success of China's pension reform. To ensure a smooth transition in pension reform, China not only needs to build a better institutional framework and facilitate capital market development, but also raise the risk awareness of individual pensioners. [source] Political Economy of the Asia-Pacific Free Trade Area: A Dilemma for ChinaCHINA AND WORLD ECONOMY, Issue 5 2007Bin Sheng F53; F59; O53 Abstract The Asia-Pacific Free Trade Area (FTAAP) has become a topic of focus since the proposal was first raised in 2004. The present paper considers China's policy towards the FTAAP from a political economy perspective by probing the gains, impediments and concerns for China, and makes judgments based on several possible scenarios. The author argues that from an economic perspective, China would benefit from joining the FTAAP both in a static and a dynamic manner because both its main trade partners and trade barriers in export markets are concentrated in the Asia-Pacific region. However, whether the Chinese Government is likely to support the initiative is largely dependent on certain crucial political and diplomatic elements, including the APEC approach, US-Chinese relations, quality of treaty, sensitive sectors, competitive proposal of alternative and membership of Chinese Taipei. Therefore, if the Chinese Government cannot ratify the ideology and terms of the initiative, or issues that are central to China's interests are not addressed, the FTAAP will only remain a proposal possessing economic possibility in the long run, without political feasibility in the near term. Government policy intervention has contributed significantly to the rapid expansion of the electronics industry. The present paper examines the evolutionary development of industrial policies related to the electronics industry in China and the impacts of such policies on the shaping of the industry. In particular, the relationship between foreign funded enterprises and domestic firms are examined in detail. The future trend of the industry is also discussed in the paper, and the policy focus of the Chinese Government is predicted. We first propose a framework for recognizing losses. Then, we examine the recent major moves by the Chinese Government to repair the country's bank balance sheets. Finally, we explore the implications of the Chinese Government's methods of funding bank restructuring. We find that the Chinese Government has been decisive in confronting the costly task of bank restructuring. So far, Chinese taxpayers have paid most of the bill for bank restructuring. (Edited by Xiaoming Feng) [source] China's Rangelands under Stress: A Comparative Study of Pasture Commons in the Ningxia Hui Autonomous RegionDEVELOPMENT AND CHANGE, Issue 2 2000Peter Ho China's economic reforms have exacerbated the problems of over-grazing and desertification in the country's pastoral areas. In order to deal with rangeland degradation, the Chinese government has resorted to nationalization, or semi-privatization. Since the implementation of rangeland policy has proved very difficult, however, experiments with alternative rangeland tenure systems merit our attention. In Ningxia, in northwest China, local attempts have been undertaken to establish communal range management systems with the village as the basic unit of use and control. Some of these management regimes are under severe stress, due to large-scale digging for medicinal herbs in the grasslands. This digging has resulted in serious conflicts between Han and Hui Muslim Chinese, during which several farmers have been killed. It is against this backdrop that this article explores the institutional dynamics of range management in two different villages. [source] In Situ Urbanization in Rural China: Case Studies from Fujian ProvinceDEVELOPMENT AND CHANGE, Issue 2 2000Yu Zhu In most parts of the developing world, the urbanization process has been dominated by rural,urban migration and the growth of existing cities. However, case-studies in China's Fujian Province suggest that this process can also be achieved mainly by in situ transformation in rural areas. Such in situ transformation of rural areas has been driven mainly by two forces, the development of township and village enterprises (TVEs) and the inflow of foreign investment; and facilitated by the relevant policies adopted by the Chinese government since 1978. The former has been very effective in the transformation of rural employment structure, while the latter has brought many physical changes to the previously rural landscape. Being mutually complementary, these two ways of rural transformation have not only benefited and urbanized the rural areas, but kept many farmers in their hometowns, replacing the dominant role of rural,urban migration and the growth of existing cities in the urbanization process. [source] Forging Ahead and Falling Behind: Changing Regional Inequalities in Post-reform ChinaGROWTH AND CHANGE, Issue 1 2002Max Lu This study analyzes the evolution of China's regional inequalities during the reform period of 1978,1998 based on three geographical scales, both output and livelihood indicators of economic well-being and three measures of inequality. The results indicate that interprovincial and regional inequalities declined between 1978 and 1990, but have widened steadily since 1990. Urban-rural disparity diminished before 1984, then experienced a decade-long surge afterwards to peak in 1994 at a much higher level and since 1994, it has been declining again. The levels of regional inequalities in China appear to be sensitive to changes in government development strategies and regional policies. Differential growth of the provincial economies shaped by the coast-oriented and urban-biased development strategies as well as selective open-door policy implemented by the Chinese government after the reform is the key to understanding the wax and wane in China's regional inequalities. This paper discusses the factors that account for the changing regional inequalities in post-reform China and argues that government policies are likely to continue to influence the future trajectories of inequality change. [source] China's new Enterprise Bankruptcy Law,A great leap forward, but just how far?INTERNATIONAL INSOLVENCY REVIEW, Issue 2 2010Emily Lee The closure of many small and medium enterprises (SMEs) following the global financial crisis of 2008 spurred the Chinese government to follow its international counterparts in issuing an economic stimulus package. While it was effective in preventing many financially distressed SMEs from failure by boosting demand for its businesses, in the long run, such SMEs should be rescued through a statutory regime, which affords them temporary protection from creditors and provides them an opportunity to restructure their businesses. In doing so, the premature liquidation of SMEs would be prevented and SMEs with viable businesses but in temporary financial difficulties would be given a chance to succeed again. Although China's new Enterprise Bankruptcy Law (EBL) has shortcomings, it improves upon its predecessor legislation and, since it is still at an infantile stage of development, is bound for further reform. Despite the EBL's success in bringing Chinese corporate bankruptcy laws in line with international standards, full compliance with the UNCITRAL Model Law on Cross-Border Insolvency and UNCITRAL Legislative Guide on Insolvency Law remains to be seen. In September 2008, the South China Morning Post newspaper reported that the number of (applications for) corporate reorganization and bankruptcy cases had dropped, "leading to widespread speculation there are problems in the law's practical application".1 This article examines the implementation of the EBL, critiques key aspects of the EBL and argues for a comprehensive assessment of the EBL and for bringing the EBL in full compliance with the international standards on cross-border insolvency. In 1994, the Chinese government adopted community service as an alternative way of providing the supplemental safety net in urban areas. Along with this top-down approach, resident-initiated activities, participation and grassroots organisations at the community level are growing at an incredible pace. Using a case study, this study explores the context and aspects of community services, participation and community development in a Chinese urban community. Results indicate that China's reformed market economy and welfare system presses ordinary urban people to reconnect to the local community to ensure welfare security and quality of life. Community participation in China has rediscovered the path of community development and re-interpreted the top-down and bottom-up approaches in the context of community services. Since the 1980s, millions of rural residents have migrated to cities without official permission. In this paper, we investigate urban residents' subtle prejudice towards rural-to-urban migrants. Specifically, the impacts of urban residents' socioeconomic status (SES) and their perception of migrants' adaptation styles are examined. A sample including 457 Chinese urban residents is taken from four cities in China. Educational and occupational levels are used to indicate urban residents' SES. Four adaptation styles (integration, assimilation, separation and marginalization) are manipulated by using vignettes. The results show that SES has a negative impact on urban residents' subtle prejudice. This link is further moderated by urban residents' perceptions of migrants' adaptations: the negative effect of SES on subtle prejudice holds only under a perception of integration or assimilation and disappears under a perception of separation or marginalization. This essay discusses the reasons behind recalls from a moral degradation perspective, grounded in the larger framework of anomie theory. While making remarkable economic progress, China is also moving toward a society with degraded moral standards. This moral degradation propels illicit and immoral business practices. This essay further presents an analysis of recall from the organizational control perspective, tackling the issue of how safety and quality problems damage a firm's long-term corporate credibility, legitimacy, trust and governance in a competitive environment. Strategic repercussions of recalls include impairing capability building, organizational learning and resource allocation. The essay ends with a call for action by the Chinese government, firms and management researchers to address and further understand this complex issue. Chan This study examines the influence of various cultural and psychological factors on the green purchase behavior of Chinese consumers. To this end, a conceptual model has been proposed and subjected to empirical verification with the use of a survey. The survey results obtained in two major Chinese cities provide reasonable support for the validity of the proposed model. Specifically, the findings from the structural-equation modeling confirm the influence of the subjects' man,nature orientation, degree of collectivism, ecological affect, and marginally, ecological knowledge, on their attitudes toward green purchases. Their attitudes toward green purchases, in turn, are also seen to affect their green purchase behavior via the mediator of green purchase intention. Although the present findings provide a better understanding of the process and significant antecedents of green purchasing, they also highlight two areas for more thorough investigation. These are the exact role of ecological knowledge in Chinese consumers' green purchasing process and the underlying factors that account for their low level of green purchase. [source] Marching toward a Harmonious Society: Happiness, Regime Satisfaction, and Government Performance in Contemporary Urban ChinaASIAN POLITICS AND POLICY, Issue 3 2009Diqing Lou This study examined the happiness of citizens in urban China. Empirical measurements were made of the relationship of reported happiness to economic variables, as well as to citizens' satisfaction with government policies. Employing the 2002 Asian Barometer Survey and the Amelia statistical software package, I found that happiness is strongly correlated both to absolute economic conditions and to relative economic status. Furthermore, citizens who perceived government policies as being responsive to their needs were more likely to report a high level of personal well-being. This empirical analysis confirms the direction of Chinese leader Hu Jintao's development strategy, which seeks to promote widespread economic prosperity among Chinese citizens. The study results indicate that a healthy and balanced economy is essential in improving urban happiness in China. Based on these results, I argue that the Chinese government can further improve citizen happiness by providing ample employment opportunities and promoting progressive housing policies. [source] An assessment and ranking of barriers to doing environmental business with ChinaBUSINESS STRATEGY AND THE ENVIRONMENT, Issue 6 2009Turlough F. Guerin Abstract The transfer of environmental goods and services to China will increasingly be of importance to developed nations as the demand for environmental management services increases in China. A review of the literature on technology transfer to China revealed a range of well recognized and commonly known constraints to transferring technologies to China. There were gaps in the literature in relation to the concerns that environmental professionals have regarding technology transfer to China, as there is limited information on the transfer in environmental goods and services to China. A survey of the non-trade barriers and their practical impact on the transfer of environmental technologies and goods and services to China, focusing on Australian suppliers, was undertaken to address these gaps. The survey, which was developed from barriers to technology transfer already described in the extensive research addressing the wider issues of technology transfer to China, targeted environmental professionals but also included other professionals with interests in transferring environmental goods and services to China. From the survey, the highest priority barriers to transferring environmental goods and service to China were identified, and those that are most likely to limit Australian vendors of environmental goods and services in their technology transfers to China were protection of intellectual property (IP), limitations of the rule of law, fragmentation and bureaucracy of the Chinese government and establishing appropriate level of ownership (of environmental goods and services providers in China). Examples of Australian experience were also examined, which confirmed these barriers to providing the needed technology and innovation to manage China's increasing environmental impacts. The research also shows that the barriers identified do not appear to be unique to transfer of environmental goods and services but rather generic to the transfer and adoption of Australian technology into China. P. Qiao ABSTRACT Child abuse or child maltreatment has been a worldwide concern. In China, however, it receives scant attention from both academic communities and government. Chinese society has little awareness of child abuse as it is known in the West and there are apparently different conceptions and treatments of the problem. This paper attempts to delineate how the problem is now understood and treated in Mainland China. The reasons why child abuse has not yet been recognized as a social problem worthy of public concern in China are explored. It is argued that as a signatory of the UN Convention on the Rights of the Child there is a need for the Chinese government, the academic community and professionals to reflect on their conception and treatment of child abuse so as to achieve more effective child protection for all children who are victims of child abuse. [source] Chinese Yuan after Chinese Exchange Rate System ReformCHINA AND WORLD ECONOMY, Issue 6 2006Eiji Ogawa F31; F33 Abstract In this paper, the actual exchange rate policy conducted by the Chinese government after the Chinese exchange rate system reform on 21 July 2005 is investigated. Also, the long-run effect is investigated, including the Balassa-Samuelson effect on the Chinese yuan. It was found that the Chinese government generated a statistically significant but small change in exchange rate policy during the sample period until 25 January 2006. It was not identified that the Chinese monetary authority is adopting the currency basket system because the change is too small in the economic sense. It is indicated that the Chinese government should take account of the productivity growth of countries composing the currency basket in order to operate a currency basket regime. (Edited by Xiaoming Feng) [source] Outsourcing in China: an exploratory assessmentPUBLIC ADMINISTRATION & DEVELOPMENT, Issue 2 2008Yijia Jing Abstract The increasing demands for public services, growing resource externalisation and decentralisation have driven Chinese governments to seek alternative means of service delivery. This article addresses the largely ignored outsourcing practice in China. Lack of awareness of and research on the widespread outsourcing was a result of the conceptual barriers created by China's economic transition and its choice of incremental reform path. By decomposing national fiscal expenditures, the article finds that from 2002 to 2004, outsourcing accounted for about one-third of the total governmental services expenditures and demonstrated a trend of continuous growth. Such developments effectively transformed the basic landscape of public service delivery and created significant external dependence. Within just three decades, China has quickly shifted from an omnipotent state to an ,incomplete' state. The capacity of the administrative hierarchy has become severely constrained. Nonetheless, the political risks of the macro-level transformation are largely mitigated at the micro-level by mechanisms of public,private cooperation.
